JOINT BIG PINEY-MARBLETON AIRPORT BOARD
BIG PINEY AIRPORT
SUBLETTE COUNTY, WYOMING
The Joint Big Piney-Marbleton Airport Board will accept proposals from Design-Build firms until 11 a.m. MDT, Tuesday, Nov. 14, 2006, for design and construction of a 150’ x 150’ facility for hangar and office space for the Big Piney Airport (BPI).
Proposals shall include professionally developed plans which include contact information for all involved parties, including all bidders, manufacturers, installers, contractors, etc. A minimum of five (5) copies of the proposal are required and proposals should contain the following:
- Building design and preliminary schematics
- Type of building
- Materials used in construction
- Exterior and roof colors
- Total design and construction cost
- Any other items for Joint Big Piney-Marbleton Airport Board consideration
This project shall consist of the design and construction of a single 150’ x 150’ facility that includes a 100’ x 150’ (15,000 SF) hangar area for aircraft storage and maintenance plus a 3,700 SF minimum area dedicated to maintenance operations and storage plus another 3,700 SF area dedicated to two-story FBO/office space. Exhibit 1 includes location information and Exhibit 2 includes information depicting the representative type, size, and style of the hangar desired. These supplemental exhibits can be obtained from Armstrong Consultants, Inc. at the address below.
After selection of a bidder, final improvement plans, reports, and specifications shall bear the seal and signature of the professional engineer responsible for their preparation. Vertical portions will be stamped by an architect, electrical, and mechanical engineer. These plans must contain details pertaining to site drainage, specific site layout, construction details, fire protection systems, utility improvement plans, building design, architectural profiles showing shape and colors, and any other specific items as may be reasonably required by the county. Bidder is responsible for obtaining all necessary permits.
The Joint Big Piney-Marbleton Airport Board reserves the right in its sole discretion to reject all or portions of any or all proposals, to waive irregularities and technicalities, to re-advertise, negotiate, or to proceed to provide the service otherwise in the best interest of the Board and the Big Piney Airport. The Joint Big Piney-Marbleton Airport Board may at its sole discretion modify or amend any and all provisions therein. The Joint Big Piney-Marbleton Airport Board may seek additional information it deems necessary from any proposer, and may require a bond or other guarantee deemed appropriate by the board. By submitting a proposal, the proposer acknowledges and agrees that it shall have no cause of action against the Joint Big Piney-Marbleton Airport Board or Sublette County, whatsoever, in regard to the evaluation and award of proposals herein.
Selection will be based on the determination by the airport board of the proposer most likely to deliver the project in a time frame, with time being of the essence, and at the best value and level of quality that is most advantageous to the Airport. Upon approval by the airport board, staff will notify the proposer that is most qualified and the Joint Big Piney-Marbleton Airport Board will immediately commence negotiations with the successful proposer. If an acceptable agreement cannot be negotiated with the successful proposer, negotiations will be terminated and will commence with the second highest-ranked proposer, and so on until the process is concluded.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
NOVEMBER 1, 2006
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse in Pinedale, Wyo., on this date at 9 a.m. with Betty Fear, Bill Cramer, John Linn, Janet Montgomery of the Sublette Examiner, Annie O’Brien of the Pinedale Roundup, and Mary Lankford, county clerk, present.
Chairman Fear led those present in the Pledge of Allegiance.
The minutes of the preceding regular meeting of Oct. 17, 2006, were approved and ordered filed on motion by Commissioner Linn and seconded by Commissioner Cramer. The motion carried.
Ed Wood, representing the Town of Pinedale and Pinedale Airport Board, reported that Phelps Swift, who represents Jennifer Binning, has requested that the hearing on the partial vacation of Runway Lane and Beacon Lane be continued until the next meeting. The board discussed the request and expressed its opposition to continuing the hearing. After discussion, it was moved by Commissioner Cramer and seconded by Commissioner Linn to adopt Resolutions No. 06-953F and No. 06-954F, to partially vacate Runway Lane and Beacon Lane. The motion carried.
Butch Penton, Road and Bridge Superintendent, reported on bad spots on the Paradise Road, flat pavement on the Middle Piney Road, mitigation with the Army Corps of Engineers and the purchase of chips. The board directed the county clerk to apply for Industrial Road Project funds for the Calpet Road. Penton presented road counts on Meadowlark Lane and the Mesa Road.
The board approved engineering for pavement on the upper end of the Paradise Road.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to pursue the easements to complete the Pocket Creek County Road. The motion carried.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to adopt Resolution No. 06-955F for the Jensen Alteration of Paradise County Road No. 23-136. The motion carried.
Paul Scherbel reported on the Lander Trail easement.
Jud Faler, Dave Racich and Randy Johnson, representing the Rural Health Care District, discussed the purchase of property in Marbleton by the county for the Marbleton Clinic. It was moved by Commissioner Cramer and seconded by Commissioner Linn to exercise the options on the property. The motion carried, and Chairman Fear volunteered to assist with the purchase.
The board discussed supplementing the funding provided to the Rural Health Care District, which in turn funds the Sublette Center. The board discussed doctor access to the clinics. The district trustees thanked the board for its support.
The following petitions and affidavits of abatement of taxes were presented on petition from the county assessor and the State of Wyoming Board of Equalization: EOG Resources, Inc., $59,742.31; Anschutz Pinedale Corporation, $3,321.81; James Haney & Stacey Hart, $329.94; O & G Copy Parcel, $1,401.50; Burleigh D. Binning, $524.24; Town of Pinedale, $1,721.43; Bridger Enterprises, $259.01; Teppco, Inc., $164.97; Glenn Paulson & Linda Cooper, $259.01; and Alice E. Balog, Trustee, $132.17.
The board approved a request from County Assessor Janet Montgomery to forgive interest on supplements for 60 mobile homes, which were reported with no value, if the taxes are paid by Dec. 31. The board approved the request.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to adopt Resolution No. 06-938F declaring the failure of Split Diamond Meadow Improvement and Service District to be organized. The motion carried.
The board approved and signed a cooperative agreement with WYDOT for a bike path along U.S. Highway 191 to Trappers’ Lane. The board postponed approving the cooperative agreement with WYDOT for a bike path along U.S. Highway 191 to County Road No. 23-190 for clarification on the Continental Divide Snowmobile Trail.
The board directed the county clerk to pursue the purchase of the property for the Sand Draw Project.
The board discussed the progress on the vacation of a Marbleton street for county funding.
It was moved by Commissioner Linn and seconded by Chairman Fear to contact John Carney, architect, for a proposal to design the Mill Street parking garage. The motion carried, with the vote being: Fear-aye, Linn-aye, and Cramer, nay.
Rick Hoffman, Waste Management Superintendent, discussed paint disposal and freon, wood disposal, and signage. Hoffman presented a tonnage report.
Bart Myers, county planner, discussed proposed regulation changes on the zoning of family exemptions, square footage for guest houses, and rezoning of the Pinedale airport due to building height requirements. Vacation of the large lot in the Caddy Minor Subdivision by affidavit was discussed. The board discussed two unpermitted houses and penalties for not obtaining a building permit.
