NOTICE OF APPLICATION FOR TRANSFER OF A RETAIL LIQUOR LICENSE
Notice is hereby given that on the 11th day of February, 2008, B.J. PUBLIC NOTICE
The regularly scheduled meeting of the Sublette County Board of Commissioners will be held on Tuesday, April 1, 2008 at 1:00 p.m. in the Sublette County Courthouse, Pinedale, Wyoming. At this time, a public hearing will be held to consider the following application:
AGENDA
1. Request for Preliminary Plat approval; pursuant to Chapter III of the Sublette County Subdivision Resolution, entitled Preliminary Plat; for Alpine Hills Subdivision; Highline LLC applicant. The application for Preliminary Plat proposes the subdivision of 34.98 acres within the Rural Residential (two net acre minimum lot size) zoning district into 11 lots. The proposed Alpine Hills Subdivision is located in Section 27, Township 34N, Range 109W; generally described as Tract 1 of the Glacier Ridge Large Tract Development, being located in the vicinity of Carmichael Hills and Broken Hills Subdivisions approximately 0.3 miles west of Fremont Lake Road and accessed by Broken Hills Drive.
2. Request by Planning and Zoning staff for a resolution by the Sublette County Board of County Commissioners affirming a determination by Planning and Zoning staff to issue zoning and development (building) permits to parcels throughout the County which are legally non-conforming with respect to minimum lot sizes established by the Sublette County Zoning and Development Regulations.

PUBLIC NOTICE
The Sublette County Planning & Zoning Commission will meet on Thursday, April 17, 2008 at 6:30 p.m. in the Marbleton Town Hall, located at 10700 Highway 189, Marbleton, Wyoming. At this time, a public hearing will be held to consider the following applications:
AGENDA
Request for a Variance, pursuant to Chapter VI of the Sublette County Zoning and Development Regulations, entitled Variances by Donna Steele. The application proposes a reduced setback of 7.12’ where 50’ is required from a highway right-of-way for a new fuel pump canopy. The parcel subject to the proposed Variance is owned by Donna Steele Trustee and is located in the SE1/4, NW1/4, NE1/4 of Sec. 16, R108W, T32N; generally described as the Boulder Store located at the intersection of Highway 191 and Highway 353.
Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration; High Sierra Energy LP, dba Anticline Disposal LLC applicant. The application proposes a change of zoning district boundary for 40 acres from the current Agricultural zoning to Light Industrial to store a tank battery for clean recycled water storage and other additional equipment. The parcel subject to the proposed Change of Zoning District Boundary is located in NE ¼ of the SE ¼ of Section 13, Township 31N, Range 109W; generally described as being apart of the Anticline Disposal Complex located near the intersection of Boulder South CR 23-106 and South Anticline Road.
3. Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration; Deanne Bradley applicant. The application proposes a change of zoning district boundary for a 7.13 acre parcel from Agricultural to Heavy Industrial in order to divide the parcel into a 2 lot industrial subdivision. The Bradley property subject to the application for a Change of Zoning District Boundary is located in Section 20, Township 30N, Range 111W; generally described as being on the east side of U.S. Highway 189, approximately 1/2 mile north of the Marbleton town boundary and immediate east of Sleepy Hollow Industrial Park Subdivision.
4. Request for Preliminary Plat approval; pursuant to Chapter III of the Sublette County Subdivision Resolution, entitled Preliminary Plat; for Calpet Road Industrial Subdivision; John and Penny Chrisman applicants. The application for Preliminary Plat proposes the subdivision of 76.08 acres within the Rural Residential 10 (ten acre minimum lot size) and Light Industrial zoning districts into six lots (two lots zoned Rural Residential 10 and four lots zoned Light Industrial). The proposed Calpet Road Industrial Subdivision is located in Sections 18 & 19; Township 33N; Range 111W; generally described as being located on Big Piney Calpet County Road 23-134 and at the intersection of Big Piney Calpet County Road and U.S. Highway 189.
5. Pursuant to Article VIII, Section 1 of the Sublette County Zoning and Development Regulations, entitled Administration; Planning and Zoning Staff proposes an amendment to the text of the Sublette County Zoning and Development Regulations to reduce the setbacks standards for Gravel Pits, as contained in Chapter III, Section 38 of the Sublette County Zoning and Development Regulations.

NOTICE TO CONTRACTORS
Notice is hereby given that Pinedale Airport Board (hereafter referred to as the "Sponsor" or "Owner"), will receive sealed bids for the Ralph Wenz Field Hangar Taxiway Project, State Project No. PNA-14X at Ralph Wenz Field.
The project involves:
2,600 Tons Asphalt Paving, 2,500 CY Aggregate Base Course, 30,000 to 40,000 CY Excavation, Minor Fencing, Drainage and Erosion Control.
The bids must be prepared on forms supplied by the Owner and filed with the Pinedale Airport Board, Town Hall, 210 W. Pine Street, Pinedale, WY 82941 with the envelope clearly marked with the name of the bid no later than 1:00 p.m. on Thursday, April 3, 2008. Hand delivered bids will be accepted ONLY on the date of the bid opening. The bids will be publicly opened and read aloud in the presence of the bidders and their representatives at that time and date.
The Bidder (proposer) must supply all the information required by the bid or proposal forms and specifications.
No bids will be received after the specified hour and date. Bids that are not prepared and filed in accordance with proposal requirements and conditions of the specifications, may be rejected.
All bids must be accompanied either by a certified check, payable to Pinedale Airport Board in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company. The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance bond in accord with his bid within fifteen (15) days after date of notification of award.
The Wyoming Prevailing Wage Act of 1967 [§ 27-4-401 et seq] is applicable to this project, as well as all other applicable wage statutes and shall be complied with by the Contractor.
After March 13, 2008, the proposed construction contract, together with detailed drawings and specifications for the construction of the work are available for inspection at Pinedale Town Hall. The same may be obtained from the Engineer, GDA Engineers, 1508 Stampede Avenue, P. O. Box 338, Cody, Wyoming 82414, (307) 587-3411, for a non-refundable reproduction charge of $100.00, or by registering with GDA Engineers as a bidder and downloading the documents from www.gdaengineers.com. Interested parties may obtain a copy of the plans and specifications in PDF format on CD for a non-refundable reproduction charge of Fifteen Dollars ($15.00) for use by subcontractors and suppliers in preparing quotations to prime bidders.
Bids may not be withdrawn after the time fixed for opening them. The Owner reserves the right to waive irregularities in the bids and reject any and all bids.
In accordance with the provisions of Section 16-6-102 and 16-6-103, Volume 3, Title 9 of the Wyoming Compiled Statutes, 1977, and Chapter XI – Rules of practice and procedure before the commissioner of labor concerning certification of resident contractors on Public Works Construction Projects filed May 15, 1990, with the Wyoming Secretary of State, preference will be given to Resident Wyoming Contractors in the manner outlined therein.
Preference is hereby given to materials, supplies, agricultural products, equipment, machinery and I-1 I-2 provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state. A successful resident bidder shall not subcontract more than thirty percent (30%) of the work covered by his contract to non-resident contractors.
The Bidder is advised that construction site aviation safety is of paramount importance. There is a Construction Operations Plan that is part of the project requirements and the Contractor will need to conduct his/her operations in strict compliance with this plan. There are penalty provisions outlined in the Construction Operations Plan for noncompliance by the Contractor’s personnel. All costs associated with the Contractor’s compliance with this operational plan will be considered incidental to and included in the prices bid for the actual work items of the bid schedule.
All bidders are advised to examine the site to become familiar with all site conditions. The project will be shown to interested Bidders at 1:00 p.m., March 25, 2008 local time, at Pinedale Town Hall.
