In conformance with Wyoming Statute 16-6-106, notice ishereby given that Sublette County, Wyo., has accepted as completed according tothe plans, specifications and rules governing the same, the work performedunder that contract dated February 7, 2006, between Sublette County, Wyomingand R.S. Bennett Construction,Inc., the contractor; that work under said contract, known as the SubletteCounty Landfill Cell Construction, is complete, and the contractor is entitledto final payment.
Notice is further given that subsequent to the forty first(41st) day after the first publication of this notice, to wit, September 27,2006, that Sublette County, Wyoming, will pay to said contractor the fullamount under the contract.

Description of work: Construction of a concrete linedchannel, valley pans and channel crossing along with installation of 24-inchRCP, placing crushed base, inverted penetration surfacing, and miscellaneouswork along Fremont and Sublette avenues.
Bids must be in one sealed envelope with statement thereon“Bid Enclosed, Fremont and Sublette Avenue Drainage Improvements” and submitted to the Town Hall, 210West Pine Street, P.O. Box 709, Pinedale, Wyo., at or before the above-statedtime. Bids will be opened publicly, read aloud and tabulated by the town mayor,or his or her designee, at the above-stated time and place, unless analternative site is designated in writing, which is posted at the town hallprior to the time of bid opening. No bid may be withdrawn for a period ofthirty (30) days after the date set for opening thereof. The successful bidder will be required to execute anagreement with the town, in the form supplied in the bidding documents, withinthirty (30) days after notice of award is issued. The notice of award shallserve as notice that the agreement is ready for execution. The bid guaranty shall be forfeited asliquidated damages if the bidder fails to execute the agreement within thirty(30) days after such notice is issued, or fails to provide proper bond or otherform of guaranty, as approved. Lease or conveyance pursuant to the R&PP Act isconsistent with the Pinedale Resource Management Plan, dated Dec. 12, 1988, andwould be in the public interest.
-The lease(s)/conveyance(s), when issued, will be subject tothe following terms, conditions, and reservations:
1. Provisions of the R&PP Act and to all applicableregulations, including but not limited to the regulations stated in 43 CFR Part2740, and policy and guidance of the Secretary of the Interior.
2. Reservation of a right-of-way to the United States forditches and canals pursuant to the Act of August 30, 1890, 43 U.S.C. 945.
3. All minerals shall be reserved to the United States,together with the right to prospect for, mine and remove the minerals underapplicable laws and regulations established by the Secretary of the Interior.
4. Provided, that the land conveyed shall revert to theUnited States upon a finding, and after notice and opportunity for a hearing,that the patentee has not substantially developed the lands in accordance withthe approved plan of development on or before the date five years after thedate of conveyance. No portion of the land shall under any circumstance revertto the United States if any such portion has been used for solid waste disposalor for any other purpose which may result in the disposal, placement or releaseof any hazardous substance.
5. If, at any time, the patentee validly transfers toanother party ownership of any portion of the land not used for the purpose(s)specified in the application and the plan of development, the patentee shallpay the Bureau of Land Management the fair market value, as determined by theauthorized officer, of the transferred portion as of the date of transfer,including the value of any improvements thereon.
6. All valid existing rights including but not limited tothose documented on the official public land records at the time oflease/patent issuance. Detailed information concerning the proposed actions,including but not limited to documentation relating to compliance withapplicable environmental and cultural resource laws, is available for review atthe BLM, Pinedale Field Office, 432 East Mill Street, P.O. Box 768, Pinedale,Wyo., 82941, telephone: 307-367-5341.
On Aug. 23, 2006, the above-described lands will besegregated from all other forms of appropriation under the public land laws,including the general mining laws, except for lease or conveyance under theR&PP Act and leasing under the mineral leasing laws. Interested parties maysubmit written comments regarding the proposed lease(s)/conveyance(s) orclassification(s) of the lands to the Field Manager, Pinedale Field Office, atthe address stated above in this notice for that purpose. Comments must bereceived by not later than Oct. 10, 2006.
Classification comments: Interested parties may submitcomments involving the suitability of the lands for conveyance for thesnowmobile track, and for lease/conveyance for a public golf course andexpanded county road maintenance facilities. Comments on the classification(s)are restricted to whether the land is physically suited for the proposal(s),whether the use will maximize the future use or uses of the land, whether theuse is consistent with local planning and zoning, and if the use is consistentwith state and federal programs.
Application comments: Interested parties may submit commentsregarding the specific use proposed in the application(s) and plan(s) ofdevelopment, whether the BLM followed proper administrative procedures inreaching the decision; or any other factor not directly related to thesuitability of the lands for a snowmobile track, a public golf course, andexpanded County road maintenance facilities.

MARBLETON TOWN COUNCIL
REGULAR COUNCIL MEETING
AND
PUBLIC HEARING FOR LONGS
The regular council meeting for the Town was called to orderat 7 p.m. by Mayor Jim Robinson, with the following members present: Gary Rees,Bob Beiermann, Mike Hughes and Sue Hoefer. Others present for part or all ofthe meeting were, Town Attorney Scott Sargent, Cheryl and Dave Long, MarnieBall, Duane Kaiser, Shawna and Randy McNinch, Paul and Scott Scherbelrepresenting Surveyor Scherbel, Sandy Johnson and Vicki Hubbert representingthe Marbleton Planning and Zoning, Rob Geringer and John Sayers representingIGC Management, Galen Eiden with Eiden Construction, Scott Winer representingA-Pleasant Construction, and Cat Urbigkit representing the Sublette Examiner.
The mayor stated a quorum was present and proceeded with thePledge of Allegiance.
Mayor Jim Robinson opened the meeting by stating that thiswas a public hearing for the annexation of Dave and Cheryl Long’s propertyconsisting of 1.54 acres in the southeast corner of Marbleton. With noobjections to this annexation Sue made motion seconded by Mike to adoptResolution 2006-8. All in favor. Motion carried.
After the public hearing the regular meeting proceeded withScott Winer from A-Pleasant giving the mayor and council an up-date on the newtown hall. Scott stated that the punch list had been completed and that thetown could take possession of the building except for the council chambers dueto the ceiling not being installed yet. Bob moved with Mike seconding to takepossession of the building on the 21st of August after the fire marshal and electricalinspector had gone over what needed to be reviewed. All in favor. Motioncarried, also concerning the new town hall were the trees. Sue moved with Mikeseconding to have a 3-foot radius cut from around the trees to help protectthem from damage due to weed eaters and lawn mowers. All in favor motioncarried.
An outside drop box was discussed for the new town hall.Mike moved with Bob seconding to table this item until more information couldbe obtained. All in favor motion carried.
Duane Kaiser discussed with the mayor and council thereimbursement of his water and sewer taps fees due to the fact these lines hadalready been snubbed into the property on the 57 block. Mike moved with Garyseconding to reimburse Mr. Kaiser his tap fees. All in favor. Motion carried.
Rob Greinger with IGC Management discussed their proposednew subdivision (Valley View Estates). Sue moved with Mike seconding to acceptOrdinance 2006-8 Valley View Estates on 2nd read. All in favor. Motion carried.
Galen Eiden and Scott Scherbel discussed with the mayor andcouncil the revised final plat of Eiden’s 1st addition. With the amendment tothe property lines on lots 3, 4, and 5 being an amended due to an earlier setback problem. Mike moved with Sue seconding to accept the revised map ofEiden’s 1st Addition. All in favor. Motion carried.
Sue moved with Bob seconding to adopt on 2nd read ordinance2006-5 the annexation of adjacent and contiguous land to the town of Marbletonbetter known as 3rd street East. All in favor. Motion carried.
Sue moved with Mike seconding to adopt on 3rd and finalread, ordinance 2006-6 the annexation of adjacent and contiguous land betterknow as Blue Lagoon and Osterhout Drive to the town of Marbleton. All in favor.Motion carried.
Mike moved with Bob seconding to adopt on 2nd read ordinance2006-7 the amended chapter 16 of the subdivision codes. All in favor. Motioncarried.
Sue moved with Mike seconding to adopt ordinance 2006-9 anordinance to add title 17, chapter 58 to the Marbleton municipal code. All infavor. Motion carried.
Bob moved with Sue seconding to adopt on 1st read ordinance2006-11 and 2006-12 the increase of water and sewer taps from $400 per each to$750 each. All in favor. Motion carried.
Minutes from July 5th, 10th, 18th, 20th, and 31st wereviewed by the mayor and council with Sue moving and Bob seconding to accept allminutes. All in favor. Motion carried.
Fire protection for the new town hall was discussed.Communication systems from Casper installed the equipment so Mike moved withSue seconding to keep them as the system in which will be used. All in favor.Motion carried.
Warrant register was reviewed by mayor and council with Garymoving and Bob seconding to accept. All in favor. Motion carried.
Bob moved with Gary seconding to accept for payment allvouchers after reviewing. All in favor. Motion carried.
Well number 7 (a new well) was discussed. Gary moved withMike seconded to proceed with the new well. All in favor. Motion carried.
