NOTICE OF FINAL PAYMENT TO CONTRACTOR
Notice is hereby given that the Pinedale Airport Board, Sublette County, Wyoming, has accepted work as completed according to the plans and specifications set forth in the Agreement between the Pinedale Airport Board and Signal Hill Resources, Inc. dba Capron Construction pursuant to the Project Manual for Ralph Wenz Field Snow Removal Equipment Building, AIP No. 3-56-0021-09, State Project No. 2156, and that Signal Hill Resources, Inc. dba Capron Construction is entitled to final settlement therefore. On June 18, 2008, being the forty-first day after the first publication of this Notice, the Pinedale Airport Board will pay to Signal Hill Resources, Inc. dba Capron Construction, all amounts and balance due under said Agreement.

STANDARD ADVERTISEMENT FOR BID FOR Magnolia – Jackson Pathway
PINEDALE, WYOMING
Notice is hereby given, pursuant to Wyoming Statute Section 15-1-113, that the Sublette County Recreation Board, will receive sealed bids until 10:00 AM., Local Time, May 29, 2008, for the following:
Magnolia - Jackson Pathway
Description of Work: Install an 8’ to 10’ wide asphalt pathway from Magnolia Street to Valley Road to Jackson Avenue in Pinedale, Wyoming. This work also includes the installation of a 100 foot prefabricated steel bridge over Pine Creek.
Bids must be in one sealed envelope with statement thereon “BID ENCLOSED Magnolia-Jackson Pathway “ and submitted to WLC Engineer, Surveying, and Planning, 58 South Tyler Street, PO Box 1519, Pinedale, Wyoming, at or before the above stated time. Bids will be opened publicly, read aloud, and tabulated by the WLC in the Commisioner’s Room at the Sublette County Courthouse at the above stated time. No bid may be withdrawn for a period of thirty (30) days after the date set for opening thereof. The Sublette County Rec Board, reserves the right to reject any or all bids and to waive any informalities or technicalities in the bidding; provided, however, that any bid received after the time specified or without accompanying Bid Guaranty, as stated below, will not be considered.
Bidding Documents, including specifications, will be available on May 8, 2008 from the ENGINEER, WLC Engineering, Surveying, and Planning; 58 South Tyler; PO Box 1519; Pinedale, Wyoming (307) 367-6548. Bidders may obtain one set of plans for free. Partial sets are not available.
Notice is hereby given that preference will be granted to Wyoming contractors, subcontractors, laborers, and materials, supplies, equipment, machinery, and provisions produced, manufactured, supplied, or grown in Wyoming, as required by W.S. Section 16-6-101 et seq.
There will be no pre-bid for the project, but a project site visit is mandatory. Project site visits should be arranged with WLC Engineering, Surveying, and Planning at the address above.

Resolution of intent
BE IT RESOLVED BY the Board of Directors of the Upper Green River Cemetery District that it intends to order improvements to be paid for by special assessment, specified as follows:
1. The improvement district proposed is the Maintenance and keep up of the cemeteries in the Upper Green River Cemetery District.
2. The improvement proposed is to extend to all properties within the district.
3. The probable cost $313,528.00 as estimated by the Board of Directors.
4. The assessment will be for $313,528.00 and will be assessed by the County of Sublette.
5. The assessment will be paid at the same time and in the same manner as the Sublette County property taxes for 2008-2009.
6. A resolution authorizing such improvement shall be considered on 19 May 2008 at 1 p.m. in the Upper Green River Cemetery District Office at the Pinedale Cemetery.

NOTICE TO LAND OWNERS ADJACENT TO PINE CREEK NO.1
ENLARGEMENT OF THE LEE DITCH
5 May 2008
Dear Land Owners:
The Pine Creek No. 1 Enlargement of the Lee Ditch, which runs through or is adjacent to your property, is owned by the Pine Creek Ditch Association. Included in this ownership is an easement on your property immediately adjacent to the ditch for the purposes of cleaning and maintaining the ditch. Some landowners do not understand that ditch rights extend beyond the banks of the ditch itself and construct improvements that encroach upon the easement area. This easement area extends for approximately fifty feet on each side of the bank of the ditch but may extend further where the ditch is above or on a slope. Excavation above or below the ditch which will endanger its integrity is not permissible even though such work may be more than fifty feet from the bank.
The Association does not permit encroachments onto its easement. If a landowner erects an improvement within the easement area that interferes with ditch access and cleaning, the Association must take legal action to force removal of that improvement. The Association prefers to be good neighbors and notify landowners to plan their developments such that there is no encroachment on the Lee Ditch easement.
As a reminder, removal of water by individuals without legal water rights from the ditch by various means (pumps, siphons, ditches and various pipes) is illegal. The Pine Creek Ditch Association asks you to voluntarily remove any such equipment from the ditch as soon as possible.

The Sublette County Planning & Zoning Commission will meet on Thursday, June 19, 2008 at 6:30 p.m. in the Sublette County Courthouse, Pinedale, Wyoming. At this time, a public hearing will be held to consider the following applications:
AGENDA
Request for Conditional Use approval for a waste water treatment facility (sanitary landfill), pursuant to Chapter V of the Sublette County Zoning and Development Regulations, entitled Conditional Uses, by Stallion Oilfield Services. The application is for a waste water (septic) treatment facility on a 60 acre parcel in the Agricultural zoning district. The parcel subject to the proposed Conditional Use is owned by the Frank Fear Cattle Co. and is located in the SE ¼ of Sec. 7, R111W, T29N; generally described as 0.5 miles south of the intersection of South Piney C.R. 23-151 and Highway 189.
Request for Conditional Use approval for a gravel pit, pursuant to Chapter V of the Sublette County Zoning and Development Regulations, entitled Conditional Uses, by Green River Rock. The application is for a gravel pit on a 10 acre parcel in the Agricultural zoning district. The parcel subject to the proposed Conditional Use is owned by Michael Schaffer and is located in the SE ¼ of the SW ¼ of Sec. 23, R112W, T28N; generally described as 1.7 miles south of the intersection of Dry Piney C.R. 23-198 and Highway 189, then east along a dirt road for 0.5 miles near Midway Townsite.
Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration; Cecilia Richardson applicant. The application proposes a change of zoning district boundary for a 160 acre parcel from Agricultural to Rural Residential (two net acre minimum lot size), Rural Residential 5 (five acre minimum lot size) and Rural Residential 10 (ten acre minimum lot size) in order to divide the parcel into a 39 lot residential subdivision (thirty one Rural Residential Lots – six Rural Residential 5 lots – two Rural Residential 10 lots). The Richardson property subject to the application for a Change of Zoning District Boundary is located in Sections 10 & 11, Township 33N, Range 109W; generally described as being on the east side of U.S. Highway 191, approximately 1/2 mile south of the intersection of U.S. Highway 191 and Fayette Pole Creek County Road.
Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration; Fish Tail Cattle Company applicant. The application proposes a change of zoning district boundary for an 80 acre parcel from Agricultural to Light Industrial in order to divide the parcel into a 36 lot industrial subdivision. The Fish Tail Cattle Company property subject to the application for a Change of Zoning District Boundary is located in Section 2, Township 30N, Range 111W; generally described as being north of Marbleton, approximately 2 miles east of U.S. Highway 189 and immediately adjacent to Lot 31 of Energy Industrial Subdivision.
Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration; Robert Scott Thompson applicant. The application proposes a change of zoning district boundary for 40 acres from Agricultural to Heavy Industrial in order to divide the 40 acres into an 18 lot industrial subdivision and a change of zoning district boundary for 60 acres from Agricultural to Rural Residential 5 Planned Unit Development (Rural Residential Planned Unit Development-average or overall density not to exceed 5 acres per dwelling unit). The Thompson property subject to the application for a Change of Zoning District Boundary is located in Sections 2 & 11, Township 30N, Range 111W; generally described as being north of Marbleton, approximately 2 miles east of U.S. Highway 189 and immediately adjacent to Lot 31 of Energy Industrial Subdivision.
Pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration; a request seeking approval to amend a resolution from 1984 establishing a change of zoning district boundary from Agricultural zoning to Recreational Service zoning has been submitted by George McReynolds. The Resolution from 1984, establishing the change of zoning from Agricultural to recreational Service was approved conditioned upon the only allowable uses being outdoor recreational facilities for hunting, fishing, horseback riding and winter sports activity; a campground and recognizing an existing store and gas station as pre-existing uses. Mr. McReynolds is seeking approval of an amendment to the 1984 Resolution, with the amendment proposing the construction of eight 16 foot by 28 foot (448 square foot) cabins be allowed on the property zoned Recreational Service. Mr. McReynolds is proposing that once constructed, the cabins will be allowed to be rented on a short term basis. The McReynolds property is located at 12930 U.S. Highway 189/191; generally described as the Rim Station and being located at the top of the Hoback Rim approximately 9.6 miles east of the intersection of U.S. Highway 189/191 and Upper Hoback County Road 23-174.
