PUBLIC NOTICE
The Sublette County Planning & Zoning Commission will meet on Thursday, August 21, 2008 at 6:30 p.m. in the Sublette County Courthouse, Pinedale, Wyoming. At this time, a public hearing will be held to consider the following applications:
AGENDA
1. Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration, Lionel and Ann Lieberman, applicants. The application proposes a change of zoning district boundary for a 40 acre parcel from the current Agricultural zoning (35 acre minimum lot size) to Rural Residential 20 zoning (20 acre minimum lot size) in order to divide the 40 acres into two 20 acre lots. The Lieberman property subject to the application for a change of zoning district boundary is located in Sections 2 and 3, Township 33N, Range 111W; generally described as being on the west side of U.S. Highway 189 approximately 2.5 miles south of the intersection of U.S. Highways 189 and 191.
2. Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration, Kenneth Smith, applicant. The application proposes a change of zoning district boundary for a 3.9 acre parcel from the current Rural Mixed zoning to General Commercial zoning in order develop the 3.9 acre parcel with use(s) allowed in the General Commercial zoning district. The Smith property subject to the application for a change of zoning district boundary is located in Section 6, Township 32N, Range 108W; generally described as 9069 U.S. Highway 191 and being located approximately 2.7 miles north of the intersection of U.S. Highways 191 and Wyoming 353.
3. Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration, Gambling Mountain, LLC, applicant. The application proposes a change of zoning district boundary for 3.47 acres of a 107 acre area parcel, from the current Agricultural zoning (35 acre minimum lot size) to Rural Residential zoning (2 net acre minimum lot size) in order create a 3.47 acre lot. The Gambling Mountain property subject to the application for a change of zoning district boundary is located in Sections 28 and 29, Township 34N, Range 109W; generally described as being on the north of the Pinedale town boundary and approximately 0.7 miles east of Ehman Lane.
4. Request for Minor Subdivision approval, pursuant to Chapter VI of the Sublette County Subdivision Resolution, entitled Minor Subdivision; for the Packsaddle Minor Subdivision; Carney Ranch Company, applicant. The application for Minor Subdivision proposes the creation of a 2.17 acre lot within the Rural Residential zoning district (two net acre minimum lot size). The proposed Packsaddle Minor Subdivision is located in Section 26, Township 37N, Range 110W; generally described as being on the east side of Wyoming 352, immediately north of Black Butte and approximately 5 miles north of the intersection of Wyoming 352 and New Fork Lakes County Road 23-162.

Resolution of Intent
BE IT RESOLVED BY the board of Directors of the Big Piney Cemetery District that it intends to order improvements to be paid for by special assessment, specified as follows:
1. The improvement proposed is the maintenance and upkeep of cemeteries in the Big Piney Cemetery District;
2. The improvement proposed is to extend to all properties within the district;
3. The probable cost $793,600.00 as estimated by the Board of Directors;
4. The assessment will be for $793,600.00 and will be assessed by the county of Sublette;
5. The assessment will be paid at the same time and in the same manner as Sublette County property taxes for 2009;
6. The resolution authorizing such improvements shall be considered on July 21,2008 at 7 p.m. at the Southwest Sublette County Pioneers Building in Marbleton, Wyoming.

NOTICE OF INTENT TO AMEND
RULES AND REGULATIONS OF THE
WYOMING OIL AND GAS CONSERVATION COMMISSION
Pursuant to the provisions of the Wyoming Administrative Procedures Act, §16-3-101 et seq., notice is hereby given that the Wyoming Oil and Gas Conservation Commission will hold a public hearing on TUESDAY, SEPTEMBER 9, 2008, AT 9:00 A.M. in the Conference Room of the Office of the State Oil and Gas Supervisor, 2211 King Boulevard, Casper, Wyoming, to consider the matter brought on the Commission’s own motion to consider amendments to Chapter 3, Section 4(c) and Chapter 5, Section 6 of the Rules and Regulations of the Wyoming Oil and Gas Conservation Commission. The proposed changes are:
Chapter 3, Section 4(c): Changes the amount of the bonding level and footages from three dollars ($3.00) to ten dollars ($10) per foot for idle wells and amending footages from 8,300 feet to 2,500 feet and 25,000 feet to 7,500 feet with an increase in the bonding level every three years.
Chapter 5, Section 6: This rule conflicts with Chapter 5, Section 12.
Copies of these proposed changes are available on the Commission’s website at http://wogcc.state.wy.us, by e-mail at dlikwa@state.wy.us, by fax at 307-234-5306, or by telephone at 307-234-7147. Any interested firm, person, or corporation shall be entitled to appear at the time and place aforesaid to be heard by the Commission. Oral statements will be accepted at the time of the hearing; however, for the record, written statements are required to be mailed to the State Oil and Gas Supervisor, P. O. Box 2640, Casper, Wyoming 82602-2640 or faxed in advance to the State Oil and Gas Supervisor at 307-234-5306, and must be received no later than 5:00 p.m. on September 8, 2008.
Any person may urge the agency not to adopt the rules as proposed to be amended and also request the agency to state its reasons for overruling the consideration urged against adoption. Requests for an agency response must be made prior to or within thirty (30) days after adoption of the rule, be in writing, and be addressed to: Don J. Likwartz, State Oil and Gas Supervisor, PO Box 2640, Casper, Wyoming, 82602-2640.
These rules are not adopted, amended or repealed to comply with federal law or regulatory requirements.
The proposed rule changes meet minimum substantive state statutory requirements.

Notice of Hearing
The Sublette County Conservation District (SCCD) Board of Supervisors will hold a public hearing on the proposed adoption of the District's Long Range Plan for 2009-2013 during the regularly scheduled board meeting being held August 12th, 2008. The Public Hearing will be from 7:00-8:00 pm at the NRCS conference room located at 1625 West Pine Street, Pinedale, WY 82941. The purpose of the hearing is to obtain oral and written comment on the proposed Long Range Plan. The proposed plan contains natural resource management goals and objectives, actions, policy and a district description and history. The proposed plan is a new rule and will be adopted pursuant to W.S. 11-16-122(b)(iv) and (xxvi). Copies of the proposed plan are available at the SCCD office or by calling 367-2257 extension 100 and requesting one be sent to you.
