PUBLIC NOTICE
A public hearing will be held on Monday, November 26, 2007 at 5:30 p.m. at the Town Hall of the Town of Pinedale in accordance with W.S. 15-1-405. This notice includes a copy of the proposed Annexation Report required by W.S. 15-1-402(c) as follows:
October 18 and October 25
PROPOSED ANNEXATION REPORT
BLOOMFIELD ANNEXATION
1. A map of the area of the proposed BloomField Annexation to the Town of Pinedale, Sublette County, Wyoming is attached.
2. The total estimated cost of infrastructure improvements required of all landowners by the annexing municipality; There are no costs required of the landowners as a result of the annexation. Any infrastructure improvements will be made at the election of the landowners within the annexed area and will not be required.
3. A list of basic and other services customarily available to residents of the Town of Pinedale and a timetable when these services will be available to the area proposed to be annexed is as follows; Customary services - Water, Sewer and Street maintenance. Water and Sewer will be installed by the developer during the summer of 2008. Streets will be constructed by the developer during the summer of 2008.
4. The projected annual fee or service cost for service cost for services described in Paragraph 3 above are;
Water Ð Commercial Hookup Fee - $500.00 to $2,500.00
Minimum Quarterly Service Fee $59.05 to $151.14 - Residential Hookup fee - $2,000.00
Minimum Annual Service Fee $236.20
Sewer - Commercial Hookup Fee - $500.00 to $2,500.00
Minimum Quarterly Service Fee - $33.04 to $85.26 - Residential Hookup fee - $2,000.00
Minimum Annual Service Fee - $133.60
5. The current and project property tax mill levies imposed by the Town of Pinedale;
Mill Levy Ð 8 (statutory maximum)
6. The cost of the infrastructure improvements required within the existing boundaries of the Town of Pinedale to accommodate the proposed annexation. There are no additional infrastructure improvements required within the Town of Pinedale to service the area to be annexed at this time.

NOTICE OF FINAL
PAYMENT TO CONTRACTOR
Notice is hereby given that Split Diamond Development, Inc., Redstone Corporation, and Vista Properties, LLC, have accepted work as completed according to the plans and specifications set forth in the Agreement between these Owners and HK Contractors, Inc. pursuant to the Project Manual for 2007 Pinedale Area Chip Seal Project, and that HK Contractors, Inc. is entitled to final settlement therefore. On November 21, 2007, being the forty-first day after the first publication of this Notice, the Owners will pay to HK Contractors, Inc. all amounts and balances due under said Agreement.

NOTICE OF FINAL PAYMENT TO CONTRACTOR
Notice is hereby given that Sublette County, Wyoming, has accepted work as completed according to the plans and specifications set forth in the Agreement between Sublette County and HK Contractors, Inc. pursuant to the Project Manual for South Paradise Road Overlay, and that HK Contractors, Inc. is entitled to final settlement therefore. On November 21, 2007, being the forty-first day after the first publication of this Notice, Sublette County will pay to HK Contractors, Inc. all amounts and balance due under said Agreement.

NOTICE OF FINAL PAYMENT TO CONTRACTOR
Notice is hereby given that Sublette County, Wyoming, has accepted work as completed according to the plans and specifications set forth in the Agreement between Sublette County and McMurry Ready Mix pursuant to the Project Manual for Horse Creek Road, and that McMurry Ready Mix is entitled to final settlement therefore. On November 21, 2007, being the forty-first day after the first publication of this Notice, Sublette County will pay to McMurry Ready Mix all amounts and balance due under said Agreement.

BEFORE THE OIL AND GAS CONSERVATION COMMISSION OF THE STATE OF WYOMING
The following matters will come before this Commission on TUESDAY, NOVEMBER 13, 2007, at 9:00 A.M., or as soon thereafter as the matters may be heard, or between the hours of 8:00 A.M. and 5:00 P.M. on any of the subsequent days during which the Commission remains in session at the office of the State Oil and Gas Supervisor, 2211 King Boulevard, Casper, Wyoming.
Cause No. 11, Order No. 2, DOCKET NO. 402-2007, brought on the Commission's own motion to ask Ultra Resources, Inc. to show cause as to why fines and penalties should not be levied for its failure to notify the Commission of its intent to spud, in derogation of Chapter 3, Section 22(c) of the Commission's Rules, the Stud Horse Butte 11D-23 well in Section 23, Township 29 North, Range 108 West, 6th P.M., Sublette County, Wyoming.
Cause No. 3, Order No. 2, DOCKET NO. 409-2007, brought on the application of Yates Petroleum Corporation for an order authorizing an exception location for the Blue Rim State #11 well to be located at surface 264 feet FNL and 1290 feet FEL, and bottom hole 60 feet FNL and 2360 feet FWL and drilled to the Lance Formation underlying Section 16, Township 30 North, Range 108 West, 6th P.M., Sublette County, Wyoming.
Cause No. 3, Order No. 1, DOCKET NO. 471-2007, brought on the application of Yates Petroleum Corporation for an order approving exceptions to the well location requirements of the WOGCC Rule Chapter 3, Section 2(a) and the Commission's Order in Docket No. 37-2006, and thus authorizing the drilling of up to sixteen (16) wells to the Lance pool per 160-acre quarter section, with the authorized additional wells to be located anywhere within a 160-acre quarter section provided that no well be drilled closer than 200 feet from the exterior boundary of the subject lands and further authorizing that no production limitations be imposed on the existing wells, not the authorized additional wells; all within Section 16, Township 30 North, Range 108 West, 6th P.M., Blue Rim area, Sublette County, Wyoming
Cause No. 1, Order No. 1, DOCKET NO. 475-2007, brought on the application of Whiting Oil and Gas Corporation for an order establishing approximate 160-acre drilling and spacing units for the Baxter and Frontier Formations underlying all of Section 21, Township 27 North, Range 111 West, 6th P.M.; authorizing up to four (4) wells to be drilled to the Baxter and Frontier Formations within each of these approximate 160-acre drilling and spacing units; and allowing commingling of production from the Baxter and Frontier Formations as to wells drilled on these spacing units; all in Sublette County, Wyoming.
Any interested party is entitled to appear at the aforesaid time and place to be heard by the Commission. The applications may be inspected in the office of the undersigned, 2211 King Boulevard, Casper, Wyoming, or on the Oil & Gas Commission website at http://wogcc.state.wy.us. If there are any protests, please make such known to the State Oil and Gas Supervisor at least three (3) working days before the hearing by filing a written objection.
