NOTICE OF FINAL PAYMENT
Pursuant to W.S. § 16-6-116, notice is hereby given that Pinedale Airport Board has accepted the work on the Runway Extension Project, as substantially completed according to the plans and specifications and rules set forth in the Contract and that HK Contractors, Inc. is entitled to final settlement therefore. Upon the 41st day, after the first publication of this notice, (December 23, 2008), that Pinedale Airport Board, under whose direction of supervision the work has been carried out will pay to HK Contractors, Inc. the full amount due under the Contract. All persons, firms, or corporations who have any claims for work done or materials furnished on said public work are hereby notified that final payment will be made to HK Contractors, Inc. in accordance with the terms of the Contract on December 24, 2008. This section does not relieve HK Contractors, Inc. and the sureties on his bond from any claims of work or labor done or materials or supplies furnished in the execution of the Contract.

NOTICE OF PUBLIC MEETING
Notice is hereby given that the Town of Pinedale, of Pinedale Wyoming will hold a public meeting as required by the Town of Pinedale Zoning Ordinance on Monday December 1, 2008 at 5:30pm or thereabouts at Town of Pinedale Town Hall 210 W. Pine St. Pinedale, Wyoming on the subject action of a proposed rezone of Tax Grid Number 02-00-04015 a.k.a. Property Partners, LLC located at 639 S. Pine St, Pinedale Wyoming 82941, from R-2A to C-1 as shown on drawings prepared by WLC Engineering, PO Box 1519, 58 S. Tyler St., Pinedale WY 82941.
The purpose of this public meeting is to allow Public Input into the proposed action on the part of the local citizens and any other interested parties, governmental agencies or groups. All persons interested in the proposed action are invited to appear and express their view.

PUBLIC NOTICE
The Board of County Commissioners, Sublette County, Wyoming, will be accepting bids for used fire equipment located at the Boulder Fire Department. Sealed bids shall be submitted to the Sublette County Clerk, P.O. Box 250, 21 South Tyler, Pinedale, WY 82941, by 5 p.m., December 1, 2008. OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
NOVEMBER 7, 2008
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse in Pinedale, Wyoming, on this date at 9:00 a.m. with Bill Cramer, John Linn, Joel Bousman, Jonathan Van Dyke of the Pinedale Roundup, Tiffany Turner of the Sublette Examiner, and Mary Lankford, County Clerk present.
Chairman Cramer led those present in the Pledge of Allegiance.
The minutes of the preceding regular meeting of October 21, 2008, were approved and ordered filed on motion by Commissioner Bousman and seconded by Commissioner Linn. The motion carried.
The official bond for Susan J. Sommers, Treasurer for the Museum Board, in the amount of $1,500, was approved and ordered filed with the County Treasurer.
Butch Penton, Road and Bridge Superintendent, reported on gravel, dirt work, and pond construction.
After discussion of the completion of the Industrial Site Road, it was moved by Commissioner Linn and seconded by Commissioner Bousman to approve Change Order #1, from HK Contractors, Inc. in the amount of $145,987.98, for fill, excavation, reseeding, borrow overhaul, and construction of a drainage ditch. The motion carried.
Change Order #2 for fuel costs was denied.
The Board reviewed a complaint about a cattleguard on the Calpet Road. After discussion, Commissioner Linn will look at the area and recommend a solution to the Board.
Paul Scherbel reported that he has been working on a resolution to the Dry Piney Road.
It was moved by Commissioner Linn and seconded by Commissioner Bousman to recess the meeting for an Executive Session with Butch Penton to discuss real estate. The motion carried.
It was moved by Commissioner Linn and seconded by Commissioner Bousman to reconvene the meeting.
Sheriff Bardy Bardin and Andy O’Neal, Facilities Maintenance Superintendent, discussed remodeling the Marbleton Annex. The Board approved the concept.
The Board participated in a conference call with Gregory Kennett, representing Eco Systems Research Group. Other participates in the call were Pinedale Mayor Steve Smith, Pinedale Councilman Dave Hohl, Big Piney Mayor Phillip Smith, Big Piney Town Clerk Jackie Arthur, Marbleton Councilman Mike Hughes, and Laurie Latta and Michael Coburn, representing the Sublette Community Partners. The County and Towns have been invited to meet with Governor Dave Freudenthal, Senator Mike Enzi, and representatives of Shell, Ultra Petroleum, Questar, Encana, and BP on Friday, November 14, 2008 in Pinedale. The discussion covered preparations for the meeting, including documentation of needs by the entities to be included in a briefing notebook to be prepared by ERG.
Commissioner John Linn left the meeting.
It was moved by Commissioner Bousman and seconded by Chairman Cramer to recess the meeting for a conference call in Executive Session with David Evans of Hickey & Evans, LLP, to discuss personnel. The motion carried.
It was moved by Commissioner Bousman and seconded by Chairman Cramer to reconvene the meeting.
It was moved by Commissioner Bousman and seconded by Chairman Cramer to deny claims by Michael J. Crosson and Julie Bell for salary and benefits, including vacation, retirement, and health insurance from July 17, 2008 until such time as the County Attorney is lawfully appointed or an agreement is reached with the claimants. The motion carried.
It was moved by Commissioner Bousman and seconded by Chairman Cramer to hire Catherine MacPherson of MacPherson, Kelly & Thompson, LLC, to investigate a complaint against a County employee. The motion carried.
Jennifer Frazier, representing the DEQ, discussed burning at the Pinedale Transfer Station and the need for a burn permit.
Darrell Walker and Dr. Tom Johnston discussed the Health Risk Assessment proposals and suggested waiting for two weeks to select a provider. The Board took no action and will discuss again at the next meeting on November 18th.
Joe Ahlstrom, representing Windy Ridge Group Home, reviewed his project.
The Board participated in a conference call with John McKinley of Davis & Cannon, to discuss the Game and Fish Emergency Rules and Revised Wolf Plan. It was moved by Commissioner Bousman and seconded by Chairman Cramer to authorize McKinley to submit comments on behalf of the Board by the deadline of 5 p.m., Monday, November 10th. The motion carried.
Don Van Matre, Veterans Services Officer, thanked the Board for its support of veterans and reported on the Sublette County services, standardization of information, training, and reporting.
It was moved by Commissioner Bousman and seconded by Chairman Cramer to approve Change Order #4, from Chambers Design-Build, Inc. for the Facilities Maintenance Building, in the amount of $8,278.60 for various utility, HVAC, concrete, finishes, and site issues. The motion carried.
The Board scheduled January 27, 2009, for the Reed Road matter.
It was moved by Commissioner Bousman and seconded by Chairman Cramer to award a bid to Eiden’s Construction LLC to construct a waterline and well house at the Big Piney Marbleton Airport, in the amount of $191,617.00. The motion carried.

The regularly scheduled meeting of the Sublette County Board of Commissioners will be held on Tuesday, December 16, 2008 at 1:00 p.m. in the Marbleton Town Hall, located at 10700 Highway 189, Marbleton, Wyoming. At this time, a public hearing will be held to consider the following applications:
AGENDA
Request for Conditional Use renewal for a gravel pit, pursuant to Chapter V of the Sublette County Zoning and Development Regulations, entitled Conditional Uses, by Mark Jones. The application is for extraction, crushing, screening, and storage of gravel on 10 acres in the agricultural zoning district. The parcel subject to the proposed Conditional Use is owned by Mark Jones and is located in the SE ¼ of the SE ¼, Section 28, R106W, T31N; generally described as approximately 900 feet south from the intersection of East Fork Big Sandy County Rd 23-133 and State Highway 353, then turning west 1.5 miles west from County Rd 23-133.
Request for Conditional Use renewal for temporary storage of heavy equipment, pursuant to Chapter V of the Sublette County Zoning and Development Regulations, entitled Conditional Uses, by M&N Equipment. The application is for an onsite equipment yard in the agricultural zoning district. The parcel subject to the proposed Conditional Use is owned by Ultra Resources, Inc. and is located in Sections 2&3, R109W, T31N; generally described as 0.7 miles on North Anticline Road from the intersection with Paradise Road County Rd. 23-136.
3. Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration; Dave and Tammie Babcock, applicants. The application proposes a change of zoning district boundary for two 10 acre parcels from the current Agricultural zoning to Light Industrial zoning in order to utilize the 20 acres for the operation of a trucking business, to include construction of a shop/office. The Babcock property subject to the application for a change of zoning district boundary is located in Section 24, Township 29N, Range 112W; generally described as 152 Big Piney Calpet County Road 23-134 and being on the north side of Big Piney Calpet Road approximately 1.5 miles west of the intersection of Big Piney Calpet Road and U. S. Highway 189.
Request for Minor Subdivision approval, pursuant to Chapter VI of the Sublette County Subdivision Resolution, entitled Minor Subdivision; for the Amended Arrowhead Subdivision/Dona Minor Subdivision; Norman Dona, applicant. The application for Minor Subdivision proposes the creation of a 2.6 acre lot within the Rural Residential zoning district (two net acre minimum lot size). The proposed Amended Arrowhead Subdivision/Dona Minor Subdivision is located in Section 4, Township 33N, Range 109W; generally described as Amended Arrowhead Subdivision Lot 11 Enlargement and being approximately 0.2 miles south of the Pinedale Town boundary on the west side of Pinedale South County Road 23-123.
Request for Final Plat approval; pursuant to Chapter IV of the Sublette County Subdivision Resolution, entitled Final Plat; for Calico Trails Subdivision; C. R. #2 Family Limited Partnership applicant. The application for Final Plat proposes the subdivision of 131.5 acres within the Rural Residential 10 Planned Unit Development zoning district (average or overall density not to exceed 10 acres per dwelling unit) into 13 residential lots. The proposed Calico Trails Subdivision is located in Section 33, Township 35N, Range 110W; generally described being located north of Sievers County Road 23-100 and west of State Highway 352.
6. Request for Final Plat approval; pursuant to Chapter IV of the Sublette County Subdivision Resolution, entitled Final Plat; for Antelope Ridge Estates Subdivision; Big Loop LLC applicant. The application for Final Plat proposes the subdivision of 228 acres within the Rural Residential (minimum lot size of 2 net acres per dwelling unit) and Rural Residential 5 (minimum lot size of 5 acres per dwelling unit) zoning districts into 63 residential lots. The proposed Antelope Ridge Estates Subdivision is located in Sections 20, 21 and 29, Township 34N, Range 109W; generally described as being located east of Ehman Lane and 2.1 miles from the intersection of Ehman Lane and Highway 191; in the vicinity of Shriver Lane and Hay Gulch Road.

NOTICE OF MEETING
The Sublette County Predator Management District Board will hold a business meeting on Wednesday, Dec. 3 at 1:30 p.m. in the board meeting room at the Sublette County Library in Pinedale. Directors representing livestock interests will be elected at the meeting and the board will set the budget and operating plan for the year.

Any interested party is entitled to appear at the aforesaid time and place to be heard by the Commission. The applications may be inspected in the office of the undersigned, 2211 King Boulevard, Casper, Wyoming, or on the Oil & Gas Conservation Commission website at HYPERLINK “http://wogcc.state.wy.us”http://wogcc.state.wy.us.
If there are any protests, please make such known to the State Oil and Gas Supervisor at least ten (10) working days before the hearing by filing a written protest. Pursuant to Chapter 5, Section 12 of the Wyoming Oil & Gas Conservation Commission Rules & Regulations, the written protest must state the grounds of the protest and include information and evidence to demonstrate that: (A) The protestant is a party entitled to notice or relief under Wyo. Stat. Ann. §§ 30-5-101 through 30-5-410; (B) The protestant seeks a remedy that is within the jurisdiction and authority of the Commission. No action shall be taken on an objection or protest that is not timely filed.
