AN ORDINANCE ANNEXING ADJACENT AND CONTIGUOUS LAND (BLOOM RANCH ANNEXATION) TO THE TOWN OF PINEDALE, WYOMING, AND ESTABLISHING ZONING THEREFOR.
WHEREAS, all the owners of the real estate described herein have signed and filed with the Town a petition requesting annexation and zoning of said real estate; and
WHEREAS, after notice and hearing as required by law, the Town Council has, by resolution duly adopted on 12/11/06, found and certified that the conditions required by W.S. Sections 15-1-402 and 15-1-403 exist, and that annexation of the real estate is authorized by law;

NOTICE OF APPLICATION
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s Procedural Rules and Special Regulations, notice is hereby given of the application of Rocky Mountain Power a Power Cost Adjustment Mechanism (PCAM) rate increase in the amount of $2,837,251 pursuant to Rocky Mountain Power’s tariff Schedule 94.
Rocky Mountain Power (or the Company) is a public utility, as defined in W.S. § 37-1-101(a)(vi)(C), providing retail electric public utility service under certificates of public convenience and necessity issued by the Commission. Rocky Mountain Power is subject to the Commission’s jurisdiction under W.S. § 37-2-112.
The Company also provides retail electricity service under the name Rocky Mountain Power in the states of Utah and Idaho. The Company’s principal place of business in Wyoming is Casper. Rocky Mountain Power provides retail electricity service to approximately 132,000 customers in Wyoming.
On February 1, 2007, Rocky Mountain Power submitted an application, together with exhibits and revised sheets to its tariff Schedule 94, requesting a PCAM rate increase in the amount of $2,837,251 pursuant to the Company’s tariff Schedule 94 to reflect deferred Net Power Costs (NPC) for the period beginning July 1, 2006 through November 30, 2006. Rocky Mountain Power states that Deferred NPC have resulted from a number of factors including, but not limited to, higher Wyoming retail loads, higher coal prices, lower coal-fired generation during July 2006 when prices were very high, higher natural gas-fired generation and higher system balancing costs.
In the application, Rocky Mountain Power states that the Commission-approved stipulation in Docket No. 20000-230-ER-05 and tariff Schedule 94 require the Company to file its initial PCAM application on or before February 1, 2007 that compares adjusted actual total Company NPC for the time period beginning July 1, 2006 through November 30, 2006 to base total NPC of $336 million for this period.
Rocky Mountain Power states that, after giving effect to adjustments necessary for consistency with Commission-approved rate-making determinations of total Company NPC in previous rate cases, its total “Adjusted Actual NPC” for the period beginning July 1, 2006 and ending November 30, 2006 were approximately $396.8 million. Rocky Mountain Power’s application includes exhibits showing the Company’s calculation of its Deferred NPC Adjustment to rates pursuant to its tariff Schedule 94, including application of “Dead Band,” “Sharing Proportions,” and “Symmetrical Interest”; provision for an “Embedded Cost Differential Adjustment”; the allocation of the Deferred NPC Adjustment to Wyoming customers pursuant to the interjurisdictional allocation methodology known as the Revised Protocol; and the allocation of the adjustment to Rocky Mountain Power’s customer classes.

The following matters will come before this Commission on TUESDAY, MARCH 13, 2007, at 9:00 A.M., or as soon thereafter as the matters may be heard, or between the hours of 8:00 A.M. and 5:00 P.M. on any of the subsequent days during which the Commission remains in session at the office of the State Oil and Gas Supervisor, 2211 King Boulevard, Casper, Wyoming.
Cause No. 11, Order No. 1, DOCKET NO. 108-2007, brought on the Commission’s own motion to ask Ultra Resources to show cause as to why fines and penalties should not be levied for its failure to notify the Commission of its intent to spud, in derogation of Chapter 3, Section 22(c) of the Commission’s Rules, the Warbonnet 8A2-10D well in Section 10, Township 30 North, Range 108 West, 6th P.M; and the Warbonnet 15A1-4D well in Section 4, Township 30 North, Range 108 West, 6th P.M., and Stud Horse Butte 7A-23, Section 23, Township 29 North, Range 108 West, all in Sublette County, Wyoming.
Cause No. 11, Order No. 1, DOCKET NO. 109-2007, brought on the Commission’s own motion to ask Pacific Energy to show cause as to why fines and penalties should not be levied for its failure to notify the Commission of its intent to spud, in derogation of Chapter 3, Section 22(c) of the Commission’s Rules, the Paladin 15-18 well in Section 18, Township 27 North, Range 103 West, 6th P.M., Sublette County, Wyoming.
Any interested party is entitled to appear at the aforesaid time and place to be heard by the Commission. The applications may be inspected in the office of the undersigned, 2211 King Boulevard, Casper, Wyoming, or on the Oil & Gas Commission website at http://wogcc.state.wy.us. If there are any protests, please make such known to the State Oil and Gas Supervisor at least three (3) working days before the hearing by filing a written objection.
