Deanne Bradley will file an application for a two lot subdivision with the Sublette County Planning and Zoning Commission to create the Sleepy Hollow Industrial Park Third Filing Minor Subdivision within NE1/4SW1/4 and NW1/4SE1/4 of Section 20, T30N, R111W, Sublette County, Wyoming. PUBLIC NOTICE
Chambers Design-Build (CDBI) the Architect and Construction Manager and Sublette County are seeking SUBCONTRACTORS to pre-qualify for bidding the Marbleton-Big Piney Ambulance Facility, on W First Street, Marbleton, WY. The new single story building will be 5,056sfwood frame stud construction: asphalt shingles, cemetitious board siding, 4Ó block wainscot. Any Subcontractor may be required to post a performance bond.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
MAY 19, 2008
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse in Pinedale, Wyoming, on this date at 9:00 a.m. with John Linn, Joel Bousman, Tiffany Turner of the Sublette Examiner, Jonathan Van Dyke of the Pinedale Roundup, and Mary Lankford, County Clerk present. Chairman Bill Cramer was absent, so Vice-Chairman John Linn assumed the chair.
The minutes of the preceding regular meeting of May 6, 2008, were approved and ordered filed on motion by Commissioner Bousman and seconded by Vice-Chairman Linn. The motion carried.
Maisie Pope, representing Rocky Mountain Power, discussed application fees and power line height restrictions. The Board discussed establishing height restrictions on County Roads.
Butch Penton, Road & Bridge Superintendent, discussed reclamation at the Pinedale Gun Club, beam damage, and gravel pits.
Mark Eatinger, representing Rio Verde Engineering, reported on the Industrial Site road and the request from the BLM for early construction, and on Mickelson Lane.
It was moved by Commissioner Bousman and seconded by Vice-Chairman Linn to approve a well agreement for the Big Piney-Marbleton Airport Well #2 with Wind River, Inc. The motion carried.
It was moved by Commissioner Bousman and seconded by Vice-Chairman Linn to accept and sign the Letter of Engagement with Leo Riley & Company for the FY08 Financial Audit, including the Joint Powers Boards with the three towns, in the amount of $32,000. The motion carried.
In accordance with the public notice published in the Sublette Examiner on April 24, May 1, 8, and 15, 2008, a public hearing was held for the renewal of the following liquor licenses and permits:
It was moved by Commissioner Bousman and seconded by Vice-Chairman Linn to approve the renewal applications for the following retail liquor licenses: Green River Bar, Boulder Liquors, The Elkhorn, White Pine Ski Area & Resort, Lakeside Lodge, and Daniel Junction. The motion carried.
It was moved by Commissioner Bousman and seconded by Vice-Chairman Linn to approve the renewal applications for the following restaurant liquor licenses: Half Moon Lake Lodge, and Ft. William Recreation Area. The motion carried.
It was moved by Commissioner Bousman and seconded by Vice-Chairman Linn to renew the restaurant license for Elk Ridge Lodge subject to compliance with all Zoning and Development Regulations, as well as, the Master Plan associated with the Change of Zoning District Boundary for Elk Ridge Lodge in 1989, with uses allowed by said Master Plan being further defined in a November 21, 2006 letter from Bart Myers to Elk Ridge Lodge. The motion carried.
It was moved by Commissioner Bousman and seconded by Vice-Chairman Linn to approve the renewal application for the following malt beverage permit: Hoback Village. The motion carried.
It was moved by Commissioner Bousman and seconded by Vice-Chairman Linn to approve the renewal application for a limited retail liquor license to the Pinedale Golf Club, Inc. The motion carried.
Brad Bousman and Melanie Purcell, representing the Conservation District, discussed ranch land monitoring. The Board expressed its continued support.
Jordan Vana, representing the Green River Valley Land Trust, presented three graduate students from the University of Michigan, who are working on the Path of the Pronghorn project. The project is sponsored by the Green River Valley Land Trust and the Grand Teton National Park to identify tactics and strategies to maintain a sustainable migration corridor for the herd of pronghorn that migrate annually between summer range in Grand Teton National Park and winter range in Sublette County. The students interviewed the Board on various related topics.

It was moved by Commissioner Bousman and seconded by Vice-Chairman Linn to approve a variance application by Donna Steele to allow a setback of 7.12 feet where 50 feet is required from a highway right of way for a new fuel pump canopy for the Boulder Store, located in the SE1/4, NW1/4, NE1/4, Section 16, T32N, R108W. The motion carried.
It was moved by Commissioner Bousman and seconded by Vice-Chairman Linn to approve and act upon the recommendation of the Planning and Zoning Commission. Upon vote, the motion carried, and the following resolution was adopted:

4. It was moved by Commissioner Bousman and seconded by Vice-Chairman Linn to approve the partial vacation and amended plat application by Kendall Cross for Lots 12 and 13,
Mountain View Ranches Subdivision. The motion carried.
5. It was moved by Commissioner Bousman and seconded by Vice-Chairman Linn to approve the Final Plat for the O'Neal Subdivision with the following conditions:
a. The approved Final Plat shall not be recorded until subdivision road construction and design plans and a cost estimate and acceptable financial surety are provided for subdivision roads, as required by County regulations.
b. The approved Final Plat shall not be recorded until it has been verified the mortgage has been released and that the Certificate of Mortgagee is correctly reflected on the plat.
The motion carried.
Representatives of the Rural Health Care District and JD Dreyer, of Davis Architects, discussed the renovation of the Pinedale Clinic. Three options have been explored. Comments concerning space needs were made by Keith Raney, County Sanitarian and Angie Kolis, representing the Public Health Nurse. Since no funding is currently in place for the renovation, it will be considered during the upcoming budget session.
Jim Washam reported on the location of the Veterans Memorial in Legion Park.
Bob Harrower discussed terms for a lease for his property along the LaBarge Creek Road.
Robin Clover, SAFV Director, updated the Board on the Safe House construction and reported that plans have been submitted to the Fire Marshall.

TOWN OF PINEDALE
The Town Council of the Town of Pinedale met in regular session Monday, May 12, 2008, in the Town Hall. Council Present: Chris House, Nylla Kunard, Mayor Steve Smith, Dave Hohl, & Gary Heuck. Attendance: Ed Wood, Meghan Jacquet, Round Up, Rozlyn Leslie, John Fogerty, Randy Hubert, Chris Land, Paul Rock, Dave Smith, Matt Harber, Alvin Mitchell.
Eatinger offered brief update on Water Development Study 3.9% growth in the next five years, old project was very close, a new project is necessary. Seehafer, explained Cybernet, being the old software, which they used the data to incorporate the information into a new GIS system. The new system, for example, will model fire hydrant flows to allow the Town to growth properly. Eatinger mentioned the important in addressing new main expansion areas, while simultaneously focusing on rehabilitation of old mains. The current flows range from 200-300 gallons/ min, but will need the target range of 600 gal/ min to satisfy coming demands. Eatinger stated it may not be an aggressive direct dig method to repair/ expand infrastructure, but to also consider other inexpressive alternatives. The Western Water (looping) Project is important for growth and necessary fire flows. There was also a brief overview of six water treatment methods the Town will have to consider. The following methods were discussed: Cartridge, UV, Ultra micro filtration, Nano filtration, and Reverse hypnosis. A method must be insulted and in use by 2014, which will have either two log or crypto. Cartridge filtration is the most expensive follow by Micro filtration, least expensive is UV. UV could be designed for future system of filtration. UV would require a 24'x 32' vault, similar to the vault existing at the lake now. The narrative draft deadline: 1 July 2008. The final report deadline: 1 August 2008.
Alpine Hills Subdivision requested for Final Plat Approval, County Subdivision. Seehafer represented request. Wider easements were the only alteration which occurred between preliminary and final plat. The Town Council gave a unanimous approval.
The Pinedale Fine Arts Council requested waiver of Legion Park fee and deposit for the non-profit. Tim Ruland represented request for June 28, July 20, and August 16, 2008. Kunard motioned to waive all fees for the following dates. Hohl seconded motion. Motion carried unanimously.
Pinedale CenterPoint, LLC, building permit pulled.
Thornton P. Grove's request for Preliminary Plat Approval. Eatinger represented applicant. Hueck motioned to approve preliminary plat with the property lines adjacent to right-of-way moved back accordingly to allow 60-foot right-of-ways to be platted and Town dedication mentioned, Hohl second motion. Motioned carried unanimously.
Ridley's Food Corp. request for commercial building permit for interior work. House motioned to approve commercial building permit permitted remodeling done only to restrooms and pharmacy areas. Nylla seconded motion. Motion carried 3:1 Hueck against motion due to starting work prior to application submission.
CenturyTel Company requested a Commercial Building Permit for a new roof. Hohl motioned to approve commercial building permit to permit a new truss roof system to be constructed. Hueck seconded motion. Motion carried unanimously.
United States Forest Service requested a Commercial Building Permit for foundation work and prefab hazard building to be placed on site. Hueck motioned to approve commercial building permit. House seconded motion. Motion carried unanimously.
Christian & Julie Land represented multi-family building permit for a two-unit townhouse. Kunard expressed concerns for a high level of landscaping to be included. Hohl motioned to approve multi-family residential building permit with the landscaping consideration. House seconded multi-family building permit. Motioned carried unanimously.
Smith opened a possible resolution to purchase a park addition. Gosar represented, James Bowles, land owner. Roy Radakovich and Bowles have a previous contract prior to any additional land sale the Town is involved with. The contract allows Mr. Radakovich the ability to enlarge his residential property by a set square footage that is to be platted at a future date. The agreement stands whether +/- 18 acre Park Lot is developed as a subdivision or park. A short discussion on agreed offer amount occurred which was between $1,700,000 - $1,750,000. Hohl requested more detail on the road easement and proposed lot line extension. Kunard made statement to not loose part of the creek with negotiations. In the last Council meeting House motioned an offer of $1.7M in the attempts to save the Town $50k, but the offer was not accepted. Hohl motioned to approve Resolution 2008-04, offering $1.75M. House seconded motion. Motion carried, 3:1 Heuck against motion due to the motion made at the previous meeting of $1.7M not $1.75M, for record Mayor Smith voted for the motion.
Hubbard reported that Randy Simpson received $2000 Bonus, as well as, a $1000 Bonus to Josh Wilson for certifications. Hubbard requested permission to purchase $4500 of Magnesium Oxide. Hohl motioned to approve the purchase of Magnesium Oxide not to exceed $4500. Kunard seconded motion. Motion carried unanimously.
Fire Chief Mitchell gave brief overview of the Fire Truck Purchase efforts.
The CountyCommission has allocated around $730,000 in their budget, which is being held at the State SLIB Board for possible funding for fire truck/ latter truck.
The County Commissioners agree to supply 1/3 the cost. Smith mentioned that the Town is working on allocating a percentage for a shared purchase in the current budget as well for joint efforts.
Paul Rock requested an update to the possible litigation on Ed Wood, Town Attorney and the BloomField Annexation Plat involvement. Mayor Smith offered a brief overview, but no update is available at this time. Rock statement more professionalism should be exercised with personal interview and exchange of evidence Rock has in his possession.
Randy Hubbard requested $25,000 needed for a generator at the chemical building. Hueck motioned to approve Public Works to purchase another pick-up truck. Hohl seconded motion. Motion carried unanimously.
Ordinance 439 second reading. Heuck motioned to approve Ordinance 439, the Annual Appropriation Ordinance for the Fiscal Year ending June 30, 2008. House seconded motion. Motion carried unanimously.
House motioned to have the Pinedale Planning and Zoning Commission is required to meet twice a month from now on between the months of May through September to accommodate applicants within a short building season; however being the month of May currently, the change will begin this coming June. Kunard seconded motion. Motion carried unanimously.
