SUBLETTE COUNTY NOTICE TO APPROPRIATORS OF WATER Public notice is hereby given that the following listed water users have completed the requirements of proof PRIVATE of appropriation and beneficial use of ground water for the following wells approved by the State Engineer. Pursuant to Section 41-4-511, Wyoming Statutes, 1977, the below listed proofs of appropriation will be held open for public inspection from 9:00 a.m. until 4:00 p.m. during April 21 through April 25, 2008, at the following location(s): 1. State Engineer's Office, Herschler Building, Cheyenne, Wyoming. 2. Office of the Division Superintendent, Town Hall, Cokeville, Wyoming. NOTICE TO CONTRACTORS
Notice is hereby given that Pinedale Airport Board (hereafter referred to as the “Sponsor” or “Owner”), will receive sealed bids for the Ralph Wenz Field Hangar Taxiway Project, State Project No. PNA-14X at Ralph Wenz Field.
The project involves:
2,600 Tons Asphalt Paving, 2,500 CY Aggregate Base Course, 30,000 to 40,000 CY Excavation, Minor Fencing, Drainage and Erosion Control.
The bids must be prepared on forms supplied by the Owner and filed with the Pinedale Airport Board, Town Hall, 210 W. Pine Street, Pinedale, WY 82941 with the envelope clearly marked with the name of the bid no later than 1:00 p.m. on Thursday, April 3, 2008. Hand delivered bids will be accepted ONLY on the date of the bid opening. The bids will be publicly opened and read aloud in the presence of the bidders and their representatives at that time and date.
The Bidder (proposer) must supply all the information required by the bid or proposal forms and specifications.
No bids will be received after the specified hour and date. Bids that are not prepared and filed in accordance with proposal requirements and conditions of the specifications, may be rejected.
All bids must be accompanied either by a certified check, payable to Pinedale Airport Board in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company. The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance bond in accord with his bid within fifteen (15) days after date of notification of award.
The Wyoming Prevailing Wage Act of 1967 [§ 27-4-401 et seq] is applicable to this project, as well as all other applicable wage statutes and shall be complied with by the Contractor.
After March 13, 2008, the proposed construction contract, together with detailed drawings and specifications for the construction of the work are available for inspection at Pinedale Town Hall. The same may be obtained from the Engineer, GDA Engineers, 1508 Stampede Avenue, P. O. Box 338, Cody, Wyoming 82414, (307) 587-3411, for a non-refundable reproduction charge of $100 , or by registering with GDA Engineers as a bidder and downloading the documents from www.gdaengineers.com. Interested parties may obtain a copy of the plans and specifications in PDF format on CD for a non-refundable reproduction charge of Fifteen Dollars ($15 ) for use by subcontractors and suppliers in preparing quotations to prime bidders.
Bids may not be withdrawn after the time fixed for opening them. The Owner reserves the right to waive irregularities in the bids and reject any and all bids.
In accordance with the provisions of Section 16-6-102 and 16-6-103, Volume 3, Title 9 of the Wyoming Compiled Statutes, 1977, and Chapter XI – Rules of practice and procedure before the commissioner of labor concerning certification of resident contractors on Public Works Construction Projects filed May 15, 1990, with the Wyoming Secretary of State, preference will be given to Resident Wyoming Contractors in the manner outlined therein.
Preference is hereby given to materials, supplies, agricultural products, equipment, machinery and I-1 I-2 provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state. A successful resident bidder shall not subcontract more than thirty percent (30%) of the work covered by his contract to non-resident contractors.
The Bidder is advised that construction site aviation safety is of paramount importance. There is a Construction Operations Plan that is part of the project requirements and the Contractor will need to conduct his/her operations in strict compliance with this plan. There are penalty provisions outlined in the Construction Operations Plan for noncompliance by the Contractor’s personnel. All costs associated with the Contractor’s compliance with this operational plan will be considered incidental to and included in the prices bid for the actual work items of the bid schedule.
All bidders are advised to examine the site to become familiar with all site conditions. The project will be shown to interested Bidders at 1:00 p.m., March 25, 2008 local time, at Pinedale Town Hall.

PUBLIC NOTICE
The regularly scheduled meeting of the Sublette County Board of Commissioners will be held on Wednesday, April 16, 2008 at 10:00 a.m. in the Sublette County Courthouse, Pinedale, Wyoming. At this time, a public hearing will be held to consider the following application:
AGENDA
1. Request for Conditional Use approval for temporary storage of heavy equipment, pursuant to Chapter V of the Sublette County Zoning and Development Regulations, entitled Conditional Uses, by John & Mary Kay Jensen. The application is for storage of heavy equipment related to natural gas extraction on a 40 acre parcel in the Agricultural zoning district. The parcel subject to the proposed Conditional Use is owned by John & Mary Kay Jensen and is located in the SW ¼, SW ¼, of Sec. 7, R108W, T31N and partially in the SE ¼, SE ¼ of Sec. 12, R109W, T31N; generally described as 0.85 miles north of the intersection of South Anticline Road & Boulder South C.R. 23-106.
2. Request for Preliminary Plat approval; pursuant to Chapter III of the Sublette County Subdivision Resolution, entitled Preliminary Plat; for the O’Neal Subdivision; Andrew O’Neal applicant. The application for Preliminary Plat proposes the subdivision of 20 acres within the Rural Residential 10 (ten acre minimum lot size) zoning district into two lots. The proposed O’Neal Subdivision is located in Section 2, Township 33N, Range 111W; generally described as 12886 US Highway 189 (Lot E – O’Neal Lot Division) and being located in the Daniel area approximately 2.7 miles south of the intersection of US Highways 191 and 189.
3. Request for Minor Subdivision approval, pursuant to Chapter VI of the Sublette County Subdivision Resolution, entitled Minor Subdivision; for the Bradley Minor Subdivision; Spotsylvania Inc. applicant. The application for Minor Subdivision proposes the subdivision of 20 acres within the Rural Residential 10 (ten acre minimum lot size) zoning district into two lots. The proposed Bradley Minor Subdivision is located in Section 19, Township 30N, Range 111W; generally described as 48 N. Piney Cottonwood County Road 23-143 and being 0.3 miles north west of the intersection of N. Piney Cottonwood Road and US Highway 189.
4. Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration; Carney Ranch Company applicant. The application proposes a change of zoning district boundary for 2.71 gross acres from the current Agricultural zoning (thirty five acre minimum lot size) to Rural Residential zoning (two net acre minimum lot size); in order to divide and develop the 2.71 acre parcel as a single family use. The applicant is also requesting approval of a Variance, pursuant to Chapter VI of the Sublette County Zoning and Development Regulations, entitled Variances, to allow a minimum lot size for the 2.71 gross acre parcel that is less than the 2 net acres (gross acreage minus the road easement for Wyoming State Highway 352) required in the Rural Residential zoning district. The Carney Ranch Company parcel subject to the proposed Change of Zoning District Boundary and Variance is located in Section 26, Township 37N, Range 110W; generally described as being on the east side of Wyoming 352, immediately north of Black Butte and approximately 5 miles north of the intersection of Wyoming 352 and New Fork Lakes County Road 23-162.

Invitation to Bid
Bid Specifications for cleaning the 1st Bank building located at 1010 Wilson, Pinedale, Wyoming 82941
General: Cleaning is to be performed after tenant working hours. Bidder will have supplies provided for them. The following schedule describes the level of service intended. Performance will be based on the owner’s evaluation of results, not the frequency or method of performance.
Daily: Empty trash receptacles and clean exterior ash receptacle. Vacuum offices, conference room and teller area; also mop all tiled area throughout the bank. Clean all toilets, fixtures and replenish toilet supplies. Dispose of all trash and garbage generated in or about the building and police sidewalks. Dust all desks, top of filing cabinets, Teller areas, computer monitors, etc. Remove all fingerprints from entrance windows and doors.
Weekly: Dust all windowsills and all baseboards also inspect and dispose of all cobwebs. Clean drive-up windows and all entry area windows inside and out.
Semi-Annual: Wash all interior and exterior windows inside and out.
Other: All bids need to include expected pay per month. Selected party will be under a one-year contract starting May 12, 2008. All bids must be turned in to 1st Bank no later than April 18, 2008.
