STANDARD ADVERTISEMENT FOR BIDS FOR
Phase III Sewer and Water Rehabilitation Project
PINEDALE, WYOMING
Notice is hereby given, pursuant to Wyoming Statute Section 15-1-113, that the Town of Pinedale, Wyoming, will receive sealed bids until 2:00 PM., Local Time, March 6, 2008, for the following:
Town of Pinedale Phase III Sewer and Water Rehabilitation Project
Description of Work: Replacement of existing sewer and water mains and services. Installation of asphalt pavement and concrete curb and gutters.
Bids must be in one sealed envelope with statement thereon "BID ENCLOSED Phase III Sewer and Water Rehabilitation Project " and submitted to the Town Hall, 210 West Pine Street, PO Box 709, Pinedale, Wyoming, at or before the above stated time. Bids will be opened publicly, read aloud, and tabulated by the Town Engineer, or his or her Designee, at the above stated time and place, unless an alternative site is designated in writing which is posted at the Town Hall prior to the time of Bid Opening. No bid may be withdrawn for a period of thirty (30) days after the date set for opening thereof. The Town of Pinedale, Wyoming, reserves the right to reject any or all bids and to waive any informalities or technicalities in the bidding; provided, however, that any bid received after the time specified or without accompanying Bid Guaranty, as stated below, will not be considered.
Bidding Documents, including specifications, will be available on January 24, 2008 from the ENGINEER, WLC Engineering, Surveying, and Planning; 58 South Tyler; PO Box 1519; Pinedale, Wyoming (307) 367-6548. Bidders may obtain one set of plans for free. Partial sets are not available.
A Bid Guaranty in the form of a properly executed Bid Bond payable to the Town in the amount of not less than 5% of the total base bid amount must accompany each bid. (NOTE: If your bid is less than $100,000.00 you may submit a Cashier's Check for not less than 5% of the total base bid amount.) The successful Bidder will be required to execute an Agreement with the Town, in the form supplied in the bidding documents, within thirty (30) days after Notice of Award is issued. The Notice of Award shall serve as notice that the Agreement is ready for execution. The Bid Guaranty shall be forfeited as liquidated damages if the Bidder fails to execute the Agreement within thirty (30) days after such Notice is issued, or fails to provide proper Bond or other form of Guaranty, as approved. The Bid Guaranty, if a Bid Bond, shall be executed by a surety or guarantee company authorized to do business in Wyoming. The Attorney-in-Fact who executes the Bond on behalf of the surety shall affix a certified and current copy of its Power of Attorney from the surety. No other type of Bid Guaranty will be accepted. The Town may proceed against a Bid Guaranty unless either: a) the Agreement has been executed by Contractor and Performance, and Labor and Material Payment Bonds have been furnished, as required; or, b) the specified time has elapsed so that Bids may be withdrawn; or, c) the Bid has been rejected.
Notice is hereby given that preference will be granted to Wyoming contractors, subcontractors, laborers, and materials, supplies, equipment, machinery, and provisions produced, manufactured, supplied, or grown in Wyoming, as required by W.S. Section 16-6-101 et seq.
A Pre-Bid Conference will be held at 2:00 PM., Local Time, Wednesday February 27, 2008 in the Pinedale Town Hall. A site tour will be held to review the Project following this conference.
Attendance in the Pre-Bid Conference is mandatory for Contractors who wish to be considered qualified and/or responsible.

The Bidder must supply all the information required by the proposal forms and specifications, and he/she must bid on all items of every schedule. Big Piney-Marbleton Airport Board reserves the right to waive any informality in or to reject any or all portions of the various bid items. No proposal may be withdrawn for a period of one-hundred twenty (120) days from the opening thereof.
All bidders are advised to examine the site to become familiar with all site conditions. The project will be shown to interested bidders at 10:00 a.m. MST, on March 5, 2008 at the Miley Memorial Field Airport.
The proposed contract is under and subject to Executive Order 11246 of 24 September 1965, as amended, and to the equal opportunity clause and the Standard Federal Equal Employment Opportunity Construction Contract Specifications, including the goals and timetables for minority and female participation.
A Certification of Nonsegregated Facilities must be submitted prior to the award of the proposed contract, including any subcontracts in excess of $10,000.00.
The proposed contract is subject to the provisions of Department of Transportation Regulations 49 CFR Part 26 (Disadvantaged Business Enterprise Participation).
Minimum wage rates as established by the Secretary of Labor and State of Wyoming are applicable to all schedules awarded for this project.

NOTICE OF INTENT TO SUBDIVIDE

PUBLIC NOTICE
Chambers Design Build, Inc (CDBI) and Sublette County are seeking Subcontractor bids for the Sublette County Facilities Maintenance Building to be located at 1101 West Wilson Street in Pinedale, Wyoming. The building will be 11,875sf one-story, steel frame, steel stud infill and CMU wall construction. All SUBCONTRACTORS bidding the project MUST submit a prequalification form. Any Subcontractor may be required to post a performance bond. In addition, electrical and mechanical Subcontractors must submit a letter of bondability with their prequalification form. PUBLIC NOTICE
The regularly scheduled meeting of the Sublette County Board of Commissioners will be held on Tuesday, March 18, 2008 at 1:00 p.m. in the Sublette County Courthouse, Pinedale, Wyoming. At this time, a public hearing will be held to consider the following applications:
AGENDA
1. Pursuant to Article VIII, Section 1 of the Sublette County Zoning and Development Regulations, entitled Administration; Liz Sullivan proposes the following amendment to the text of the Sublette County Zoning and Development Regulations: An amendment to add an additional use category in the General Commercial, Highway Commercial, Rural Mixed and Light Industrial zoning districts to allow modular/manufactured home sales and show lots as an authorized use.
2. Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration; by John Sulenta. The application proposes a change of zoning district boundary for a 44.79 acre parcel from Agricultural to Light Industrial in order to divide the parcel into a 16 lot industrial subdivision. The Sulenta property subject to the application for a Change of Zoning District Boundary is located in the north Section 25, Township 33N, Range 109W; generally described as being on the north side of U.S. Highway 191, approximately 1 mile southeast of the intersection of South Bench County Road 23-109 and U.S. Highway 191, across from the Pinedale Airport.
3. Request for Conditional Use approval for a gravel pit and temporary camp, pursuant to Chapter V of the Sublette County Zoning and Development Regulations, entitled Conditional Uses, by McMurry Ready Mix Co. The application is for extraction, crushing, screening, and storage of gravel on a 10 acre parcel in the Agricultural zoning district. The request for a workers camp will allow employees to stay onsite during some operations. The parcel subject to the proposed Conditional Use is owned by the EastFork Livestock, Inc. and is located in the SE 1/4, SE ¼, of Sec. 6, R106W, T31N ; generally described as 0.93 miles south on Highway 353 from Pocket Creek County Road 23-127 intersection to a dirt road leading west to an existing gravel pit approximately 0.6 miles.
4. Request for Final Plat approval; pursuant to Chapter V of the Sublette County Subdivision Resolution, entitled Final Plat; for Blackburn Subdivision; Allen and Robyn Blackburn applicants. The application for Final Plat proposes the subdivision of 106.61 acres within the Rural Residential (two net acre minimum lot size), Rural Residential 5 (five acre minimum lot size), General Commercial and Light Industrial zoning districts into 20 lots (three lots zoned Rural Residential, seven lots zoned Rural Residential 5, seven lots zoned General Commercial and three lots zoned Light Industrial). The proposed Blackburn Subdivision is located in Section 30, Township 33N, Range 108W; generally described as being on the north side of U.S. Highway 191 approximately 5 miles north east of the intersection of U.S. Highway 191 and Wyoming 353 in the Boulder area.
5. Request for Final Plat approval; pursuant to Chapter V of the Sublette County Subdivision Resolution, entitled Final Plat; for Gannett Peak Subdivision; Gannett Peak Holdings LLC c/o Richard Poston applicant. The application for Final Plat proposes the subdivision of 36.4 acres within the Rural Residential 5 (five acre minimum lot size) and Rural Residential 10 (ten acre minimum lot size) zoning districts into 4 lots. The proposed Gannett Peak Subdivision is located in Section 25, Township 37N, Range 110W; generally described as the Hecox Road area and being on the west side of Wyoming 352 approximately 5.7 miles north the intersection of Wyoming 352 and New Fork Lakes Road.
Request for Final Plat approval; pursuant to Chapter V of the Sublette County Subdivision Resolution, entitled Final Plat; for Hidden Hills Subdivision; Melvin Bagley General Partner of the CR #2 Family Limited Partnership applicant. The application for Final Plat proposes the subdivision of 35 acres within the Rural Residential (two net acre minimum lot size) zoning district into 14 lots. The proposed Hidden Hills Subdivision is located in Section 27, Township 34N, Range 109W; generally described as Tract 2 of the Glacier Ridge Large Tract Development, being located in the vicinity of Carmichael Hills and Broken Hills Subdivisions approximately 0.4 miles west of Fremont Lake Road and accessed by Glacier Hills Drive.
7.
