INVITATION FOR BIDS
CR 23-123 ROAD PROJECT
for
SUBLETTE COUNTY, WYOMING
Sealed BIDS are requested for work described in the project manual for the above named project prepared by Rio Verde Engineering, 201 West Pine Street, P.O. Box 642, Pinedale, Wyoming 82941.
Bids will be received by Rio Verde Engineering, until 3:00 PM local time on October 12, 2007, at which time said BIDS will be publicly opened and read aloud.
This project consists of excavating and placing 164,000 cubic yards of compacted fill, 19,000 tons of crushed base, 11,050 tons of asphalt, 16,000 cubic yards of pitrun, and 31,300 cubic yards of topsoil removal for 2.5 miles of new road construction for County Road 23-123 (Pinedale South Road).
A mandatory pre-bid meeting will be conducted at 1:00 P.M. local time on Thursday, October 4, 2007, at which time an on site inspection of the proposed work will be conducted and special considerations will be discussed. The meeting will be held at the office of Rio Verde Engineering. All prospective BIDDERS must attend this meeting.
Copies of the Project Manual and the Design Drawings specifying the work to be performed may be obtained from Rio Verde Engineering.
BIDDERS shall be required to accompany each bid with a BID Bond with sufficient surety, or a certified check, cashier’s check or bank draft upon some reputable bank payable to Sublette County for at least 10 percent of the total amount of the BID. The bond, check or bank draft shall be forfeited as liquidated damages, if the BIDDER, upon the letting of the contract to him, fails to enter into the contract within 7 days after it is presented to him for that purpose or fails to proceed with the performance of the contract. The Bid Bond, draft or check shall be retained by Sublette County until proper bond to secure performance of the contract has been filed and approved. All the above to be in accordance with 15-1-113, Wyoming Statutes, 2007.
The right is reserved by Sublette County to reject any and all BIDS, and to waive any irregularity or informality in the bidding. BIDS may not be withdrawn for thirty days after the date of opening.

A Final Account, which corresponds to a Decree of Distribution in the Wyoming probate process, was duly entered in said action 6/21/04. ELAINE S. Cause No. 6, Order No. 1, DOCKET NO. 362-2007, brought on the application of Ultra Resources, Inc. for an order from the Commission under the rules and regulations of the Underground Injection Control Program for an aquifer exemption for the Fort Union Formation in a one-quarter mile radius of each of the six proposed disposal wells – the Riverside 2-16 WDW, located in NW1/4 NE1/4 of Section 16; the Riverside 3-16 WDW, located in the NE1/4 NW1/4 of Section 16; the Riverside 5-16 WDW, located in the SW1/4 NW1/4 of Section 16; the Riverside 11-16 WDW, located in the NE1/4 SW1/4 of Section 16; the Riverside 12-16 WDW, located in the NW1/4 SW1/4 of Section 16; and the Riverside 13-16 WDW, located in the SW1/4 SW1/4 of Section 16; all in Township 31 North, Range 109 West, 6th P.M., Pinedale Anticline Field area, Sublette County, Wyoming; approval of use of the wells for disposal of water; and to take whatever other action the Commission deems appropriate.
Any interested party is entitled to appear at the aforesaid time and place to be heard by the Commission. ORDINANCE NO. _423_____ AN ORDINANCE OF THE TOWN OF PINEDALE, WYOMING AMENDING CHAPTER 6.04, SECTION 6.04.210, OF THE PINEDALE MUNICIPAL CODE BY ADDING AN ENHANCED PENALTY PROVISION FOR NUISANCE DOGS.
NOW, THEREFORE BE IT HERBY ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF PINEDALE, WYOMING, THAT CHAPTER 6.04, SECTION 6.04.210, OF THE PINEDALE MUNICIPAL CODE IS HEREBY AMENDED TO READ AS FOLLOWS:
6.04.210 Penalties.  Upon conviction of violation of any of §§ 6.04.020, 6.04.060, 6.04.120, 6.04.180, or 6.04.190 with respect to any dog which has not been spayed or neutered, the fine shall be not less than $100.00 nor more than $750.00.
B. Upon conviction for violation of §§ 6.04.020 or 6.04.060 with respect to any dog which has been spayed or neutered, the fine shall be as follows:
1. For first conviction, not less than $25.00 nor more than $750.00.
2. For second conviction, not less that $50.00 nor more than $750.00.
3. For third or subsequent conviction, not less than $100.00 nor more                              than $750.00.
C. Upon conviction for violation of § 6.04.205, the fine shall be as follows:
1. For first conviction, not less than $25.00 nor more than $750.00.
2. For second conviction, not less that $50.00 nor more than $750.00.
3. For third or subsequent conviction, not less than $100.00 nor more than $750.00.
D. In any court proceeding, it shall be presumed that the dog involved in any violation was not spayed or neutered unless the owner or other responsible person presents evidence that the dog was spayed or neutered at the time of such violation.
E. In addition to any other penalty which may be imposed, any person convicted three or more times of violation of any provision of this Chapter within any period of twenty-four consecutive months may have any held permit to keep a dog revoked and no new permit issued for one year thereafter.
This Ordinance shall be in full force and effect from and after passage on three readings and publication according to law.

ORDINANCE NO. _422_____
AN ORDINANCE OF THE TOWN OF PINEDALE, WYOMING AMENDING CHAPTER 6.04, SUB-SECTION 6.04.010 (B), OF THE PINEDALE MUNICIPAL CODE BY MODIFYING THE DEFINITION OF “RESTRAINT”.
NOW, THEREFORE BE IT HERBY ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF PINEDALE, WYOMING, THAT CHAPTER 6.04, SUB-SECTION 6.04.010 (B), OF THE PINEDALE MUNICIPAL CODE IS HEREBY AMENDED TO READ AS FOLLOWS:
B. “Control”.  To be under control a dog must be confined to the property of the owner, keeper or harborer of said dog; provided, dogs may be taken off the property of the owner, keeper or harborer when on a leash, no longer than 10 feet in length and under the control of a responsible person. Whether a person is responsible shall be determined by giving due consideration to the size and temperament of the animal.  This provision shall not apply to dogs confined in a vehicle, cage or similar enclosure or the bed of a pickup truck.
This Ordinance shall be in full force and effect from and after passage on three readings and publication according to law.

Public notice is hereby given that the following listed water users have completed the requirements of proof PRIVATE of appropriation and beneficial use of ground water for the following wells approved by the State Engineer. Pursuant to Section 41-4-511, Wyoming Statutes, 1977, the below listed proofs of appropriation will be held open for public inspection from 9:00 a.m. until 4:00 p.m. during October 15 through October 19, 2007, at the following location(s): 1. State EngineerÕs Office, Herschler Building, Cheyenne, Wyoming. 2. Office of the Division Superintendent, Town Hall, Cokeville, Wyoming.
