The Commissioners of the Boulder Irrigation District having filed their 2004 Annual Budget and Report herein, showing an itemized statement of the money to be raised by assessment within the District for the purposes of maintenance, repayment of loan and interest and to meet the yearly current expenses of the District;
IT IS HEREBY ORDERED that on the 10th day of May, 2004, at 10 a.m., or as soon thereafter as counsel may be hears, is the time and the Courtroom in the Sublette County Courthouse is the place when and where all objections thereto may be heard.

Regular Meeting Unofficial Minutes
April 12, 2004 - 7 p.m.
Sublette County Courthouse Pinedale, WYOMING
Walt Bousman, president of the Sublette County Rural Health Care District chaired this meeting. This meeting was held in the Sublette County Courthouse, Pinedale, Wyo. Bill Barney, vice president, Jerry Jensen, secretary/treasurer, Mary Lynn Worl, trustee, and Garry Eiden, trustee, were in attendance. Jauna McGinnis, clerk, took the minutes.

CALL TO ORDER
Walt Bousman called the meeting to order at 7 p.m. and set the agenda. Jerry Jensen motioned to accept the agenda as read. Motion seconded by Mary Lynn Worl and carried unanimously.
MINUTES/PHYSICIAN CHECKS
Mary Lynn Worl motioned to accept the March 8 meeting minutes as presented. Motion seconded by Jerry Jensen and carried unanimously.
After reviewing the physician checks, Jerry Jensen motioned to approve the physicians checks. Motion seconded by Mary Lynn Worl and carried unanimously.
PHYSICIAN BUSINESS
CME PROPOSAL
The board did not have any questions regarding the proposal submitted by Dr. Turner. It will be taken under consideration and discussed at the budget workshops.
HELICOPTER PAD
Bill Barney outlined the proposal from Armstrong Consultants. After discussion, Bill Barney motioned to accept the contract. Motion seconded by Mary Lynn and carried unanimously. Jauna McGinnis is to contact Tom Schultz to inform him of the decision.
AIR CONDITIONING
Jauna McGinnis reported she has been in contact with Bob Johnson of Bridger Mechanical. He had concerns regarding the final installation of the air conditioning units and wanted to receive the approval from the board. The board approved. Discussion then turned to the Pinedale Clinic air conditioning. The board wants to correspond with Davis Partnership in order to decide the best installation in relation to the proposed addition.
LAB EQUIPMENT
Dr. Burnett requested to purchase an I-STAT equipment in lieu of the peripheral blood pressure item. The estimated cost is $6,900 to $10,000. Bill Barney motioned to approve the purchase as requested. Motion seconded by Jerry Jensen and carried unanimously.
ADMINISTRATOR COMMITTEE
Dave Racich, chairman of the committee, presented a preliminary report. The only conclusion at this time is that the clinics should remain private. A request was made to receive another month to finish the task at hand. This committee will be requesting a date to meet with the board later this month and should contact Jauna McGinnis to set it up. The board thanked the committee for their time and effort in this endeavor.
EMS BUSINESS
EQUIPMENT DISPOSAL
The Big Piney EMS has an AED that is broken and requested to dispose of it. The board granted approval. Jauna McGinnis requested the brand name and serial number in order to remove it from the inventory.
TRAILER FURNACE
The furnace does not work in the Big Piney EMS trailer. Contractors will be contacted for estimates for installation of a new unit.
NEW HIRE
The Big Piney EMS submitted a name for hire as a driver until he completes his Basic training - Joseph Ahlstrom. An application was not available for the meeting.
Bill Barney motioned to dispose of the AED. Motion seconded by Mary Lynn Worl and carried unanimously.
Bill Barney motioned to hire Joseph Ahlstrom contingent upon the receipt and review of the application by the chairman. Motion seconded by Jerry Jensen and carried unanimously.
Bill Barney motioned to seek estimates for the furnace replacement, then set up a teleconference to approve or reject. Motion seconded by Garry Eiden and carried unanimously.
Garry Eiden will obtain estimates for the furnace work.
GARAGE HEATER
Dr. Turner reported the heater is not yet correctly working. There was a gas leak and electrical problems.
LOCKERS
Wil Gay requested to use unexpended budget monies for bigger lockers. After discussion, Jerry Jensen motioned to purchase the lockers. Motion seconded by Bill Barney and carried unanimously.
ASSET TRANSFER
Pinedale EMS had a couple scoop stretchers that are no longer used by them. One was sent down to Big Piney Clinic. The other was transferred to the Sublette County Coroner. Because the transfer would be made to a county entity, Wil Gay transferred this asset. He was reminded it should only be done in a public meeting by board approval. Jerry Jensen motioned to transfer the scoop stretcher to the Sublette County Coroner. Motion seconded by Mary Lynn Worl and carried unanimously.
UNUSED BUDGET ITEMS
Pinedale EMS purchased a computer with the leftover donation money. It was discussed whether or not the asset belonged to the district or Pinedale EMS. The board decided the asset will belong to Pinedale EMS. A voucher will need to be submitted to the board.
CONTINUING EDUCATION
Wil Gay requested the ability to subscribe to a program with 12 videos and related tests just under $700. This will be used for both services by creating a library. Jerry Jensen motioned to purchase the tapes on a trial basis. Motion seconded by Bill Barney and carried unanimously.
MUTUAL AID AGREEMENTS
The State of Wyoming is offering $5,000 to each EMS service to obtain mutual aid agreements with surrounding communities. Wil Gay is to pursue these agreements along with Rich Anderson, submit to the lawyer for approval, then to the board for approval and signatures. Once the agreements are in place, dispatch should be sent a letter to inform them.
ASSET BIDS
A complete list has not been obtained for an advertisement. Wil Gay suggested asking Gordon Reno for the ability to rent a back room attached to the office to store the items until the bids are received. Garry Eiden motioned to put the known items up for bid. Motion seconded by Jerry Jensen and carried unanimously.
GENERAL BUSINESS
FEASIBILITY STUDY UPDATE
The board has been trying to set a date for the Sublette County Commissioners, board members and Davis Architects to meet together. The board decided on April 16. Jauna McGinnis is to call Frank Swaans of Davis Architects and set up this date in Pinedale.
BUDGET WORKSHOP
The board set a date of Tuesday, April 20, 7:30 p.m. in Big Piney for the budget workshop meeting.
The board will not discuss the physician's letters for contract increase at this meeting since they are not present. The board directed Jauna McGinnis to calculate for both clinics the market value of the contract as an assessment of what is provided, not just a monetary amount, to be available for the budget workshop.
BUILDING LEASE
The signed lease agreement for the county buildings has not been received in the district office. This item will be tabled for the next meeting.
CREDIT CARD LIMIT INCREASE
There is a need to increase the office credit cards to accommodate back-to-back trauma conferences. Jerry Jensen motioned to increase the EMS and District office cards to a $3,000 limit. Motion seconded by Mary Lynn Worl and carried unanimously.
LIABILITY INSURANCE APPLICATION RENEWAL
The Local Government Liability Pool Liability Insurance is up for renewal. Jerry Jensen motioned to renew the liability insurance. Motion seconded by Mary Lynn Worl and carried unanimously.
MEETING TIME CHANGE
Jerry Jensen motioned to change the meeting time to 7:30 p.m. Motion seconded by Garry Eiden and carried unanimously.
DISBURSEMENT APPROVAL
The board discussed late charges added to an invoice from Dave Norris Construction. The foard directed Jauna McGinnis to get an opinion from the attorney regarding the late charges before paying the invoice.
Jerry Jensen motioned to approve Garry Eiden to have the state redo the crack seal at the Marbleton-Big Piney Clinic. Motion seconded by Bill Barney and carried unanimously.
Jerry Jensen reviewed the check registers for accountability of checks. No discrepancies were noted. Jerry Jensen motioned to pay the bills as presented with check number 3718 pending approval from Ed Wood. Motion seconded by Garry Eiden and carried unanimously authorizing vouchers for payroll and vendors numbered 3629 through 3718, DD4104-10 through DD4104-34, DD4119-1 through DD4119-3, EFT4105-336 and EFT4120-1, totaling $139,186.33.
ADJOURNMENT
Without any further business, Jerry Jensen motioned to adjourn the meeting. Motion seconded by Mary Lynn Worl and carried unanimously. Meeting adjourned 9:05 p.m.

YOU AREHERBY NOTIFIED that a petition has been filed with the District Court of Sublette County, Wyoming, Ninth Judicial District, Probate No. 1892, wherein the petitioner seeks to have certain probate proceedings conducted in the District Court of the State of Colorado, County of Arapahoe, Probate Case No. 02 PR 0397, in the estate of Myrle F. Hoffman, deceased, who became deceased on March 12, 2002, admitted in this court as a probate of said estate by this court. You are further notified that said petition has been set for hearing before this court at 10 a.m. on the 21st day of May, 2004, at the Sublette County Courthouse, Sublette County, Wyoming, and unless objection is made to this court on or before said time and date, this court will enter an order admitting certified copies of said proceedings to record in the court, pursuant to W.S. 2-11-201.
