Ehman Lane Pathway
SUBLETTE COUNTY, WYOMING
Notice is hereby given, pursuant to Wyoming Statute Section 15-1-113, that the Sublette County Recreation Board, will receive sealed bids until 10:00 AM., Local Time, April 2, 2009, for the following:
Ehman Lane Pathway
Description of Work: Install an 8’ wide asphalt pathway from US 191 to Murdock Lane in Sublette County, Wyoming along Ehman Lane, County Road 23-144.
Bids must be in one sealed envelope with statement thereon “BID ENCLOSED Ehman Lane Pathway” and submitted to WLC Engineer, Surveying, and Planning, 58 South Tyler Street, PO Box 1519, Pinedale, Wyoming, at or before the above stated time. Bids will be opened publicly, read aloud, and tabulated by the WLC in the Commissioner’s Room at the Sublette County Courthouse at the above stated time. No bid may be withdrawn for a period of thirty (30) days after the date set for opening thereof. The Sublette County Rec Board, reserves the right to reject any or all bids and to waive any informalities or technicalities in the bidding; provided, however, that any bid received after the time specified or without accompanying Bid Guaranty, as stated below, will not be considered.
Bidding Documents, including specifications, will be available on March 12, 2009 from the ENGINEER, WLC Engineering, Surveying, and Planning; 58 South Tyler; PO Box 1519; Pinedale, Wyoming (307) 367-6548. Bidders may obtain one set of plans for free. Partial sets are not availableNotice is hereby given that preference will be granted to Wyoming contractors, subcontractors, laborers, and materials, supplies, equipment, machinery, and provisions produced, manufactured, supplied, or grown in Wyoming, as required by W.S. Section 16-6-101 et seq.
There will be no pre-bid for the project, but a project site visit is mandatory. Project site visits should be arranged with WLC Engineering, Surveying, and Planning at the address above.

The Town Council of the Town of Pinedale met in regular session Monday, February 23, 2009, at 5:30 p.m., in the Town Hall. Those present: Randy Hubbard and Ron Hanson, representing the Public Works Department; Eugene Ninnie, the Town Engineer; Kate Grimes, Planning and Zoning; Jason Zakotnik, Brian Gray and Jeff Hosea, representing Worthington, Lenhart and Carpenter; Marilyn Sheldon; Don Liss, representing McKinstry; Jim Parker, Airport Manager; Barbara Pfaff; Jim Bob Griffin, representing JB’s Welding; Don Lane; Chris Thomas; J. J. Mayor Smith brought the meeting to order. Present on roll call: Councilman David Smith, Councilwoman Nylla Kunard, Mayor Stephen Smith, Councilman David Hohl and Councilman Chris House excused.
Motion by Councilman Smith to approve the minutes of the February 9th meeting as written. Motion seconded. Motion carried unanimously.
Mike Peterson, representing the Sublette County Sheriff’s Office, reported the monthly activities of the sheriff’s office.
Ruth Neely, Municipal Judge, reported the monthly activities of the municipal court.
Julie Early, Animal Control Officer, reported the monthly activities of the animal control department.
Randy Hubbard and Ron Hanson, representing the Public Works Department, reported the monthly activities of the public works department. After discussed motion by Councilman Smith to approve installing the fourth wetwell pump not to exceed $20,000.00. Motion seconded. Motion carried unanimously.
Jim Parker, Airport Manager, presented the Airport Board’s January Treasurer’s Report, draft minutes of the February Meeting and reported the monthly activities of the airport.
Eugene Ninnie, Town Engineer, reported the monthly activities of the engineering department. Ninnie gave an update on current projects and studies. After discussion motion by Councilman Smith to approve the computer system for the Town Hall server not to exceed $20,000.00 without further Council approval. Motion seconded. Motion carried unanimously. After discussion motion by Councilman Hohl to approve McKinstry to do a metering study not to exceed $60,000.00. Motion seconded. Motion carried unanimously. After discussion motion by Councilman Hohl to approve WLC Engineering, Surveying and Planning to do a Pinedale Parks Master Plan not to exceed $46,350.00. Motion seconded. Motion carried unanimously.
Mary Hogarty, Mayor’s Assistant, discussed the Pinedale Beetle Spraying Program for trees on town property. After discussion motion by Councilwoman Kunard to approve the contract with Snake River Tree and Shrub from Jackson. Motion seconded. Motion carried unanimously.
Mary Hogarty, Mayor’s Assistant, reported her monthly activities. 
Jennifer Gocke, Municipal Code Officer, reported her monthly activities.
Tim Ruland, representing the Pinedale Fine Arts Council, requested the fees for the Pinedale American Legion Park be waived for June 27th and July 3rd. Motion by Councilman Smith to waive the fees as presented. Motion seconded. Motion carried unanimously.
Brian Gray, representing WLC Engineering, Surveying and Planning, presented the recommendations and results for the drainage and roadway from the recent public workshop for Phase III, Sewer and Water Rehabilitation Project. Gray presented the following recommendations for the remainder of the Phase III construction project: swales previously installed will be filled in and this option abandoned; roads shall be constructed as shown on the exhibit; a 6” high “mountable” curb should be used in residential areas; sidewalks are recommended for all areas; area between curb and sidewalk to be finished with grass or gravel as desired by resident on individual basis, car and maintenance of this area to be responsibility of resident; underground infiltration areas to be installed at corners of intersections to eliminate nuisance flows and decrease amount of water conveyed in streets. Arlinda McLaughlin, a concerned citizen, discussed concerns with snow removal. Barbara Boyce, a concerned citizen, discussed her concerns with snow removal and the width of the street. Mayor Smith stated he was an advocate for sidewalks. Chris Thomas, a concerned citizen, discussed her concerns with the sidewalks and the narrower travel area. Ken McLaughlin, a concern citizen, discussed the liability with the proposed sidewalks. Ed Wood, Town Attorney, discussed the liability issues with the sidewalks and snow removal, Wood stated signs could be posted with the snow removal policy. Ruth Neely, a concerned citizen, discussed the parking in the commercial areas.
Brian Gray, representing WLC Engineering, Surveying and Planning, presented the Pinedale Parks Master Plan.
Jacqueline Morgan, representing 213 South Shanley Avenue, presented invoices for the cost of her frozen water line to be thawed and questioned the construction of the sewer lines causing the problem. Morgan stated there was a bleeder running.
Gary Stevens, representing 471 Jade Street, discussed his frozen water line and asked to have the excavation bond waived because of the possibility of having to dig in the town’s right-of-way. No action taken.
Orville Parker, representing 340 South Quartz Street, discussed the cost of having his frozen water line thawed. Parker stated he did have a bleeder running and had never froze in the passed 15 years.
Council agreed to have the public works department and the engineering department into the complaints to determine who is at fault for the frozen lines. Council reminded homeowners to keep their bleeders running.
The depth of the water lines in the Redstone Additions was discussed.
J.J. Brandstatter, representing Twin Peaks Utilities and Infrastructure, requested a portion of the retainage the town is holding on the Phase I, South Main Sewer Line Project be released. Eugene Ninnie, Town Engineer, stated his concerns with the release of the retainage. Ed Wood, Town Attorney, stated the bonding company would have to agree to the release. Wendy Reed, representing Reed’s Ready Mix, discussed her concerns with non payment of invoices presented to Twin Peaks Utilities and Infrastructure for work that had been done. Council agreed not to release the retainage.

The regularly scheduled meeting of the Sublette County Board of Commissioners will be held on Tuesday, April 7, 2009 at 1:00 p.m. in the Sublette County Courthouse, Pinedale, Wyoming. At this time, a public hearing will be held to consider the following applications:
AGENDA
Request for Conditional Use permit for a Public Facility, pursuant to Chapter V of the Sublette County Zoning and Development Regulations, entitled Conditional Uses, by the Emmanuel Baptist Church. The application is for a church in the Rural Residential 5 zoning district. The parcel subject to the proposed Conditional Use is located in Section 6, T33N, R109W; generally described as Lot 9 of the Duck Creek Subdivision and located on Duck Creek Lane off of Industrial Site C.R. 23-190.
