Notice is hereby given that on the 13th of November, 2007, Patriot Enterprises, LLC dba Country Lane Liquor filed an application for a transfer of a retail liquor license in the Office of the Clerk of the Town of Pinedale, Pinedale, Wyoming, for the following description: 1190 Highway 191, Pinedale, Wyoming, and protests, if any there be, against the license, will be heard at the hour of 5:30 p.m., Monday, December 10, 2007 at the Town Hall, 210 West Pine Street, Pinedale, Wyoming.

Public Notice
Green River Rock, Inc. of Big Piney, Wyoming has applied for a conversion from a small mining permit to a regular mining permit from the Land Quality Division of the Department of Environmental Quality for the State of Wyoming. The mining permit area for the mining of sand and gravel will be located in the NW 1/4 Section 17, Township 29 North, Range 111 West, Sublette County, Wyoming. The permit area is located approximately two (2) miles south of Big Piney, Wyoming, on the east side of Highway 189. The proposed regular mine operation is scheduled to begin in January, 2008 and is estimated to continue until 2012. The land after mining will be returned to livestock grazing land. This notice satisfies the requirements for both W.S. 35-11-406(g) and W.S. 35-11-406(j). Information regarding the proposed mining operation and reclamation procedures may be reviewed at the Office of the Land Quality Division of the Department of Environmental Quality in Cheyenne and Lander, Wyoming,!
the Sublette County Clerks Office, Pinedale Wyoming, or the office of R. S. Bennett Construction, at 601 Highway 189, Marbleton, Wyoming. Written objections shall apply only to the request of the operator to accelerate the operation (Chapter 9, Section 2, Land Quality Division, Non-coal Rules and Regulations) and must be received by the Administrator of the Land Quality Division of the Department of Environmental Quality, Herschler Building, 122 West 25th Street, Cheyenne, WY 82202, before close of business January 19, 2008. If an objection is submitted, a public hearing shall be held within twenty (20) days after the final date for filing objections unless a different period is stipulated to by the parties. The Council or Director shall publish notice of the time, date and location of the hearing or conference in a newspaper of general circulation in the locality of the proposed operation once a week for two (2) consecutive weeks immediately prior to the hearing or confer!
ence. The hearing shall be conducted as a contested case in accordance
with the Wyoming Administrative Procedure Act (W.S. 16-30191 thru 16-3-115), and the right of judicial review shall be afforded as provided in that Act. All parties as given in W.S. 355-11-406(j) will be mailed a copy of this notice. The Wyoming Oil and Gas Conservation Commission will be mailed a copy of the application mine plan map as required in W.S 35-11-406(j).

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS NOVEMBER 20, 2007
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse in Pinedale, Wyoming, on this date at 9:00 a.m. with Bill Cramer, John Linn, Joel Bousman, and Mary Lankford, County Clerk present.
Chairman Cramer led those present in the Pledge of Allegiance.
The minutes of the preceding regular meeting of November 6, 2007, were approved and ordered filed on motion by Commissioner Linn and seconded by Commissioner Bousman. The motion carried.
Butch Penton, Road & Bridge Superintendent, discussed upgrading the Dry Piney Road and reevaluating reconstructing the Big Piney-Calpet Road. Projects, blading, and equipment were discussed. Skyline Drive maintenance was discussed.
It was moved by Commissioner Linn and seconded by Commissioner Bousman to adopt Resolution No. 07-10019C Second Extension Reardon Draw County Road No. 23-139 authorizing the application for a right of way to extend the Reardon Draw County Road No. 23-139 and authorizing the Chairman to sign the required documents on behalf of Sublette County. The motion carried.
Daphne Platts, Sublette County Librarian, John Fixter, representing Fixter Construction, and John Carney, representing Carney Architects, presented an update on the Pinedale Library construction project.
It was moved by Commissioner Bousman and seconded by Commissioner Linn to adopt Resolution No. 07-10021C supporting the Public Library Endowment Challenge Bill proposed by the Wyoming Library Association. The motion carried.
JJ Huntley, Marti Seipp, and Charles Stough, representing the Recreation Board, presented a proposed budget, in the amount of $21,850, for the Wyoming Senior Winter Games to be held in Pinedale, February 10-15, 2008. The Board approved the proposal.
Cat Urbigkit presented a four-phase proposal to prepare a Federal Land Use Plan for Sublette County in the amount of $45,000. The Board took no action, but will review the proposal.
Anne Sondgeroth, Public Health Nurse, introduced Dereth Gahlhausen, informed the Board that the County-funded position will be filled on December 1st, and that she has contracted with Lincoln County to staff the pandemic flu program.
Jeffrey Jacquet and Laurie Latta, representing the Sublette Community Partnership, presented the County Child Care Needs Survey.
The Board rescheduled the following upcoming 2008 meetings:

Tuesday, February 19 to Friday, February 15
Tuesday, March 4 to Thursday, March 6
Tuesday, April 15 to Thursday, April 17

RESOLUTION NO. 07-10018C
A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION AND APPROVING THE APPLICATION OF PDM LAND COMPANY TO RECLASSIFY AND REZONE 60.5 ACRES, MORE OR LESS, FROM A-1 DISTRICT TO R-R DISTRICT LOCATED IN SECTION 2, T33N, R110W.
It was moved by Commissioner Bousman and seconded by Commissioner Linn to approve and act upon the recommendation of the Planning and Zoning Commission. Upon vote, the motion carried, and the following resolution was adopted:
RESOLUTION NO. 07-10017C
A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNING AND
ZONING COMMISSION AND APPROVING THE APPLICATION OF FAST BREAK VENTURES, LLC TO RECLASSIFY AND REZONE 238 ACRES, MORE OR LESS, FROM A-1 DISTRICT TO R-R DISTRICT AND R-R 5 DISTRICT LOCATED IN SECTIONS 20, 21, & 29, T34N, R109W.
3. It was moved by Commissioner Bousman and seconded by Commissioner Linn to approve the conditional use permit application by Sublette County Road & Bridge to screen and crush gravel on a 10 acre parcel, zoned A-1, located in the NE1/4NE1/4, Section 20, T35N, R113W, with the following conditions:
a. The hours of operation are restricted to daylight hours.
b. The conditional use permit for aggregate storage shall expire in 5 years from the issuance to said permit.
c. Sublette County Weed & Pest shall be allowed to inspect the storage area throughout the year(s) to insure the storage area is free of noxious weeds and designated weeds, according to the Wyoming Weed & Pest Control Act of 1973 regional forage certification standards.
d. Meet the 300 foot setback from the public right-of-way easement.
The motion carried.
Frank James, Fairgrounds Manager, reported on sewage problems and requested permission to attend an Expo in Las Vegas, November 25-29, 2007. The Board approved the request.
Bill Kellen and Anita Douglas reported on possible properties for a bowling alley from Sulenta and the Bloomfield development. Chairman Cramer advised them that the Board had committed to the Big Piney Recreation Center, which includes a proposed bowling alley. Kellen discussed ongoing expenses and revenue and stated his support for a bowling alley in Pinedale. Commissioner Bousman stated his support for private enterprise pursuing this project.
Jane Wardell reported on equipment installation for rural television.
It was moved by Commissioner Linn and seconded by Commissioner Bousman to recess the meeting for an Executive Session with John Forman, representing the County Attorney, and County Planner Bart Myers to discuss pending litigation. The motion carried.
It was moved by Commissioner Linn and seconded by Commissioner Bousman to reconvene the meeting.
The motion carried.
The Board participated in a conference call with John McKinley of Davis & Cannon to discuss the draft Teton County Landfill contract.
