Invitation To Bid
The Town of Pinedale will be accepting sealed bids for the sale of the following three service vehicles: A 1995 Ford Ranger XLT Extended Cab with 58,960 miles, a 1994 Ford Ranger XL with Flat Bed and 37,645miles and a 2001 Oldsmobile Bravada with 90,994 miles. Vehicles are sold 'as is, where is,' without warranty of any kind, either expressed or implied. Sealed bids must be received at the Pinedale Town Hall no later than 5:00pm on Friday May 15, 2009. NOTICE TO CONTRACTORS
Notice is hereby given that Pinedale Airport Board (hereafter referred to as the 'Sponsor' or 'Owner'), will receive sealed bids for the Ralph Wenz Field Blast Pads & Sign Inserts Project, State Project No. PNA-17A at Ralph Wenz Field.
The project involves:
Schedule 1 and 1A Š Blast Pads at Runway Ends, Inset Threshold Lights, Pavement Markings. Schedule 1 is a Bituminous Pavement Option and Schedule 1A is a Portland Cement Pavement Option.
Schedule 2 Š Taxiway Guidance Sign Lighting Inserts
Schedule 3 Š Runway and Taxiway Painting
The bids must be prepared on forms supplied by the Owner and filed with the Pinedale Airport Board, P.O. Box 1766, 9357 US Highway 191, Pinedale, WY 82941 with the envelope clearly marked with the name of the bid no later than 2:00 p.m. on May 28, 2009. Hand delivered bids will be accepted ONLY on the date of the bid opening. The bids will be publicly opened and read aloud in the presence of the bidders and their representatives at that time and date.
The Bidder (proposer) must supply all the information required by the bid or proposal forms and specifications.
No bids will be received after the specified hour and date. Bids that are not prepared and filed in accordance with proposal requirements and conditions of the specifications, may be rejected.
All bids must be accompanied either by a certified check, payable to Pinedale Airport Board in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company. The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance bond in accord with his bid within fifteen (15) days after date of notification of award.
The Wyoming Prevailing Wage Act of 1967 [¤ 27-4-401 et seq] is applicable to this project, as well as all other applicable wage statutes and shall be complied with by the Contractor.
After April 28, 2009, the Contract Documents are available for inspection at the office of the Airport Manager (located in the FBO Building).
The Contract Documents, consisting of this Project Manual and the Plan Set, may be examined or obtained in person at the office of: GDA Engineers, 1508 Stampede Avenue, Cody, WY 82414 or by calling (307) 587-3411 to request contract documents be shipped. Contract Documents may be obtained for a non-refundable reproduction charge of $100.00. Interested parties may register and view the plans and specifications at HYPERLINK 'http://www.gdaengineers.com' www.gdaengineers.com. Online contract documents are for use by subcontractors and suppliers in preparing quotations to prime bidders. All prime bidders must purchase a hard copy of the Project Manual and the Plan Set.
Bids may not be withdrawn after the time fixed for opening them. The Owner reserves the right to waive irregularities in the bids and reject any and all bids.
In accordance with the provisions of Section 16-6-102 and 16-6-103, Volume 3, Title 9 of the Wyoming Compiled Statutes, 1977, and Chapter XI Š Rules of practice and procedure before the commissioner of labor concerning certification of resident contractors on Public Works Construction Projects filed May 15, 1990, with the Wyoming Secretary of State, preference will be given to Resident Wyoming Contractors in the manner outlined therein. A five percent preference shall be given to Wyoming resident contractors in accordance with the provisions of Wyoming Statutes #16-6-101 et seq.
Preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state. A successful resident bidder shall not subcontract more than thirty percent (30%) of the work covered by his contract to non-resident contractors.
The Bidder is advised that construction site aviation safety is of paramount importance. There is a Construction Operations Plan that is part of the project requirements and the Contractor will need to conduct his/her operations in strict compliance with this plan. There are penalty provisions outlined in the Construction Operations Plan for noncompliance by the ContractorÕs personnel. All costs associated with the ContractorÕs compliance with this operational plan will be considered incidental to and included in the prices bid for the actual work items of the bid schedule.
All bidders are advised to examine the site to become familiar with all site conditions.
The project will be shown to interested Bidders at 2:00 p.m., May 12, 2009 local time, at the office of the Airport Manager located upstairs in the FBO building at Ralph Wenz Field.

Pursuant to Section 16-6-116, Wyoming Statutes, 1982, republished edition as amended, notice is hereby given that the Pinedale, Wyoming Airport Board has accepted the work on the Ralph Wenz NAVAIDS Project, State Project No. PNA-14X as substantially completed according to the plans and specifications and rules set forth in the Contract and that DACO Construction Company, Inc. is entitled to final settlement therefore. Upon the 41st day, (June 15, 2009), after the first publication of this notice, that The Pinedale Airport Board, under whose direction of supervision the work has been carried out will pay to DACO Construction Company, Inc. the full amount due under the Contract. All persons, firms, or corporations who have any claims for work done or materials furnished on said public work are hereby notified that final payment will be made to DACO Construction Company, Inc. in accordance with the terms of the Contract on June 16, 2009. This section does not relieve DACO Construction Company, Inc. and the sureties on his bond from any claims of work or labor done or materials or supplies furnished in the execution of the Contract.

PUBLIC NOTICE
The Sublette County Planning & Zoning Commission will meet on Thursday, June 18, 2009 at 6:30 p.m. in the Sublette County Courthouse, Pinedale, Wyoming. At this time, a public hearing will be held to consider the following applications:
AGENDA
1. Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration and Conditional Use approval pursuant to Chapter V of the Sublette County Zoning and Development Regulations, entitled Conditional Uses, by the Calpet LLC. The application proposes a change of zoning district boundary for a 154.9 acre parcel from Agricultural to Light Industrial in order to develop an oil and gas production waste facility on a portion of the parcel as a Conditional Use. The parcel subject to the proposed Change of Zoning District Boundary and Conditional Use is located in Section 27, Township 28N, Range 113W; generally described as Big Piney Calpet County Road 23-134 approximately 15 miles southwest of the intersection of Big Piney Calpet Road and U.S. Highway 189.
2. Pursuant to Article VIII, Section 1 of the Sublette County Zoning and Development Regulations, entitled Administration; the Sublette County Fire Board proposes amending the Sublette County Subdivision Resolution in order to add a Fire Protection Resolution to the subdivision requirements. The proposed amendment adds the following requirement(s) to the subdivision requirements:
Chapter III: Preliminary Plat - Section 3. Subdivision Design Standards - Paragraph f. Utilities -
Subparagraph 4. Fire Protection
Current language (to be removed and shown with a strikethrough) Š
'Fire hydrants shall be provided in locations determined by the State Fire Marshall, when public water supply is required.'
(High density subdivisions utilizing a municipal water source are currently and will still be required to provide for fire protection which is constructed to meet or exceed the requirements of the municipality providing the water supply Š i.e. central main and hydrants.)
4. Fire Protection. All new subdivisions and planned unit developments shall comply with the fire protection requirements set forth in this Resolution.
(a) Subdivisions and Planned Unit Developments with 3 to 9 lots shall provide a year round water source, with a minimum capacity of 10,000 gallons. One hydrant, connected to the water source shall be provided.
(b) Subdivisions and Planned Unit Developments with 10 to 19 lots shall provide two year round water sources, with a minimum capacity of 10,000 gallons each. One hydrant, connected to each water source shall be provided.
(c) Subdivisions and Planned Unit Developments with 20 or more lots shall provide three year round water sources, with a minimum capacity of 10,000 gallons each. One hydrant, connected to each water source shall be provided.
(e) The design of year round water source(s) and hydrant(s) shall comply with the standards set forth in the document Sublette County Subdivision Fire Protection Guidelines, August 2008, which is available in the Planning Department office.
(f) Subdivision and Planned Unit Development proposals with three or more lots and a boundary coincident with other subdivision(s) shall provide emergency access road(s), to allow for emergency access to adjacent subdivision(s). The required emergency access road(s) shall be a minimum of 20 feet in width, with an all weather surface type and maintained in a passable condition on a year round basis.
The County Subdivision Resolution currently requires the applicant/developer of a subdivision to install subdivision improvements within one year and to provide a cost estimate and financial surety for subdivision improvements. Approval of an amendment to require a fire protection system should define the fire protection system as an improvement.
Chapter I: General Provisions - Section 10. Definitions
The definition of 'Improvements' is as follows Š
'Improvements are all such facilities, utilities, sewage and drainage works, a fire protection system and street work to be constructed or installed by the subdivider in and upon streets, easements, and other right of way, as are necessary for the general use of residents in the subdivision and for local traffic and drainage needs, and are required as prerequisites to the approval of the subdivision permit and the final subdivision plat and acceptance of the land dedicated therewith.'
If approved the amendment would apply on a Countywide basis.

WHEREAS, in accordance with Wyo. Stat. ¤ 11-31-301, The Board of County commissioners may declare the running at large of specified animals in unincorporated areas within the County limits to be a public nuisance; and
WHEREAS, it would serve the public interest and welfare for such a resolution to be adopted:
NOW, THEREFORE, BE IT RESOLVED:
That the running at large of any dog in unincorporated areas within the limits of Sublette County is hereby declared a public nuisance;
That a notice of this declaration shall be published in a newspaper of general circulation within the County, and shall state that:
It is a public nuisance for one (1) or more dogs to be running at large in unincorporated areas of Sublette County;
A fine shall be imposed on the owner of such animals and restitution for any damages to person or property caused by the animal shall be made by its owner; and
Dogs whose ownership cannot be determined may be destroyed.

All interested parties in the above captioned matter.
NOTICE IS HEREBY GIVEN that a hearing will be held on MONDAY, JUNE 8, 2009, at 1:30 P.M., or as soon thereafter as the matter may be heard, or between the hours of 8:00 a.m. and 5:00 p.m. on any of the subsequent days during which the Commission remains in session, in the Conference Room of the Office of the State Oil and Gas Supervisor, 2211 King Boulevard, Casper, Wyoming, to consider the above captioned matter.
Any interested firm, person, or corporation is entitled to appear at the time and place aforesaid to be heard by the Commission, and the application may be inspected in the office of the undersigned, 2211 King Boulevard, Casper, Wyoming.
If there are any protests in the above matter, please make such known to the State Oil and Gas Supervisor at least ten (10) working days before the hearing. Pursuant to Chapter 5, Section 12 of the Wyoming Oil & Gas Conservation Commission Rules & Regulations, the written protest must state the grounds of the protest and include information and evidence to demonstrate that: (A) The protestant is a party entitled to notice or relief under WYO. STAT. ANN. ¤¤ 30-5-101 through 30-5-410; (B) The protestant seeks a remedy that is within the jurisdiction and authority of the Commission. No action shall be taken on an objection or protest that is not timely filed.
