OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
FEBRUARY 6, 2007
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse in Pinedale, Wyoming, on this date at 9:00 a.m. with Bill Cramer, John Linn, Joel Bousman, Cat Urbigkit, representing the Sublette Examiner, and Mary Lankford, County Clerk present.
Chairman Cramer led those present in the Pledge of Allegiance.
The minutes of the preceding regular meeting of January 23, 2007, were approved and ordered filed on motion by Commissioner Linn and seconded by Commissioner Bousman. The motion carried.
Carmel Kail, representing the Transportation Plan Work Group, reviewed the group’s progress. It was reported that there is little need for the plan for WYDOT and the County, but that the Towns could benefit from the plan development. The Board supported continuing the group’s activities for the Towns.
Butch Penton, Road & Bridge Superintendent, reported on gravel pits and chip sealing the Daniel Merna Road.
It was moved by Commissioner Linn and seconded by Commissioner Bousman to adopt Resolution No. 07-970C adopting the Jensen Alteration to the Paradise County Road No. 23-136. The motion carried.
The Board approved and signed a letter to the BLM concerning the Willow Lake County Road No. 23-119 Extension and its RS 2477 status.
Sealed bids were opened for the sale of a 2001 770 John Deere Motor grader. Two bids were received. It was moved by Commissioner Linn and seconded by Commissioner Bousman to award the bid to Willard Binning for the amount of $86,505.00. The motion carried.
It was moved by Commissioner Bousman and seconded by Commissioner Linn to recess the meeting into Executive Session to review the applicants for appointment to the Class II Road Committee. The motion carried. Cat Urbigkit, representing the Sublette Examiner, stated her objection to the Executive Session.
It was moved by Commissioner Bousman and seconded by Commissioner Linn to reconvene the meeting.
It was moved by Commissioner Bousman and seconded by Commissioner Linn to appoint the following to the Class II Road Committee:
1-year term, Bob McCarty
2-year term, Rick Johnson
3-year term, Kristel Blair
The motion carried.
Wendi Schwartz expressed her dissatisfaction with the Recycling Center, its staff, and its erratic pickup schedule. Sue Kramer presented a letter regarding recycling.
Sheriff Bardy Bardin and Undersheriff Jim Whinnery requested two more patrol positions. It was moved by Commissioner Bousman and seconded by Commissioner Linn to approve the request. Representatives of the producers were present to support the request.
Bardin discussed funding for a study of the purchase of a helicopter by the State for search and rescue for five counties, inclusion of the Aspen Ridge repeater in WyoLink, office space, and repair of the microwave system.
Tony Chambers, representing Chambers Design-Build, reviewed the bids for the Sand Draw Project. The Board approved the bids and signed the contract for Chambers’ services for the project. Chambers reported on the completion of the County Shop, and progress on the Sand Storage Building, Pinedale Ambulance Barn, Visitors Center, Rendezvous Pointe Garage, and the SAFV building.
Bart Myers, County Planner, and Keith Rainey, County Sanitarian, reviewed activities and fees. The Board requested fee adjustments with budget proposals. Commissioner Bousman discussed a building inspector. The Board approved an advertisement concerning the availability of GIS information on the County website.
Frank James, Fairgrounds Manager, discussed the Fairgrounds master plan, garage construction, lawn, and the high school rodeo.
It was moved by Commissioner Linn and seconded by Commissioner Bousman to change the March 6th meeting to March 9th, due to NACO meetings in Washington, DC. The motion carried.
It was moved by Commissioner Linn and seconded by Commissioner Bousman to change the April 17th meeting to April 13th. The motion carried.
The Board met with Circuit Court Judge Curt Hawes.
County Attorney Ralph Boynton and Drug Court Coordinator Kathy Anderson reported on the activities of the Drug Court and formulation of the Juvenile Drug Court.
The Board discussed recent Supreme Court decisions concerning the Department of Revenue with John McKinley, of Davis and Cannon, by conference call.
It was moved by Commissioner Linn and seconded by Commissioner Bousman to recess the meeting into Executive Session to continue a conference call with John McKinley of Davis & Cannon to discuss ongoing litigation.
It was moved by Commissioner Linn and seconded by Commissioner Bousman to reconvene the meeting.
Vern Cox, Director of High Country Counseling, expressed his support of the Sublette County Drug Court and discussed staffing and funding.
Darrell Walker, representing the Conservation District, discussed air quality monitoring on the western portion of the County. The Board requested Walker to return with a proposal.
The Board signed a contract with High Country Counseling for mental health services.
The Board referred a lease proposal from Dolar Energy, LLC for an oil and gas lease on County property in Section 5, T33N, R109W, to the County Attorney.
The Board approved and signed a Contract for Sale with William Robert and Helen Tanner for eight lots in Marbleton for the Marbleton Clinic site.
