FOR Phase III Sewer and Water Rehabilitation Project
PINEDALE, WYOMING
Notice is hereby given, pursuant to Wyoming Statute Section 15-1-113, that the Town of Pinedale, Wyoming, will receive sealed bids until 2:00 PM., Local Time, March 6, 2008, for the following:
Town of Pinedale Phase III Sewer and Water Rehabilitation Project
Description of Work: Replacement of existing sewer and water mains and services. Installation of asphalt, pavement and concrete curb and
gutters.
Bids must be in one sealed envelope with statement thereon "BID ENCLOSED Phase III Sewer and Water Rehabilitation Project " and submitted to the Town Hall, 210 West Pine Street, PO Box 709, Pinedale, Wyoming, at or before the above stated time. Bids will be opened publicly, read aloud, and tabulated by the Town Engineer, or his or her Designee, at the above stated time and place, unless an alternative site is designated in writing which is posted at the Town Hall prior to the time of Bid Opening. No bid may be withdrawn for a period of thirty (30) days after the date set for opening thereof. The Town of Pinedale, Wyoming, reserves the right to reject any or all bids and to waive any informalities or technicalities in the bidding; provided, however, that any bid received after the time specified or without accompanying Bid Guaranty, as stated below, will not be considered.
Bidding Documents, including specifications, will be available on January 24, 2008 from the ENGINEER, WLC Engineering, Surveying, and Planning; 58 South Tyler; PO Box 1519; Pinedale, Wyoming (307) 367-6548. Bidders may obtain one set of plans for free. Partial sets are not available.
A Bid Guaranty in the form of a properly executed Bid Bond payable to the Town in the amount of not less than 5% of the total base bid amount must accompany each bid. (NOTE: If your bid is less than $100,000.00 you may submit a Cashier's Check for not less than 5% of the total base bid amount.) The successful Bidder will be required to execute an Agreement with the Town, in the form supplied in the bidding documents, within thirty (30) days after Notice of Award is issued. The Notice of Award shall serve as notice that the Agreement is ready for execution. The Bid Guaranty shall be forfeited as liquidated damages if the Bidder fails to execute the Agreement within thirty (30) days after such Notice is issued, or fails to provide proper Bond or other form of Guaranty, as approved. The Bid Guaranty, if a Bid Bond, shall be executed by a surety or guarantee company authorized to do business in Wyoming. The Attorney-in-Fact who executes the Bond on behalf of the surety shall affix a certified and current copy of its Power of Attorney from the surety. No other type of Bid Guaranty will be accepted. The Town may proceed against a Bid Guaranty unless either: a) the Agreement has been executed by Contractor and Performance, and Labor and Material Payment Bonds have been furnished, as required; or, b) the specified time has elapsed so that Bids may be withdrawn; or, c) the Bid has been rejected.
Notice is hereby given that preference will be granted to Wyoming contractors, subcontractors, laborers, and materials, supplies, equipment, machinery, and provisions produced, manufactured, supplied, or grown in Wyoming, as required by W.S. Section 16-6-101 et seq.
A Pre-Bid Conference will be held at 2:00 PM., Local Time, Wednesday February 27, 2008 in the Pinedale Town Hall. A site tour will be held to review the Project following this conference.
Attendance in the Pre-Bid Conference is mandatory for Contractors who wish to be considered qualified and/or responsible.

INVITATION FOR BIDS
2008 SOUTH MAIN SEWER PROJECT
TOWN OF PINEDALE, WYOMING
Sealed BIDS are requested for work described in the Project Manual for the 2008 South Main Sewer Project for the Town of Pinedale, dated January 31, 2008, prepared by Rio Verde Engineering, 201 West Pine Street, P.O. Box 642, Pinedale, Wyoming 82941.
Bids will be received by the Town of Pinedale at 210 W. Pine Street, P.O. Box 709, Pinedale, Wyoming 82941 until 2:30 PM local time on March 6, 2008, at which time said BIDS will be publicly opened and read aloud.
The work consists of installing 13,500 LF of 24-inch PVC, 555 LF of 10-inch PVC, 50 LF of 8-inch PVC, 37 60-inch diameter manholes, 50 4-inch PVC services, 9,200 LF of 48-inch sidewalk, 9,200 LF of combined curb and gutter, 1,700 TN of asphalt, 210 LF of 6-foot valley pan, and misc. appurtenances.
A mandatory pre-bid meeting will be conducted at 10:00 AM local time on February 27, 2008, at which time an on site inspection of the proposed work will be conducted and special considerations will be discussed. The meeting will be held at the Pinedale Town Hall. All prospective BIDDERS must attend this meeting.
Copies of the Project Manual and the Design Drawings specifying the work to be performed may be obtained from Rio Verde Engineering after January 31, 2008. Please return the plans and specs to Rio Verde Engineering.
BIDDERS shall be required to accompany each bid with a BID Bond with sufficient surety, or a certified check, cashier’s check or bank draft upon some reputable bank payable to the Town of Pinedale for at least 10 percent of the total amount of the BID. The bond, check or bank draft shall be forfeited as liquidated damages, if the BIDDER, upon the letting of the contract to him, fails to enter into the contract within 15 days after it is presented to him for that purpose or fails to proceed with the performance of the contract. The Bid Bond, draft or check shall be retained by the Town of Pinedale until proper bond to secure performance of the contract has been filed and approved. All the above to be in accordance with 15-1-112, Wyoming Statutes, 2007.
The right is reserved by the Town of Pinedale to reject any and all BIDS, and to waive any irregularity or informality in the bidding. BIDS may not be withdrawn for thirty days after the date of opening.

Each bid must be accompanied by a Certified Check or Cashier's Check in an amount not less than five percent of the total bid made payable to Big Piney-Marbleton Airport Board, or by a Bid Bond in like amount executed by a Surety Company.
The Bidder must supply all the information required by the proposal forms and specifications, and he/she must bid on all items of every schedule. Big Piney-Marbleton Airport Board reserves the right to waive any informality in or to reject any or all portions of the various bid items. No proposal may be withdrawn for a period of one-hundred twenty (120) days from the opening thereof.
All bidders are advised to examine the site to become familiar with all site conditions. The project will be shown to interested bidders at 10:00 a.m. MST, on March 5, 2008 at the Miley Memorial Field Airport.
The proposed contract is under and subject to Executive Order 11246 of 24 September 1965, as amended, and to the equal opportunity clause and the Standard Federal Equal Employment Opportunity Construction Contract Specifications, including the goals and timetables for minority and female participation.
A Certification of Nonsegregated Facilities must be submitted prior to the award of the proposed contract, including any subcontracts in excess of $10,000.00.
The proposed contract is subject to the provisions of Department of Transportation Regulations 49 CFR Part 26 (Disadvantaged Business Enterprise Participation).
Minimum wage rates as established by the Secretary of Labor and State of Wyoming are applicable to all schedules awarded for this project.

PUBLIC NOTICE
The Sublette County Planning & Zoning Commission will meet on Thursday, March 20, 2008 at 6:30 p.m. in the Sublette County Courthouse, Pinedale, Wyoming. At this time, a public hearing will be held to consider the following applications:
AGENDA
1. Request for Conditional Use approval for temporary storage of heavy equipment, pursuant to Chapter V of the Sublette County Zoning and Development Regulations, entitled Conditional Uses, by John & Mary Kay Jensen. The application is for storage of heavy equipment related to natural gas extraction on a 40 acre parcel in the Agricultural zoning district. The parcel subject to the proposed Conditional Use is owned by John & Mary Kay Jensen and is located in the SW ¼, SW ¼, of Sec. 7, R108W, T31N and partially in the SE ¼, SE ¼ of Sec. 12, R109W, T31N; generally described as 0.85 miles north of the intersection of South Anticline Road & Boulder South C.R. 23-106.
2. Request for Preliminary Plat approval; pursuant to Chapter III of the Sublette County Subdivision Resolution, entitled Preliminary Plat; for the O’Neal Subdivision; Andrew O’Neal applicant. The application for Preliminary Plat proposes the subdivision of 20 acres within the Rural Residential 10 (ten acre minimum lot size) zoning district into two lots. The proposed O’Neal Subdivision is located in Section 2, Township 33N, Range 111W; generally described as 12886 US Highway 189 (Lot E – O’Neal Lot Division) and being located in the Daniel area approximately 2.7 miles south of the intersection of US Highways 191 and 189.
3. Request for Minor Subdivision approval, pursuant to Chapter VI of the Sublette County Subdivision Resolution, entitled Minor Subdivision; for the Bradley Minor Subdivision; Spotsylvania Inc. applicant. The application for Minor Subdivision proposes the subdivision of 20 acres within the Rural Residential 10 (ten acre minimum lot size) zoning district into two lots. The proposed Bradley Minor Subdivision is located in Section 19, Township 30N, Range 111W; generally described as 48 N. Piney Cottonwood County Road 23-143 and being 0.3 miles north west of the intersection of N. Piney Cottonwood Road and US Highway 189.
4. Request for Change of Zoning District Boundary approval, pursuant to Chapter VIII, Section 2 of the Sublette County Zoning and Development Regulations, entitled Administration; Carney Ranch Company applicant. The application proposes a change of zoning district boundary for 2.71 gross acres from the current Agricultural zoning (thirty five acre minimum lot size) to Rural Residential zoning (two net acre minimum lot size); in order to divide and develop the 2.71 acre parcel as a single family use. The applicant is also requesting approval of a Variance, pursuant to Chapter VI of the Sublette County Zoning and Development Regulations, entitled Variances, to allow a minimum lot size for the 2.71 gross acre parcel that is less than the 2 net acres (gross acreage minus the road easement for Wyoming State Highway 352) required in the Rural Residential zoning district. The Carney Ranch Company parcel subject to the proposed Change of Zoning District Boundary and Variance is located in Section 26, Township 37N, Range 110W; generally described as being on the east side of Wyoming 352, immediately north of Black Butte and approximately 5 miles north of the intersection of Wyoming 352 and New Fork Lakes County Road 23-162.

NOTICE OF FILING AN APPLICATION FOR BRANCH OFFICE
Notice is hereby given that the 1st Bank of Evanston, Wyoming has filed, with Commissioner Jeffrey C. Public Notice
Shriver Sand and Gravel Pinedale, Wyoming has applied for a REVISION of its existing mining permit (#229c), which was approved in 1974 by the Land Quality Division of the Wyoming Department of Environment Quality. This revision will decrease the permit area from 80 acres to 40 acres and will increase the area to be affected from 10 acres to 40 acres. The mining permit area is located in the SW SE, of Section 20, T34N, R109W, Sublette County, Wyoming. The mine is located one and one half miles west of Pinedale along Hwy 191; specifically, two miles north of Ehman Lane (Co. Rd. 144), and then one half mile east. This area can be found on the Cora USGS quadrangle map. The mining operation began in 1975 and is estimated to continue until 2014. The land, after mining, will be returned to grazing land. Information regarding the proposed revision may be reviewed in the Office of the Land Quality Division, Department of Environmental Quality in Cheyenne and in Lander, Wyoming or the Sublette County Clerk’s Office, Pinedale, Wyoming. Written objections to the proposed permit revision must be received in Cheyenne by the close of business 24th March, 2008. Address comments to: Administrator, LQD, DEQ, Herschler Building, 122 West 25th Street, Cheyenne, WY 82002. Only the revision is open for public review. If an objection is submitted, a public hearing shall be held within twenty (20) days after the final date for filing objections unless a different period is stipulated to by the parties. The Environmental Quality Council or Director shall publish notice of the time, date and location of the hearing in the newspaper of general circulation in the locality of the proposed operation once a week for two (2) consecutive weeks immediately prior to the hearing. The hearing would be conducted as a contested case in accordance with the Wyoming Administrative Procedure Act (W.S. 16-3-101 through 16-3-115), and the right of judicial review shall be afforded as provided in that act. The Wyoming Oil and Gas Conservation Commission will be mailed a copy of the application mine plan map as required in W.S. 35-11-406(j).
