PUBLIC NOTICE
Pursuant to the Wyoming Weed and Pest Control Act of 1973 (W.S. 11-5-101 through 11-5-303), notice is hereby given to solicit nominations for appointment to the Sublette County Weed and Pest Control District. Appointments will be made at the regular meeting of the Board of County Commissioners on Tuesday, January 16, 2007, at 10 a.m. in accordance with W.S. 11-5-104. Prior to appointment, the nominee for Director shall submit a petition signed by at least ten (10) landowners, to the Office of the County Clerk, by 5 p.m., Wednesday, Jan. 10, 2007. Appointments will be made to the following districts: Pinedale and At-Large.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
DECEMBER 5, 2006
The Board of County Commissioners met in regular session in the Sublette County Courthouse in Pinedale, Wyoming, on this date at 9:00 a.m. with Betty Fear, Bill Cramer, John Linn, Cat Urbigkit, representing the Sublette Examiner, Annie O’Brien of the Pinedale Roundup, and Mary Lankford, County Clerk present.
Chairman Fear led those present in the Pledge of Allegiance.
The minutes of the preceding regular meeting of Nov. 21, 2006, were approved and ordered filed on motion by Commissioner Linn and seconded by Commissioner Cramer. The motion carried.
The official bond for Robert Cordes, Treasurer for the Boulder Lake Ranch Service and Improvement District, in the amount of $5,000; Randy Bolgiano, Treasurer for the Boulder Volunteer Fire Department, in the amount of $5,000; Patrick C. Mattimoe, Secretary Treasurer for the Shelter Park Improvement District, in the amount of $25,000; and Greg Ptasnik, Treasurer for the Sublette County Lodging Tax Joint Powers Board, in the amount of $5,000 were approved and ordered filed with the County Treasurer.
Butch Penton, Road & Bridge Superintendent, reported on work at the Pinedale Gun Club, the McGinnis project, snow plowing, and wetland mitigation. The Board approved a request to allow access to fuel and maintain Rural Health Care vehicles.
The Board reviewed an easement from the Rocky Mountain Elk Foundation for the LaBarge Creek County Road No. 23-138 and decided to refuse the easement.
Carmel Kail discussed the WYDOT Transportation Plan and funding. Comments in support of continuing the planning were made by Charles Price and Tom Curry. The Board advised Kail to have the group meet once and prepare a draft scope of work for the Board to review.
It was moved by Commissioner Linn and seconded by Commissioner Cramer to approve the traffic study signed by Sheriff Bardy Bardin establishing the speed limit on Meadowlark Lane and Iroquois Trail. Speed limit signs will be posted.
Bob McCarty discussed Class II roads.
Garry Eiden, Sr. informed the Board that the Pinedale Transfer Station needs to be enlarged and that the Board needs to review the fees for private contractors. Paint and Freon disposal was discussed.
Ana Cuprill and Gail Randall, representing the Discovery Center, discussed purchasing the land where the Center is located. It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve the purchase of $70,000 and authorize the County Clerk to act on behalf of the County at the closing. The motion carried.
Tony Chambers, representing Chambers Design-Build, Inc., reported on the County Shop project. It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve Change Order #3 in the amount of $81,411.51 for a roll-up shutter, additional air lines, and additional copper cost. The motion carried. Chambers reported on the Sand Storage building, Pinedale Ambulance Barn, Visitor’s Center, and Rendezvous Pointe Garage.
Chairperson Fear reported on the Wyoming County Commissioners Association meetings in Cody.
In accordance with the public notice published in the Sublette Examiner on Nov. 16, 2006, public hearing was held for the following:
It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve the final plat for Duck Creek Subdivision, Patricia Sterck, applicant, to subdivide 66.09 acres, more or less, zoned R-R 5 district, into 11 lots with an average density of 6.61 acres, located in Section 6, T33N, R109W. The motion carried.
Bernard Andres, and Jack Livingood of Big “D” Builders, introduced themselves and discussed development of local property.
Rick Hoffman, Waste Management Superintendent, with Craig McOmie and Bob Doctor of DEQ, discussed the Integrated Solid Waste Management Plan. Lining, operation costs, and recycling were discussed.
Frank Grimes and Phil Gear, representing Nelson Engineering, discussed the working plan for ground water monitoring. Estimated costs of monitoring well, including drilling and mobilization, and reduction in number of wells for Daniel and Pinedale No. 1 Landfills were discussed.
The Board decided to issue a request for proposal for the pickup and disposal of animal carcasses.
Frank James, Fairgrounds Manager, reported on clean up at the Ag. Center, the High School rodeo fees, and summer help.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to authorize the donation of 16 hours of sick leave per employee to Robin Woffinden. The motion carried.

NOTICE OF PUBLIC HEARING
RELATING TO WATER RIGHTS
IN THE MATTER OF petition docket IV-2006-2-11 before the Wyoming State Board of Control by Thomas Worden involving another 7.9-acres of his portion of the W.P. Dew water right appropriation diverting from Rock Creek, tributary of Green River north of Cora with priority of August 22, 1923.
The petition seeks to CHANGE THE POINT OF DIVERSION AND MEANS OF CONVEYANCE of this portion of Permit 16654 from Rock Creek Ditch diverting in Section 26, T38N R110W, to the Worden Pipeline No. 3 pumping about 1/2-mile downstream on Green River in Section 35 of said Township, leaving unchanged the 34.4-acre balance of other owners remaining in Rock Creek Ditch.
Said petition has been referred to the undersigned for public hearing to satisfy remaining consents as provided for by law under Wyoming Statute 41-3-114.
NOW THEREFORE, a public hearing will be held in the Town Hall of Pinedale at 210 W Pine on Tuesday, Jan. 23, 2007 at 11 a.m., at which time anyone whose recorded water right will be injured by the granting of said petition may appear and submit testimony in protest.
Anyone intending to protest should notify this office in advance and be prepared to identify their recorded water right(s) and show injury thereto. Questions may be directed to this office or to the local Hydrographer-Commissioner, Jeff Davis, at 367-2663. Anyone requiring auxiliary aids for disabilities should contact this office in advance. The Board of County Commissioners, Sublette County, Wyoming, will be accepting bids for the sale of a 2001 770 John Deere Motorgrader. The unit is equipped with a wing and plow snow equipment with 5500 hours. Minimum bid is $84,000.00, with payment due from the successful bidder, in certified funds, by January 15, 2007.
