REQUEST FOR PROPOSALS (RFP)
CONSTRUCTION OF HANGAR and OFFICE BUILDING
DESIGN/BUILD SERVICES
JOINT BIG PINEY-MARBLETON AIRPORT BOARD
BIG PINEY AIRPORT
SUBLETTE COUNTY, WYOMING
The Joint Big Piney-Marbleton Airport Board will accept proposals from Design-Build firms until 11 a.m. MDT, Tuesday, Nov. 14, 2006, for design and construction of a 150’ x 150’ facility for hangar and office space for the Big Piney Airport (BPI).
Proposals shall include professionally developed plans which include contact information for all involved parties, including all bidders, manufacturers, installers, contractors, etc. A minimum of five (5) copies of the proposal are required and proposals should contain the following:
- Building design and preliminary schematics
- Type of building
- Materials used in construction
- Exterior and roof colors
- Total design and construction cost
- Any other items for Joint Big Piney-Marbleton Airport Board consideration
This project shall consist of the design and construction of a single 150’ x 150’ facility that includes a 100’ x 150’ (15,000 SF) hangar area for aircraft storage and maintenance plus a 3,700 SF minimum area dedicated to maintenance operations and storage plus another 3,700 SF area dedicated to two-story FBO/office space. Exhibit 1 includes location information and Exhibit 2 includes information depicting the representative type, size, and style of the hangar desired. These supplemental exhibits can be obtained from Armstrong Consultants, Inc. at the address below.
After selection of a bidder, final improvement plans, reports, and specifications shall bear the seal and signature of the professional engineer responsible for their preparation. Vertical portions will be stamped by an architect, electrical, and mechanical engineer. These plans must contain details pertaining to site drainage, specific site layout, construction details, fire protection systems, utility improvement plans, building design, architectural profiles showing shape and colors, and any other specific items as may be reasonably required by the county. Bidder is responsible for obtaining all necessary permits.
The Joint Big Piney-Marbleton Airport Board reserves the right in its sole discretion to reject all or portions of any or all proposals, to waive irregularities and technicalities, to re-advertise, negotiate, or to proceed to provide the service otherwise in the best interest of the Board and the Big Piney Airport. The Joint Big Piney-Marbleton Airport Board may at its sole discretion modify or amend any and all provisions therein. The Joint Big Piney-Marbleton Airport Board may seek additional information it deems necessary from any proposer, and may require a bond or other guarantee deemed appropriate by the board. By submitting a proposal, the proposer acknowledges and agrees that it shall have no cause of action against the Joint Big Piney-Marbleton Airport Board or Sublette County, whatsoever, in regard to the evaluation and award of proposals herein.
Selection will be based on the determination by the airport board of the proposer most likely to deliver the project in a time frame, with time being of the essence, and at the best value and level of quality that is most advantageous to the Airport. Upon approval by the airport board, staff will notify the proposer that is most qualified and the Joint Big Piney-Marbleton Airport Board will immediately commence negotiations with the successful proposer. If an acceptable agreement cannot be negotiated with the successful proposer, negotiations will be terminated and will commence with the second highest-ranked proposer, and so on until the process is concluded.

The town council of the Town of Pinedale met in regular session Monday, Oct. 9, 2006, at 5:30 p.m., in the town hall. 
Those in attendance: Tina Rock; Paul Rock, Robert Brito and Janet Montgomery, representing the Pinedale Planning and Zoning Board; Larry and Pam Kirkpatrick; John and Sally Mackey; Heidi Dyess; Doris Woodbury and Vern  McAdams, representing Sublette County School District No. 1; Brian Gray, representing Worthington, Lenhart and Carpenter; Hank Snow; Judi Audler; Dennis Fornstrom and Mark Eatinger, representing Rio Verde Engineering; K. Mayor Smith brought the meeting to order. Present on Roll Call: Gary Heuck, David Smith, Stephen Smith, Nylla Kunard and Chris House.
Motion by House to approve the minutes of the September 25th meeting as written. Motion seconded. Motion carried unanimously.
Dennis Fornstrom, representing Rio Verde Engineering, presented for approval Vista Properties, LLC’s  preliminary plat for the Country Lane Addition, Lot 4 (NW/4 NW/4), Sec. 4 T.33N., R.109W. of the 6th P.M. After discussion, motion by David Smith to approve the preliminary plat for the Country Lane Addition.  Motion seconded. Motion carried unanimously
Doris Woodbury, Superintendent of the Sublette County School District No. 1 and Vern McAdams, director of finances of the Sublette County School District No. 1, were present to discuss Amendment B to the Wyoming Constitution, regarding school districts recapture money, to be placed on the ballot in November. Woodbury and McAdams encouraged everyone to vote no.
Mark Eatinger, representing Rio Verde Engineering, gave an update on the Tyler Avenue Water Rehabilitation Project, Sublette Avenue Sewer and Water Rehabilitation Project and Sublette Avenue Valley Pan Project. Eatinger discussed Wilson Brothers’ request for a reduction in retainage of 75 percent that is being withheld from their three projects. Eatinger recommended the council not consider the reduction until the punch lists are completed for the projects. After lengthy discussion, the council agreed not to consider the reduction until the punch lists are completed on the projects.
Mayor Smith presented John Overgaag’s request that the Town of Pinedale annex his lot into the Town of Pinedale and absorb the cost of drafting a plat and legal fees associated with the annexation. After discussion, motion by David Smith to absorb the costs on a one-time basis, not to exceed the total of $1,000, for the annexation of Mr. Overgaag’s county in-holding and note that the council has been advised that this sets no legal precedent for any further action similar to this one. Motion seconded. David Smith voted aye, House voted aye, Mayor Smith voted aye, Heuck voted nay and Kunard voted nay.  Motion carried.
Robert Brito and Paul Rock, representing the Pinedale Planning and Zoning Board, discussed the safety concerns of pedestrians with the increase of traffic.  Brito and Rock presented the proposal of placing pedestrian flags at two crossing locations. Leslie Schwabacher, a concerned citizen, questioned painting the pedestrian x-crossings.  Eric Ashley, a concerned citizen, stated it’s a law enforcement concern and the traffic laws should be enforced. Fred Pflughoft, a concerned citizen, stated his concerns with the lack of law enforcement. Gary Heuck stated that he felt law enforcement should write more tickets for parking in the yellow zones which causes an obstructed view for pedestrians and motorist. Hayes Randol, representing the Sublette County Sheriff’s Department, stated that pedestrians concerns and traffic is being addressed. Dan Farrand, a concerned citizen, stated the need for law enforcement.  After discussion motion by David Smith to approve the Pinedale Planning and Zoning’s idea in the amount of $1,000 for flags and signs. Motion seconded. Motion carried unanimously.
Brito presented a proposed ordinance prohibiting the operation of commercial vehicles in excess of a certain weight limit on certain streets of the Town of Pinedale.  Donna Lavin, a South Tyler Avenue resident, discussed concerns with what the large trucks do to a neighborhood.  Council discussed some of the roads are in the county.  After lengthy discussion the council agreed to discuss the concerns with the Sublette County Commissioners.
Brito presented a proposed ordinance requiring structural building plans stamped by a licensed engineer or architect to be provided for all proposed structures located in zone districts C-1 and C-2 where the estimated cost of related construction or renovation is in excess of $5,000. Ed Wood, town attorney, stated there is not an entity at the state level to license contractors so the town would have to make arrangements for licensing contractors. Eric Ashley, a concerned citizen and contractor, stated it would inflate the cost of construction to require plans stamped by a licensed engineer or architect. Brito stated the town needs a building inspector. After discussion, no action taken. 
Brito presented a proposed ordinance for establishing a time frame for filing building permit applications which must be referred to the Planning and Zoning Commission of the Town of Pinedale. After discussion, motion by David Smith to approve Ordinance 399, an Ordinance of the Town of Pinedale, Wyoming amending Section 15.04.040 of Chapter 15.04 of the Pinedale Municipal Code to establish a time frame for filing building permit applications which must be referred to the Planning and Zoning Commission of the Town of Pinedale. Motion seconded. Motion carried unanimously.

The town council of the Town of Pinedale met in special session Friday, Oct. 20, 2006, at 5:30 p.m., in the town hall. 
Those in attendance: Stephen Smith, David Smith, Gary Heuck, Nylla Kunard and Chris House. Also in attendance: Rose Skinner; Charlie Golden, Jr.; Bill Sour; Carl Winters; Clint Gilchrist; Dawn Ballou; Pete Cavalli; John S. Mackey; Mike Fenn; Paul Hagenstein; Joe and Flo Retel; Chauncey Goodrich; Harvey Norris; Tina Rock; John Godfrey; and Rhonda Swain, representing the Sublette Examiner.
Mayor Smith brought the meeting to order and stated the special meeting was called to consider a proposed resolution to support Instream Flow -  Fremont Lake Pilot Project sponsored by the Joint Agriculture, Public Lands and Water Resources Interim Committee. Mayor Smith stated the bill will be considered at the meeting of the Joint Agriculture, Public Lands and Water Resources Interim Committee, to be held on Thursday and Friday, Oct. 26 and 27, in Sundance, which he would like to attend if the proposed resolution passes.
David Smith stated in principle it’s okay, when the water is sitting in the lake, it’s safe but it would be said Pinedale doesn’t need it so we can take it and we won’t get it back, the town could lose its water rights.
Gary Heuck stated if this is approved a federal injunction could rule against the Town of Pinedale and lose our water. 
Charlie Golden Jr., a concerned citizen, stated the citizens have already voted on this and it has been decided. 
Mayor Smith stated this isn’t a bill yet, this is just to support the committee in its efforts.
John Godfrey, a concerned citizen, discussed the earlier vote was asking Pinedale residents on whether or not the town should sell their water right to the State of Wyoming and this is different it’s asking should the town use its storage right for instream flow.
Rose Skinner stated when she was mayor she called for water and it did not get down through town, the irrigators took it. 
John Mackey, a concerned citizen, stated the town should leave the water alone.
Rose Skinner discussed the town’s history of the town water rights and beneficial uses. 
After lengthy discussion motion by House to adopt Resolution 2006-14, a resolution of the Town of Pinedale to support the efforts of the Interim Committee in drafting proposed Wyoming State Statue §41-3-1025 providing for an instream flow - Fremont Lake Pilot Project. Motion seconded. Heuck voted nay, David Smith voted nay, House voted aye, Kunard voted aye and Mayor Smith voted aye. Motion carried.     
Motion by David Smith to adjourn. Motion seconded.  Motion carried unanimously.

VOTERS IN THE FOLLOWING PRECINCTS WILL VOTE FOR STATE REPRESENTATIVE, DISTRICT 22: Pinedale 1-1, Pinedale-West 1-3, Boulder 1-4, Marbleton-North 2-4, Cora 4-1, Daniel 4-2, and Bondurant 5-1.
VOTERS IN THE FOLLOWING PRECINCTS WILL VOTE FOR STATE REPRESENTATIVE, DISTRICT 20: Big Piney 2-1, and Marbleton 2-2.
You may register to vote at the polls if you are qualified and have proper identification. Proper identification is your Wyoming driver’s license or your Social Security number and photo identification.
If you require assistance to vote by reason of blindness, disability or inability to write, a person of your choice may give you assistance. Also, if you have questions regarding the accessibility of your polling place, please contact your county clerk.
Any person who expects to be absent from his place of residence on Election Day, or who cannot be present at his precinct polling place on Election Day because or illness, injury, disability old age or tenets of his religion, may apply for an absentee ballot in person, in writing, or by telephone, at the Office of the County Clerk, Sublette County Courthouse, P.O. Box 250, Pinedale WY 82941, 367-4372, 276-3827, or sbcc@state.wy.us. Absentee ballots may be requested through Nov. 6, 2006, at your county clerk’s office.
Names of candidates will be rotated on the official ballot and will not always appear in the order indicated on the sample ballots.
