CALL FOR BIDS
The Town of Pinedale will be accepting sealed bids forproviding fuel supplies to the town. Bids are requested on the following:
Unleaded gasoline (minimum 85 octane)
Diesel fuel: A mixture of 60 percent No. 2 and 40 percentNo. 1 during winter and 100 percent No. 2 during summer
Propane
Bids are to be in accordance with terms and conditionscontained in the INFORMATION FOR BIDDERS and the proposed FUEL PURCHASEAGREEMENT, which are available from the Town Hall, 210 West Pine Street, duringregular business hours.
Bids must be received at the town hall no later than 5 p.m.on Monday, Aug. 14, 2006, at which time they will be opened and read aloud.Bids will be awarded at the regular council meeting at 6:30 p.m. on that day.Bids submitted by mail should be enclosed in a second envelope. PAYMENT TO CONTRACTOR
Notice is hereby given that the Town of Pinedale, Wyominghas accepted work as completed according to the plans and specifications setforth in the agreement between the Town of Pinedale and Hydro ConstructionCompany, Incorporated, pursuant to the project manual for the PinedaleWastewater Treatment Facility Improvements Project, and that Hydro ConstructionCompany, Incorporated is entitled to final settlement thereof. On Sept. 6,2006, being the forty-first day after the first publication of the notice, theTown of Pinedale will pay to Hydro Construction Company, Incorporated allamounts and balance due under said agreement.

INVITATION FOR BIDS
FORTY ROD ROAD PROJECT
for
SUBLETTE COUNTY, WYOMING
Sealed bids are requested for work described in the ProjectManual for the Forty Rod Road Project, dated August 3, 2006, prepared by RioVerde Engineering, 201 West Pine Street, P.O. Box 642, Pinedale, Wyoming 82941, (307)-367-2826.
Bids will be received by Rio Verde Engineering, until 4 p.m.local time on August 14, 2006, at which time said bids will be publicly openedand read aloud.
The work consists of shaping and compacting 4.8 miles ofroad subgrade and placing 17,000 tons of asphalt.
Copies of the Project Manual and plans specifying the workto be performed may be obtained from Rio Verde Engineering.
Bidders shall be required to accompany each bid with a bidbond with sufficient surety, or a certified check, cashier’s check or bankdraft upon some reputable bank payable to Sublette County for at least 10percent of the total amount of the bid. The bond, check or bank draft shall be forfeited as liquidated damages,if the bidder, upon the letting of the contract to him, fails to enter into thecontract within 10 days after it is presented to him for that purpose or failsto proceed with the performance of the contract. The bid bond, draft or check shall be retained by SubletteCounty until proper bond to secure performance of the contract has been filedand approved. All the above is tobe in accordance with 15-1-113, Wyoming Statutes, 2005.
The right is reserved by Sublette County to reject any andall bids, and to waive any irregularity or informality in the bidding. Bids may not be withdrawn for thirtydays after the date of opening.

Notice is hereby given, pursuant to Wyoming Statute Section15-1-113, that the Sublette County Recreation Board, Wyoming, will receivesealed bids until 2 p.m., local time, Aug. 17, 2006, for the following:
Fremont Lake Pathway Sealing
Description of Work: Crack sealing and fog sealing existingpathway along Fremont Lake Road (CR 23-154) from the Town of Pinedale to theCCC Ponds.
Bids must be in one sealed envelope with statement thereon“BID ENCLOSED, Fremont Lake Pathway Sealing” and submitted to the WLCEngineering, Surveying and Planning, 58 South Tyler Ave, P.O. Box 1519,Pinedale, Wyo., at or before the above stated time. Bids will be opened publicly, read aloud, and tabulated bythe WLC, at the above stated time and place, unless an alternative site isdesignated in writing which is posted at the WLC office prior to the time ofbid opening. No bid may be withdrawn for a period of thirty (30) days after thedate set for opening thereof. The Sublette County Recreation Board reserves theright to reject any or all bids and to waive any informalities ortechnicalities in the bidding; provided, however, that any bid received afterthe time specified or without accompanying bid guaranty, as stated below, willnot be considered.
Bidding documents, including specifications, are currentlyavailable from the Engineer, WLC Engineering, Surveying, and Planning, 58 SouthTyler Ave, Pinedale, Wyo., 307-367-6548. Bidders may obtain one set of plans. Partial sets are not available.
A bid guarantee in the form of a properly executed bid bondpayable to the Sublette County Recreation Board (SCRB) in the amount of notless than 5 percent of the total base bid amount must accompany each bid. (Note: If your bid is less than$100,000, you may submit a cashier’s check for not less than 5 percent of thetotal base bid amount.) The successful bidder will be required to execute anagreement with the SCRB, in the form supplied in the bidding documents, withinthirty (30) days after notice of award is issued. The notice of award shall serve as notice that the agreementis ready for execution. The bidguaranty shall be forfeited as liquidated damages if the bidder fails toexecute the agreement within thirty (30) days after such notice is issued, or failsto provide proper bond or other form of guarantee, as approved. The bid guarantee, if a bid bond, shallbe executed by a surety or guarantee company authorized to do business inWyoming.
The attorney in fact who executes the bond on behalf of thesurety shall affix a certified and current copy of its power of attorney fromthe surety. No other type of bidguaranty will be accepted. The county may proceed against a bid guaranty unlesseither: a) the agreement has been executed by contractor and performance, andlabor and material payment bonds have been furnished, as required; or, b) thespecified time has elapsed so that bids may be withdrawn; or, c) the bid hasbeen rejected. Notice is hereby given that preference will be granted toWyoming contractors, subcontractors, laborers and materials, supplies,equipment, machinery and provisions produced, manufactured, supplied or grownin Wyoming, as required by W.S. AUGUST 2, 2006
The Board of County Commissioners met in regular session inthe Commissioners Meeting Room of the Sublette County Courthouse in Pinedale,Wyoming, on this date at 9 a.m. with Betty Fear, Bill Cramer, John Linn, arepresentative of the Pinedale Roundup, and Mary Lankford, county clerk,present.
Chairman Fear led those present in the Pledge of Allegiance.
The minutes of the budget hearing of July 17, 2006, wereapproved and ordered filed on motion by Commissioner Cramer and seconded byCommissioner Linn, and the preceding regular meeting of July 18, 2006, wereapproved and ordered filed on motion by Commissioner Linn and seconded byCommissioner Cramer. The motion carried.
The official bonds for Anita Mae Bartosh, clerk/treasurerfor the Town of Marbleton, in the amount of $50,000, and the Sublette CountyFirefighters Board, including the chairman, vice chairman, secretary treasurer,fire warden, assistant fire warden, and arsoni, in the amount of $50,000, wereapproved and ordered filed with the County Treasurer.
Butch Penton, County Road & Bridge superintendent,reported on crushing, and asphalt and chip seal projects.
Paul Scherbel discussed Mathis Lane.
Bob Maxam, Wyoming Department of Transportation residentengineer, presented a change order for the Paradise Road project. It was moved by Commissioner Linn andseconded by Commissioner Cramer to approve the change order for a reductionfrom $154,154 to $147,000 and additional culvert widening in the amount of$2,500. The motion carried.
Ed Wood, representing the Town of Pinedale, and PaulScherbel, discussed the county easement south of the Pinedale airport. It was move by Commissioner Linn andseconded by Commissioner Cramer to accept the petitions for partial abandonmentof platted roads, being Beacon Lane and Runway Lane. The motion carried. It was moved by Commissioner Linn and seconded by Commissioner Cramer toadopt Resolutions No. 06-931F, pertaining to Runway Lane, and 06-932F,pertaining to Beacon Lane, directing the County Clerk to publish and notify bycertified mail all persons owning lands or claiming any interest over or acrossthe roads to be vacated and that the Board will consider such vacation at itsregular meeting on September 5, 2006 at 9 a.m. The motion carried.
Frank and Marilyn Key discussed the safety hazards ofMeadowlark Lane in Big Country Ranches Subdivision.
Allen Barron updated the board on improvements at the riflerange. Barron was reminded thathis group must be organized before it will receive funds.

Jeffrey Jacquet, representing the PAWG Socio Economic WorkGroup, presented a wage and employment study for Sublette County.
In accordance with the public notice published in theSublette Examiner on July 20, 2006, public hearing was held for the following:
1. It was moved by Commissioner Cramer and seconded byCommissioner Linn to table the final plat approval for Split Diamond Meadows,at the request of the applicant. The motion carried.
2. It was moved by Commissioner Cramer and seconded byCommissioner Linn to approve and act upon the recommendation of the Planningand Zoning Commission. Upon vote,the motion carried, and the following resolution was adopted:

A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNINGAND ZONING COMMISSION ANDAPPROVING THE APPLICATION BY THE SUBLETTE COUNTY PLANNING AND ZONING COMMISSIONTO CHANGE THE TEXT OF THE SUBLETTE COUNTY ZONING AND DEVELOPMENT REGULATIONS TOCHAPTER II, ZONING DISTRICTS, SECTION 3. AUTHORIZED USES.
The board agreed to provide a letter of support for a grantapplication for the Wyoming Water Development Commission for a water masterplan and comprehensive drainage plan.
Bart Myers, county planner, reported that the proposedEnCana workers camp is not required to acquire a permit from the county, as itwill be located on federal lands.
It was moved by Commissioner Cramer and seconded byCommissioner Linn to recess the meeting for an executive session with BartMyers to discuss pending litigation. The motion carried.
It was moved by Commissioner Cramer and seconded by CommissionerLinn to reconvene the meeting. Themotion carried.
The board approved a request by the county planner for theuse of contract engineers to review preliminary plat applications.
Sheriff Bardy Bardin and Undersheriff Jim Whinnery discussedthe proposed lease renewal on Aspen Ridge for a radio tower. The board requested that alternatelocations be considered.
Jim Carbley, representing Mosquito Abatement District No. 2,requested additional funding of $55,000 for additional spraying. The board approved the request.
Ana Cuprill and Gail Randall, representing the Children’sDiscovery Center, requested funding for the purchase of the land that theirbuilding is located on. The boardrequested more information.
After reviewing the names submitted by the parties involvedin the Matthew Miller Road Petition, it was moved by Commissioner Cramer andseconded by Commissioner Linn to appoint the following viewers: David Pape, Jon Boroff, Gordon Johnstonand Paul Hagenstein, alternate. The motion carried.
Suzan Truluck and Jerry Morrill, representing the GolfCourse Expansion Committee, reviewed expenses and requested the board toapprove a contract for the course design with Phelps Golf Design LLC for theamount of $210,000. The board referred the contract to the county attorney toreview before approval.
The following petitions and affidavits of abatement of taxeswas presented on petition from the county assessor and the State of WyomingBoard of Equalization: IFS, $4,575in assessed valuation; Lauren McKeever, $161.50 and $1,622 in assessedvaluation; Al’s Trailer Court, $9.94; and Jim & Holly Thayne, $53,783 inassessed valuation.
Suzy Michnevich requested $3,000 to fund consultants for ameeting on August 24 for the Sage Grouse Working Group. The board approved therequest.
The board approved and signed agreements for guardian adlitem services by Jody James and Ann Reiniger.
The board approved a proposal from WLC Engineering,Surveying and Planning, Inc. for the estimated amount of $16,100 for preliminarysurvey, geotechnical investigation and site plan for the maintenance buildingnear Rendezvous Pointe.
The board reviewed a request for a fire ban in HobackRanches. The request was referred to the fire warden.

The Town Council of the Town of Pinedale met in regularsession Monday, July 24, 2006, at 5:30 p.m., in the Town Hall.  Those inattendance: Bardy Bardin, Jim Whinnery and Hayes Randol, representing theSublette County Sheriff’s Department; Laurie Latta, mayor’s assistant; JulieMorell, representing Whisper Creek Log Homes; Julie Early, animal controlofficer; Mike Ernster, representing Moosely Mailboxes; Louise Lasley,representing the Wildlife Conservation Society; Paul Rock, representing thePinedale Planning and Zoning Board; Ron Brown and Randy Hubbard, representingpublic works; Brian Gray and Shaun Gustafsen, representing Worthington, Lenhartand Carpenter; Dave Vlcek; Mark Eatinger, Rio Verde Engineering; Donald Duerr;Glenn Allen; Ben Cannon, representing the Pinedale Roundup; and Casey Dean,representing the Sublette Examiner.
Mayor Smith brought the meeting to order.  Present onRoll Call: Gary Heuck, David Smith, Stephen Smith, Nylla Kunard and ChrisHouse.
Julie Early, animal control officer, reported the monthlyactivities of the animal control department.
Ron Brown, public works director, reported the monthly activitiesof the public works department.
Bardy Bardin, Jim Whinnery and Hayes Randol, representingthe Sublette County Sheriff’s Department, reported the monthly activities ofthe sheriff’s department.  Council discussed the concerns of safety onPine Street with parking, speed and crosswalks.  Motion by David Smith toauthorize Mayor Smith to sign the law enforcement services contract for theenforcement of the municipal ordinances for a fee of $10.  Motionseconded.  Motion carried unanimously. 
Laurie Latta, mayor’s assistant, reported her monthlyactivities.
Louise Lasley, representing the Wildlife ConservationSociety, discussed the data on the pronghorn migration.  No action taken.
Julie Morell, representing Whisper Creek Log Homes,presented her proposed commercial development  for lots-15 of block 3 ofthe Triangle Addition. After lengthy discussion motion by  Heuck toapprove the amended condominium plan for proposed commercial development aspresented. Motion seconded. Motion carried unanimously.   
Mark Eatinger, representing Rio Verde Engineering, presentedVista Grande Extended Stay Motel’s  Wyoming Department of Transportation’sAccess Permit for Bootstrap Trail.  After discussion motion by David Smithto authorize the Mayor to sign the WYDOT Access Permit on behalf of the Townof  Pinedale.  Motion seconded.  Motion carried unanimously.
 Mike Ernster, representing Moosely Mailboxes,presented a request to encroach into the alley onto town property at 34 NorthFranklin Avenue with a concrete pad.   After lengthy discussionmotion by Kunard to have Ed Wood,  Town Attorney, write an encroachmentagreement with the Town of Pinedale and Mr. Ernster.  Motionseconded.  Heuck voted nay, David Smith voted nay, Kunard voted aye, Housevoted aye and Stephen Smith voted aye.  Motion carried.
Randy Hubbard, representing the Public Works Department,gave an update on the Lagoon Rehabilitation Project.
Ed Wood, town attorney, gave an update on the Town Shop/DogPound Project.  After discussion motion by David Smith to formally thankMr. Wood for his efforts on the Town Shop/Dog Pound Project and remove him fromany further legal  activity short of a letter written or a phone calltelling Mr. Day he will be contacted by another attorney on the Town ofPinedale’s behalf.  Motion seconded.  Motion carriedunanimously.  Motion by House to authorize the Mayor to hire outside legalcounsel for future activity between the Town of Pinedale and ICW.  Motionseconded.  Motion carried unanimously.   
Motion by David Smith to ask the Pinedale Airport Board toattend the next regular scheduled town council meeting to discuss airporthangar lot leases.  Motion seconded.  Motion carried unanimously.
Council discussed Split Diamond Development’s proposed recapture agreement  for installed roads, water and sewer main extensionsfor the Split Diamond Meadows Subdivision.  Ed Wood, town attorney, statedhe would review the proposed agreement.
Dave Vlcek, a concerned citizen, thanked the council fortaking care of the graffiti on the Harmony Bridge. Vlcek presented the councilwith a copy of his documents regarding the master development plan for LakesideLodge Resort and Marina. No action taken.
Motion by Kunard to authorize application and a $1,000fee  to the Wyoming Water Development for assistance with a study forfuture water supply systems and improvements.  Motion seconded. Motion carried unanimously.
Mayor Smith recommended the appointment of Nylla Kunard asthe mayor pro-tem.  Motion by David Smith to appoint Nylla Kunard as themayor pro-tem in the absent of Mayor Smith. Motion on seconded. Motion carriedunanimously.
Motion by Heuck to advertise the for the new position oftown engineer.  Motion seconded.  Motion carried unanimously.

Motion by David Smith to hire John Mivshek effective August1st and Gary Heuck effective September 1st.  Motion seconded.  DavidSmith voted aye, Kunard voted aye, House voted aye and Heuck abstained. Motion carried.
Motion by David Smith to adjourn.  Motionseconded.  Motion carried unanimously.

Chambers Design Build, Inc (CDBI) and Sublette County areseeking Subcontractor bids for the Rendezvous Pointe Garage to be locatedbehind the existing Rendezvous Pointe building at 425 E Magnolia Street inPinedale, Wyoming. The buildingwill be 6,164sf one-story, wood frame construction with metal roofing &siding, and stone wainscot. AllSUBCONTRACTORS bidding the project MUST submit a prequalification form. Any Subcontractor may be required topost a performance bond. Inaddition, electrical and mechanical Subcontractors must submit a letter ofbondability with their prequalification form.
