The Board of County Commissioners of the County of Sublette has decided to alter or vacate part of the WILLOW CREEK COUNTY ROAD No. 23-110 through the E1/2SW1/4 and W1/2SE1/4, Section 33, T34N, R109W.

NOTICE OF INTENT TO SUBDIVIDE
PUBLIC NOTICE
John J. Chrisman and Penny L. Chrisman will file an application for subdivision with the Sublette County Planning and Zoning Commission within NE1/4NE1/4 of Section 24, T29N, R112W and Lot 1 (NW1/4NW1/4) of Section 19, T29N, R111W, Sublette County, Wyoming. Said land is located near the Big Piney – Calpet County Road No. 23-134, 3.3 miles south and 1.3 miles southwesterly of the Town of Big Piney, encompassing five (5) acres and is zoned R-R 5.

PUBLIC NOTICE
The Sublette County Planning & Zoning Commission will meet on Thursday, January 18, 2006, at 7:00 p.m. in the Sublette County Courthouse, Pinedale, Wyoming. At this time, a public hearing will be held to consider the following applications:
AGENDA
1. Request for Minor Subdivision approval, pursuant to Chapter VI of the Sublette County Subdivision Resolution, entitled Minor Subdivision, by John and Penny Chrisman. The application proposes the creation of a five (5) acre lot on a parcel zoned Rural Residential 5 (one dwelling unit per five acres is allowed). Additionally, John and Penny Chrisman are requesting a Variance, pursuant to Chapter VI of the Sublette County Zoning and Development Regulations to allow a license from the Bureau of Land Management of twenty (20) feet to sever as access for a Minor Subdivision lot, where the County Subdivision Resolution requires an access easement of forty (40) feet for a Minor Subdivision. The parcel subject to the Minor Subdivision and Variance applications is located in Sections 24 and 19; Township 29N; Range 112W; generally described as South Piney County Road 23-151 and being approximately 1.3 miles west of U S Highway 189.
2. Request for Change in Zoning District Boundary approval, pursuant to Chapter VIII of the Sublette County Zoning and Development Regulations, entitled Administration; by the Ronald Gordon. The application proposes changing the zoning for a 40 acre parcel from Agricultural to Light Industrial in order to develop the parcel with a fabrication/rental yard, maintenance shop and office, recycling/salvage yard and temporary workers camp. The parcel subject to the change in zoning district boundary application is located in Section 3; Township 30N; Range 111W; generally described as 34 Energy Road and being approximately 5.3 miles north of Marbleton/Big Piney and located on the east side of U S Highway 189.
3. Request for Change in Zoning District Boundary approval, pursuant to Chapter VIII of the Sublette County Zoning and Development Regulations, entitled Administration; by the Mike and Laurie McClain. The application proposes changing the zoning for a 5.22 acre parcel from Agricultural (one dwelling unit per 35 acres allowed) to Rural Residential (one dwelling unit per two net acres allowed) in order to subdivide the 5.22 acres into two lots. The parcel subject to the change in zoning district boundary application is located in Section 29; Township 109N; Range 34W; generally described as 188 Ehman Lane (County Road 23-144) and being approximately 1.8 miles north of the intersection of Ehman Lane and U S Highway 191.
4. Request for Condition Use approval, pursuant to Chapter V of the Sublette County Zoning and Development Regulations, entitled Conditional Uses, by Teletractors Incorporated. The application proposes the renewal of an existing Conditional Use Permit for a commercial gravel operation, to include screening and crushing in the Agricultural zoning district. The parcel subject to the proposed Conditional Use is located in Sections22 and 23, Township 33N, Range 109W; generally described as the Hagenstein property located at 9615 U S Highway 191 and being located approximately 2.7 miles south of Pinedale at mile post 96.

COUNTY OF SUBLETTE) ss.
TOWN OF PINEDALE)
The Town Council of the Town of Pinedale met in regular session Monday, November 27, 2006, at 5:30 p.m., in the Town Hall. Those in attendance: Jim Parker, Pinedale Airport Manager; Paul Rock; Frank Grimes, representing Nelson Engineering; Ed Wood, Town Attorney; Doris Woodbury and Vern McAdams, representing Sublette County School District #1; Julie Early, Animal Control Officer; Meghan Jacquet, Pinedale Planning and Zoning Administrator; Ron Brown and Randy Hubbard, representing the Public Works Department; Raz Rasmussen and Gilmer Mickey, representing Pinedale Natural Gas; Mark Eatinger, representing Rio Verde Engineering; John Godfrey, representing Sublette County Joint Tourism Promotion Board; Ben Cannon, representing the Pinedale Roundup; and Cat Urbigkit, representing the Sublette Examiner.
Mayor Smith brought the meeting to order. Present on Roll Call: Gary Heuck, David Smith Stephen Smith and Nylla Kunard. Not present: Chris House.
Motion by David Smith to approve the minutes of the October 30th and November13th meetings as written. Motion seconded. Motion carried unanimously.
Julie Early, Animal Control Officer, reported the monthly activities of the animal control department.
Ron Brown, Public Works Director, reported the monthly activities of the public works department.
After discussion motion by David Smith to let the town employees put in for their comp time. Motion seconded. Motion carried unanimously. Motion by Heuck to allow the town employees to have December 26th and January 2nd off for the holidays. Motion seconded. Motion carried unanimously.
Meghan Jacquet, Planning and Zoning Administrator, presented Sublette Center’s, 333 North Bridger Avenue, building permit application for an addition to the kitchen in the amount of $955,000.000. Jacquet informed the Council the building permit application had been addressed in the May 1, 2006, Planning and Zoning Meeting, the Board had approved the building application in the amount of $235,600.00 and recommended waiving the building permit fee. Jacquet explained the building plans had not changed but the increase was because of the cost of the materials. After discussion motion by David Smith to waive the building permit fee and approve the building permit for Sublette Center’s kitchen addition in excess of $500,000.00. Motion seconded. Motion carried unanimously.
Jim Parker, Pinedale Airport Manager, reported the activities of the airport board. After discussion motion by David Smith to approve a three year cooperative agreement between the Pinedale Airport Board and the Wyoming Department of Transportation Aeronautics Division for the Wyoming Department of Transportation’s Pavement Maintenance Program. Motion seconded. Motion carried unanimously. John Godfrey, representing the Sublette Joint Tourism Promotion Board, gave an update on the new visitor’s center project. Godfrey, as a concerned citizen, discussed his concerns with the number of inquiries received about potential additional hotels and motels, adding his concerns with what the town will be like once the natural gas boom is over. Godfrey asked the Council to consider imposing a moratorium on any further construction of motels and hotels within town limits until a master plan for such development could be put in place. After lengthy discussion no action was taken.
Doris Woodbury and Vern McAdams, representing Sublette County School District #1, and Frank Grimes, representing Nelson Engineering, were present to discuss the town accepting the water line and sewer line installed in the new bus barn project. Ron Brown, Public Works Director, stated the town requires all water lines to be looped and this line is not, Brown recommended the Council decline acceptance. Grimes discussed the town accepting the maintenance of the sewer line and lift stations. Ed Wood, Town Attorney, informed the Council the lift stations had to be in the road right-of-way, so the issue was the fact that they encroach into the extension of the street as it normally would be constructed in a straight line. After lengthy discussion Council agreed that until such time the water line is looped the town is not willing to accept the line and they will address the issue of the vaults encroaching into the build able area of Wilson Street after the water line is looped.
Motion by Heuck to approve the Application for 24 Hour Catering/Malt Beverage Permit for the Corral Bar for Saturday December 2nd at Rendezvous Pointe for Black Horse Construction. Motion seconded. Motion carried unanimously.
Motion by David Smith to approve the Application for 24 Hour Catering/Malt Beverage Permit for the Corral Bar for Wednesday December 6th at Rendezvous Pointe for Encana. Motion seconded.
Gilmer Mickey, representing Pinedale Natural Gas, informed the Council, Wilson Brothers Construction had damaged a gas line while working on the Tyler Avenue Waterline Rehabilitation Project and an agreement on facts and compensation have not been reached . Council agreed to have Rio Verde Engineering write a letter to resolve the issue.
Motion by David Smith to approve Ordinance 400, an Ordinance of the Town of Pinedale, Wyoming creating Section 16.52.080 of the Pinedale Municipal Code relating to a filing fee and cost recovery for Annexation Applications, on the first reading. Motion seconded. Motion carried unanimously.
Mayor Smith recommended the appointments of Town Clerk/Treasurer, Patty Racich; Town Engineer, Eugene Ninnie; Town Attorney, Ralph C. Wood; and Municipal Judge, Ruth Neely. Motion by David Smith to approve Mayor Smith’s recommendations. Motion seconded. Motion carried unanimously.
After discussion motion by Heuck to approve payment of $2,160.00 to the Wyoming Department of Transportation for crushed rock and crushed fines from the Speedway Pit outside of Boulder used for the Tyler Avenue Sewer and Water Rehabilitation Project. Motion seconded. Motion carried unanimously.

ORDINANCE NO. 2007-400
AN ORDINANCE OF THE TOWN OF PINEDALE, WYOMING CREATING SECTION 16.52.080 OF THE PINEDALE MUNICIPAL CODE RELATING TO A FILING FEE AND COST RECOVERY FOR ANNEXATION APPLICATIONS.
NOW, THEREFORE BE IT HEREBY ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF PINEDALE, WYOMING, THAT SECTION 16.52.080 OF THE PINEDALE MUNICIPAL CODE IS HEREBY CREATED TO READ AS FOLLOWS:
16.52.080 Filing Fee / Costs. Every annexation petition shall be accompanied by a filing fee of $500.00. In addition an applicant shall reimburse the Town for all costs that the Town shall incur in regard to any annexation petition, including but not limited to publication costs, and engineering and legal review.
This Ordinance shall be in full force and effect from and after passage on three readings and publication according to law.
