To all persons interested in said estate:
You are hereby notified that on March 15, 2006, Jeffrey A.Thomas filed an application for decree establishing right and title to real property requesting that the court enter a decree setting over certain real property from Stanley G. Thomas, II, to Jeffrey A. Thomas.
In said application Jeffrey A. Thomas alleges:
1.That the decedent, Stanley G. Thomas, II, died intestate on April 26, 1996, in Dane County, State of Wisconsin leaving real property owned in his name in Sublette County, Wyoming.
2. That Jeffrey A. Thomas is the only sibling of Stanley G.Thomas, II.
3. That the decedent, Stanley G. Thomas, II, left one surviving parent, to-wit; Lorraine L. Thomas.
4. That Lorraine L. Thomas has or will prior to an entry of a decree in this matter quitclaim any interest that she may have in the hereinafter described real property to Jeffrey A. Thomas.
5. That the decedent left no surviving spouse.
6. That thirty (30) days have elapsed since the death of the decedent.
7. That the entire estate of the decedent, both real and personal, did not exceed one hundred fifty thousand and no/100 ($150,000) dollars.
8. That no application for appointment of a personal representative for the estate of the decedent is now pending or has been granted in any jurisdiction.
9. That the decedent owned certain real property in Sublette County, Wyoming, to-wit:
Lot ten (10), block two (2), Barger Subdivision, Sublette County, Wyoming, as the same appears on the official plat thereof in the office of the County Clerk of Sublette County, Wyoming. The value of this property is less than one hundred fifty thousand and no/100 ($150,000) dollars.
10. That Jeffrey A. Thomas is entitled to have said real property set over to him under the laws of the State of Wyoming governing intestate succession.
11. That there are no other distributes or heirs of the decedent having any right to succeed to said real property under probate proceedings.
Anyone having an objection to said application should file it with the Clerk of District Court, Sublette County, Wyoming prior to April 7,2006.

To: Karolyn J. Stephens a/k/a Karol J. Stephens, 10489 Sonoran Vista Trail, Tucson, Ariz., 85749.
Take notice that the First National Bank of Pinedale, a national banking organization, has filed a complaint against you in the above-captioned matter in the District Court, Ninth Judicial District, Sublette County, Wyoming, naming of you as a defendant therein. This complaint alleges that you have defaulted under the terms of two certain promissory notes executed by you and delivered and payableto the plaintiff, dated Aug. 15, 2003, and Feb. 23, 2004, and in the original face amounts of $162,000 and $10,025 respectively. The complaint asks for judgment in the face amount of said notes, $172,025, plus accrued interest, reasonable attorney’s fees, late charges, accrued taxes and costs of suit. The complaint further asks that two mortgages given to secure said promissory notes, dated Aug. 15, 2003, and Feb. 23, 2004, and recorded in the office of the Sublette County Clerk at Book 104 of Mortgages, page 766, and Book 110 ofMortgages, page 53, respectively, be foreclosed and a decree be made for the sale of the involved real property according to law, that the proceeds of said sale, after deducting for the cost of sale be applied in payment of the sumsdue plaintiff under the judgments requested in said complaint. The real property encumbered by said mortgages is described as:
Lot eight (8) of Redstone Seventh Addition to the Town ofPinedale, Sublette County, Wyoming, as the same appears on the official map or plat thereof filed for record in the office of the County Clerk and Ex-Officio Register of Deeds for Sublette County, Wyoming;
Together with all improvements and appurtenances thereunto appertaining.
The complaint further requests deficiency judgment against you for any amount remaining unpaid after the foreclosure sale of the concerned real property and for such further relief as the court may deem just and equitable.
You are notified that you are required to answer plaintiff’s complaint on or before May 16, 2006, by filing the same with the clerk of thiscourt; otherwise, said complaint shall be taken as true and judgment shall berendered against you accordingly.

The town council of the Town of Pinedale met in regular session Monday,  March 13, 2006, at 5:30 p.m. in the town hall. Those present: Rose Skinner, Gary Heuck, Barbara Boyce and Nylla Kunard. Not present: Miriam Carlson. Also present: Bill Lane, representing Stantec Consulting; Glenn E. Allen; Skylar Wilson, representing Wilson Land Surveying; Dee Ann Marshall; Barbara Pfaff; Andy Pfaff; Mary Williams; Elmer Williams; Joe Bolinger; Mary Johnson; Mark Eatinger, Dennis Fornstrom and Aaron Seehafer, representing Rio Verde Engineering; Harold E. Asire; Meghan Thoreau, representing Pinedale Planning and Zoning; Dan Stewart; P.J. Paulos; Lindsay Gooch; Mary Anne Menster; Gwen Schwab; Mike Schwab; Shonda Sour; Travis Sour; Steve Smith; Ron Brown, Public Works Director; Laurie Latta, mayor’s assistant; Katie Isacksen, representing the Pinedale Roundup; and Isabel Rucker, representing the Sublette Examiner.
Mayor Skinner called the meeting to order. Motion by Heuckto approve the minutes of the Feb. 27 meeting as written. Motion seconded. Motion carried unanimously.
Public hearing for the vacation of Mill Street between South Tyler Avenue and South Fremont Avenue was opened for discussion. No comments were received. Motion by Kunard to approve Ordinance 387, an ordinance vacating that portion of Mill Street between Tyler Avenue and Fremont Avenue, on the first reading. Motion seconded. Motion carried unanimously.
Public hearing for the renewal of retail, microbrewery, limited and restaurant liquor licenses was opened for discussion. No commentswere received.  Motion by Heuck to accept renewals of the liquor licenses as presented: Stockman’s Bar and Lounge, Cowboy Bar, Outfitters Liquors and Corral Bar, retail liquor licenses; Patio Grill, Wrangler Café, Bottoms Up Brewery and Grill, Los Cabos Mexican Restaurant, Café on Pine, 13th Strike Café and State Stop, LLC, restaurant liquor licenses; VFW Post No. 4801, limited retail liquor license; and Bottoms Up Brewery and Grill, microbrewery license. Motion seconded. Motion carried unanimously.
Elmer Williams, a resident of South Skyline Street,discussed concerns with traffic on Skyline Street and asked for no parking on the street, adding safety was a concern. Mary Williams, a resident of South Skyline Street, discussed her concerns with the traffic. Deanne Marshall, a resident of Skyline Street, discussed her concerns with the traffic and safety. After discussion, council agreed to take it under advisement.           
Laurie Latta, representing the Pinedale Planning and Zoning Board, presented Mike and Gwen Schwab’s zone change application for 114 West Rendezvous Street from the present zoning of R-2 to R-1. Latta reported the proposed zone change was requested to preserve the single family housing currently in the neighborhood. Latta reported the board recommended the approval of the zone change with the specification that someone contact the owner of the vacant lot concerning the proposed change. Motion by Heuck to grant the zone change with the owner of the vacant lot, Weatherby, to becontacted of the zone change. Motion seconded. Motion carried unanimously. 
Carl and Barbara Pfaff, representing amended lots 3 and 4, block 3, Samora Addition, presented a request for preliminary and final plat approval for lot line change to accommodate the existing building and access to the existing building. Latta, representing the Pinedale Planning and Zoning Board, reported the board recommended the approval of the plat. Motion by Boyce to approve the plat for amended lots 3 and 4, block 3, Samora Addition. Motion seconded. Motion carried unanimously.
Laurie Latta, representing the Pinedale Planning and Zoning Board, presented Matt Harber’s building permit request for eight multi-family units to be located on the southwest corner of Par Avenue and Jade Street, Harber Addition. Latta reported the application had not had a professional review and the board had recommended the approval contingent on a drainage plan. Skylar Wilson, representing Wilson Land Survey, discussed the elevations regarding the drainage, street and utilities. After discussion, motion by Boyce to grant approving the preliminary plat for Matt Harber’s multi-family units to be located on the southwest corner of Par Avenue and Jade Street, with a drainage plan and engineer’s input if necessary. Motion seconded. Motion carried unanimously.
Mark Eatinger, representing Rio Verde Engineering and Mary Ann Menster, presented the preliminary plat for the Split Diamond Meadows Subdivision, a proposed subdivision that lies within one mile of the town limits. Latta, representing the Pinedale Planning and Zoning Board, reported the board had approved the preliminary plat but had concerns with the drainage and cul-de-sac. After discussion, motion by Kunard to accept the preliminary plat for the Split Diamond Meadows Subdivision. Motion seconded. Motion carried unanimously.
Dennis Fornstom, representing Rio Verde Engineering, presented Eric Brusewitz’s request for approval for the preliminary and final plat for townhouse development lot 1 Redstone Fifth Addition. Latta, representing the Pinedale Planning and Zoning Board, reported the board recommended the approval of the preliminary and final plat. Motion by Boyce to accept Eric Brusewitz’s townhouse development  preliminary and final plat for lot 1 Redstone Fifth Addition. Motion seconded. Motion carried unanimously.
Aaron Seehafer, representing Rio Verde Engineering, discussed the 2006 Tyler Avenue Water Rehabilitation Project.
Bill Lane, representing Stantec Consulting, gave an update on the Sewer Lagoon Rehabilitation Project.  Lane discussed change order No. 2, an addition of a 1,000 gallon protected type above ground diesel fuel storage tank to provide three days storage capacity for standby generator, price increase of $29,285.00; and adding a volumetric feeder to feed magnesium hydroxide into the wastewater at the wetwell in the headworks building, price increase of $20,298.00. Motion by Heuck to approve change order No. 2 in the total amount of $49,583.00. Motion seconded. Motion carried unanimously.
Jim Washman, representing the Pinedale Lions Club, requestedthe town waive the sewer connection fee for the proposed restrooms to be located in the Cee Dee Park in Shelter Park. Motion by Boyce to waive the sewer connection fee for the Cee Dee Park in Shelter Park. Motionseconded. Motion carried unanimously.
Motion by Heuck to approve Ordinance 384, an ordinance ofthe Town of Pinedale, Wyoming, creating chapter 17.31 of the Pinedale MunicipalCode to establish the R-2A zoning district within the Town of Pinedale, on the third reading. Motion seconded. Motion carried unanimously.
Motion by Heuck to approve Ordinance 385, an ordinance amending the zoning map of the Town of Pinedale to reflect the amendment of the zoning classification of all lands located within the town limits of the Town of Pinedale which are located east of the east boundary line of Jackson Street and which are presently zoned R-2 to the R-2A zone district, on the third reading. Motion seconded. Motion carried unanimously.
Motion by Heuck to approve Ordinance 386, an ordinance of the Town of Pinedale, Wyoming amending section 17.33.070 and 17.33090 of the Pinedale Municipal Code relating to yards and building height in the R-4 zoningdistrict, on the second reading. Motion seconded. Motion carried unanimously.
Mayor Skinner presented a letter from Chopper and Lynn Grassell requesting the town write a letter asking Kellerstrass to include aw estern appearance when replacing the canopy at 212 East Pine Street. Council was agreeable to sending a letter.
Mayor Skinner presented the request for non-binding public comment, stating should the Town of Pinedale enter into an agreement with the Wyoming Water Development Commission providing for the sale of water storage right to the Wyoming Water Development Commission for use as instream flow in Pine Creek and retaining an option to repurchase said water storage right to the town at the town’s sole discretion, to be placed on the May 2nd ballot. Council was agreeable as presented.
Mayor Skinner discussed the letter from the City ofPortland, Ore., Bureau of Water Works regarding their petition for a records review challenge of the Federal Environmental Protection Agency’s long-term 2 enhanced surface water treatment rule. After discussion, the council was agreeable to sending a letter of support.
