HEREBY TAKE NOTICE:
Under and by virtue of a Judgment And Decree Of Foreclosure issued out of the District Court of the Ninth Judicial District in and for Sublette County, State of Wyoming, on 10/18/06, in the above entitled action, wherein the FIRST NATIONAL BANK OF PINEDALE obtained Judgment in the amount of $231,040.96, plus continuing costs and interest, against Defendants, LYLE THOMAS STEPHENS, JR., a/k/a LYLE T. STEPHENS, JR., and KAROLYN J. STEPHENS a/k/a KAROL J. STEPHENS, I am commanded to sell the following parcel of property, to-wit:
Lot Eight (8) of the Redstone Seventh Addition to the Town of Pinedale, Sublette County, Wyoming as the same appears on the official map or plat thereof filed for record in the office of the County Clerk and Ex-Officio Register of Deeds for Sublette County, Wyoming;
TOGETHER WITH all improvements and appurtenances thereunto appertaining;
SUBJECT TO reservations and restrictions contained in the Untied States patents or of record, to easements and rights-of-way of record or in use and to prior mineral reservations of record.
Notice is hereby given that on Tuesday, November 28, 2006, at the south front door of the Sublette County Courthouse, in the Town of Pinedale, State of Wyoming, at the hour of 10:00 A.M., I will in accordance with said Judgment And Decree Of Foreclosure, sell the above described tract of property and apply the proceeds to satisfy the Judgment of the FIRST NATIONAL BANK OF PINEDALE, said tract shall be sold to the highest bidder for cash, certified funds or other funds acceptable to the undersigned. The purchaser at said sale will be entitled to a Certificate of Sale on the date of the sale and a Sheriff’s Foreclosure Deed at the end of the statutory redemption period if the property is not redeemed during said redemption period.
The Property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale and any perspective purchaser should research the status of title before submitting a bid.

NOTICE OF APPLICATION FOR DECREE ESTABLISHING RIGHT AND TITLE TO REAL PROPERTY
TO ALL PERSONS INTERESTED IN SAID ESTATE:
You are hereby notified that on Nov. 8, 2006, CHARLOTTE L. BRINKERHOFF filed an Application For Decree Establishing Right And Title To Real Property requesting that the court enter a decree setting over certain real property from LINNIE P. LAIN to CHARLOTTE L. BRINKERHOFF, KAY LAIN, RON LAIN, BOB LAIN and DON LAIN.
In said application CHARLOTTE L. BRINKERHOFF alleges:
1. That the decedent, LINNIE P. LAIN, died on Dec. 24, 1999, in Teton County, State of Wyoming leaving real property owned in her name in Sublette County, Wyoming; that CHARLOTTE L. BRINKERHOFF, KAY LAIN, RON LAIN, BOB LAIN and DON LAIN are the surviving children of the decedent and that the decedent died intestate.
2. That CHARLOTTE L. BRINKERHOFF, KAY LAIN, RON LAIN, BOB LAIN and DON LAIN are the children of the decedent and the sole heirs at law of decedent. The decedent left no surviving spouse.
3. That thirty (30) days have elapsed since the death of the decedent.
4. That the entire estate of the decedent, both real and personal, did not exceed One Hundred Fifty Thousand and NO/100 ($150,000.00) dollars.
5. That no application for appointment of a personal representative for the estate of the decedent is now pending or has been granted in any jurisdiction.
6. That the decedent owned certain real property in Sublette County, Wyoming, to-wit:
Lots Seventeen (17), Eighteen (18), Nineteen (19) and Twenty (20), Block Nine (9) of the C.P. MacGlashan’s, First Filing, Addition to the Town of Big Piney, Sublette County, Wyoming as the same appears on the official map or plat thereof as filed for record in the office of the County Clerk and Ex-Officio Register of Deeds for Sublette County, Wyoming;
TOGETHER WITH all improvements and appurtenances thereunto appertaining;
The value of this property is less than One Hundred Fifty Thousand and NO/100 ($150,000.00) Dollars.
7. That CHARLOTTE L. BRINKERHOFF, KAY LAIN, RON LAIN, BOB LAIN and DON LAIN are entitled to have said real property set over to them due to the laws of intestate succession in Wyoming.
8. That there are no other distributees or heirs of the decedent having any right to succeed to said real property under probate proceedings.
Anyone having an objection to said application should file it with the Clerk of District Court, Sublette County, Wyoming prior to 12/1/06.

PUBLIC NOTICE
The Sublette County Planning and Zoning Commission will meet on Thursday, Dec. 21, 2006, at 7 p.m. in the Sublette County Courthouse, Pinedale, Wyoming. At this time, a public hearing will be held to consider the following applications:
AGENDA
1. Request for change of zoning district boundary; pursuant to Chapter VIII of the Sublette County Zoning and Development Regulations, entitled Administration; by Robert Norrell to rezone 61 acres from Agricultural (one dwelling unit per 35 acres) to Rural Residential 20 (one dwelling unit per 20 acres), in order to divide the parcel into two (2) thirty (30) acre tracts. The parcel subject to the proposed change in zoning district boundary is located in Section 28, Township 32N, Range 111W; generally described as the west side of U.S. Highway 189 north of the intersection of U.S. Highway 189 and Cottonwood Ryegrass County Road 23-117 and being located approximately 11 miles north of Marbleton/Big Piney.
2. Request for change of zoning district boundary; pursuant to Chapter VIII of the Sublette County Zoning and Development Regulations, entitled Administration; by the Town of Pinedale/Airport Board to rezone the 400-acre airport property from Light Industrial to Heavy Industrial, in to allow structures to be built up to a maximum height of fifty (50) feet. The parcel subject to the proposed change in zoning district boundary is located in Section 15, Township 33N, Range 109W; generally described as Ralph Wenz Field-Pinedale Airport, located on the south side of U.S. Highway 191 and being approximately 5 miles southeast of the Pinedale Town limits.
3. Request for a variance by Tertia Leo; pursuant to Chapter VI of the Sublette County Zoning and Development Regulations, entitled Variances; to allow for the construction of a bedroom addition onto an existing dwelling. The proposed bedroom addition would encroach eight (8) feet into the required forty (40) foot rear setback; as established by Chapter III, Section 4 of the Sublette County Zoning and Development Regulations. The Leo property is located in Section 27, Township 33N, Range 111W; generally described as 42 Wyoming State Highway 354 9Lot 2 Silver Sage Lot Division) and being on the north side of Highway 354 approximately 0.3 miles west of the intersection of Highway 354 and US Highway 189-191.
4. Request by Michael Davis for a vacation/modification to a filed plat; pursuant to Chapter IV of the Sublette County Subdivision Resolution, entitled Final Plat in order to reduce the Frontage Road easement width from 60’ to 45’ in a southerly direction for approximately 651 feet from the intersection of Blair Road and Frontage Road and a variance request; pursuant to Chapter VI of the Sublette County Zoning and Development Regulations, entitled Variances to allow for a front setback of 0’ feet for an accessory structure where 30’ is required; as established by Chapter III, Section 4 of the Sublette County Zoning and Development Regulations. The subject property is located in Section 32, Township 33N, Range 108W; generally described as 1 Frontage Road (Lot 62 Big Country Ranches Fourth Filing Unit A), being on the northeast side of Highway 191 approximately 7.6 miles south of Pinedale.
5. Request for a vacation/modification to a filed plat; pursuant to Chapter IV of the Sublette County Subdivision Resolution, entitled final plat and a request for preliminary plat approval; pursuant to Chapter III of the Sublette County Subdivision Resolution, entitled Preliminary Plat for Al and Carolyn Carollo to subdivide Tract 4 of the Cooley Sixth Subdivision into two lots of 2.44 acres and 2.42. Tract 4 of Cooley Sixth Subdivision is zoned Rural Residential (one dwelling unit per two acres net). The parcel subject to the proposed vacation/modification and subdivision is located in Section 3, Township 33N, Range 109W (Tract 4 Cooley Sixth Subdivision); generally described as 17 Pinedale South County Road 23-123 (Tyler Avenue) and being on the east side of Pinedale South County Road 23-123 (Tyler Avenue) immediately adjacent to the Pinedale town limits.
6. Request for conditional use approval; pursuant to Chapter V of the Sublette County Zoning and Development Regulations, entitled Conditional Uses; by Joella Dugan to operate an industrial transportation parking facility, as provided in Chapter II, Section 3 of the Sublette County Zoning and Development Regulations in the general commercial zoning district. The parcel subject to the proposed conditional use is located in Section 25, Township 33N, Range 109W; generally described as Lot 1 Cobblestone Subdivision and being located on the north side of U.S. Highway 191 approximately 4.9 miles southeast of the Pinedale town limits.
7. Request for change of zoning district boundary approval by Mary Ann Menster to rezone 4 acres from Agricultural (one dwelling unit per 35 acres) to Residential (residential within one mile of the limits of incorporated towns with one dwelling unit per 6,000 square feet permitted as an outright use and multiple family units permitted as conditional uses). The property is located on the west side of Willow Lake County Road, immediately adjacent to the Pinedale town limits in Section 33; Township 34N; Range 109W. The purpose of the proposed change in zoning district boundary is to adjoin the property with the proposed 83 lot Trails Creek Subdivision (WYBAL, LLC - John Vogt, managing partner).

ORDINANCE NO. 2006-399
AN ORDINANCE OF THE TOWN OF PINEDALE, WYOMING AMENDING SECTION 15.04.040 OF CHAPTER 15.04 OF THE PINEDALE MUNICIPAL CODE TO ESTABLISH A TIME FRAME FOR FILING BUILDING PERMIT APPLICATIONS WHICH MUST BE REFERRED TO THE PLANNING AND ZONING COMMISSION OF THE TOWN OF PINEDALE.
NOW, THEREFORE BE IT HEREBY ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF PINEDALE, WYOMING, THAT SECTION 15.04.040 OF CHAPTER 15.04 IS HEREBY AMENDED TO READ AS FOLLOWS:
15.04.040 Application A building permit may be applied for by submitting a properly completed application along with the required fee to the town clerk. All applications shall be on forms provided by the clerk. The clerk shall review all applications for compliance with the ordinances of the town and shall act promptly upon any permit application filed. The clerk may refer the application to the public works supervisor, the town attorney, the town engineer or the Planning and Zoning Commission for review and advice. The clerk shall refer all building permit applications for property located in the C-1 and C-2 zone districts to the Planning and Zoning Commission for review and advice. The Planning and Zoning Commission shall consider any application referred to it for review and advice at a public meeting and may require the applicant or the applicant’s representative to attend such meeting. After all required reviews, if the clerk finds the application in substantial compliance with the ordinances of the town, a permit shall be issued. Any modification of change in the permitted project shall require the issuance of an amended building permit which shall require a new application which shall be treated as an initial application for a building permit. If an application is denied by the clerk, the specific reasons for said denial shall be provided to the applicant in writing. Any applicant denied a permit may request that said application be considered by the town council. Any such requests shall be made in writing.
Any application for a building permit which is required referred to the Planning and Zoning Commission for review and advice under this section must be received, together with all supporting documents required by town ordinance, by the town clerk at least fourteen (14) days prior to any meeting of the Planning and Zoning Commission at which it is to be reviewed.
This ordinance shall be in full force and effect from and after passage on three readings and publication according to law.
