Sublette County School District No. 9 in Big Piney, Wyo., is seeking bids for installation of voice, data, and video (IP surveillance) cabling for up to six buildings in the district and single-mode fiber connectivity between multiple buildings. Installation should include all patch panels, necessary surface mount materials, termination boxes, faceplates, RJ45 ends, etc. Removal of some existing communication cabling may also be included. LEGAL NOTICE
TO: LYLE THOMAS STEPHENS, JR. and KAROLYN J. STEPHENS, 10489 Sonoran Vista Trail, Tucson, Ariz., 85749.
TAKE NOTICE that the FIRST NATIONAL BANK OF PINEDALE, a national banking organization, has filed a complaint against you in the above-captioned matter in the District Court, Ninth Judicial District, Sublette County, Wyo., naming each of you as defendants. This complaint alleges that you have defaulted under the terms of two certain promissory notes executed by each of you and delivered and payable to the plaintiff, dated Aug. 15, 2003, and Feb. 23, 2004, and in the original face amounts of $162,000 and $10,025 respectively.
The complaint asks for judgment in the face amount of said Notes, $172,025, plus accrued interest, reasonable attorney's fees, late charges, accrued taxes and costs of suit. The complaint further asks that two mortgages given to secure said promissory notes, dated Aug. 15, 2003, and Feb. 23, 2004, and recorded in the office of the Sublette County Clerk at Book 104 of Mortgages, Page 766, and Book 110 of Mortgages, Page 53, respectively, be foreclosed and a decree be made for the sale of the involved real property according to law, that the proceeds of said sale, after deducting for the cost of sale be applied in payment of the sums due plaintiff under the judgments requested in said complaint. The real property encumbered by said mortgages is described as:
Lot Eight (8) of the Redstone Seventh Addition to the Town of Pinedale, Sublette County, Wyo., as the same appears on the official map or plat thereof filed for record in the office of the County Clerk and Ex-Officio Register of Deeds for Sublette County, Wyo.;
TOGETHER WITH all improvements and appurtenances thereunto appertaining.
The complaint further requests a deficiency judgment against you for any amount remaining unpaid after the foreclosure sale of the concerned real property and for such further relief as the court may deem just and equitable.
You are notified that you are required to answer plaintiff's complaint on or before July 18, 2005, by filing the same with the Clerk of this Court; otherwise, said complaint shall be taken as true and judgment shall be rendered against you accordingly.

PUBLIC NOTICE
In accordance with the provision of the Wyoming Environmental Quality Act and Chapter 1, Section 2(c) of the Solid Waste Rules and Regulations, Sublette County has submitted a permit amendment application for the Sanitary Balefill, Marbleton No. 2.
This facility currently provides for the disposal of municipal solid wastes, which have been generated, from Sublette and Teton counties, Wyoming. The 240-acre facility is located approximately 1 mile north and two miles east of Marbleton, Wyo. More specifically, this facility is located in the NW1/4, NW1/4, Section 22, T30N, R111W, Sublette County, Wyo. The current total volumetric capacity of this facility is estimated to be 14,000,000 cubic years of solid waste. The current life of the facility is estimated to be 85 years. The purpose of the permit amendment application is to allow the operator of this facility to construct and operate a solid waste bailer to process solid waste.
This notice is to announce that the Department of Environmental Quality, Solid and Hazardous Waste Division has determined the permit amendment application to be complete and technically adequate. The department has issued an application review and a DRAFT permit amendment which can be viewed, along with a copy of the application, at the Sublette County Clerk's Office and the local county libraries in Big Piney and Pinedale.
The public comment period for this matter shall begin on May 26, 2005, and end on July 5, 2005. Any interested person has the right to file written objections to the DRAFT permit amendment. Objections must be received by 5 p.m. on the last day of the public comment period and should clearly state the author's basis for the objection and why the author feels the proposed application does not adequately meet the requirements of the applicable rules or statutes. Objections must be submitted in writing to the Department of Environmental Quality, Dennis Hemmer, Director, 122 West 25th Street, Cheyenne, Wyo., 82002. If substantial written objections are filed, a contested case hearing will be held by the Environmental Quality Council.
In accordance with the Americans With Disabilities Act, special assistance or alternative formats will be made available upon request for individuals with disabilities.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
MAY 17, 2005
The Board of County Commissioners met in regular session in the meeting room of the Sublette County Annex in Marbleton, Wyo., on this date at 9 a.m. with Betty Fear, Bill Cramer, Cat Urbigkit of the Sublette Examiner, and Mary Lankford, county clerk, present. Commissioner John Linn was absent.
The minutes of the preceding regular meeting of May 3, 2005, were approved and ordered filed on motion by Chairman Fear and seconded by Commissioner Cramer. The motion carried.
Butch Penton, assistant road & bridge superintendent, reported on the cost of magnesium chloride for soil stabilization, work on Ehman Lane and the Muddy Loop.
The board discussed a request from Alvin Mitchell to attend fire training. The board approved the request and requested dates of the proposed trainings.
Nancy Guio, representing the Big Piney-Marbleton Airport Board, presented documents for the chairman's signature for the airport plan update and the planning grant application. It was moved by Commissioner Cramer and seconded by Chairman Fear to approve the application and authorize the chairman to sign the application. The motion carried.
Commissioner Linn arrived.
Annie Espenscheid, representing the Sublette County Ag. Center, presented a contract in the amount of $25,000 for engineering for the lean-to for fire marshall approval. It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve the contract. The motion carried.
Sheriff Hank Ruland and Undersheriff Henry Schmidt discussed a letter from WyDOT regarding the left turn lane on U.S. Highway 191 at Boulder and requested a letter from the board. The board directed the county clerk to prepare a letter expressing the county's desire to participate in the project. Schmidt discussed drug arrests and loss of personnel to the gas fields.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to recess for an executive session with Sheriff Ruland and Undersheriff Schmidt to discuss personnel. The motion carried.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to reconvene the meeting.
In accordance with the public notice published in the Sublette Examiner on April 21, 28, May 5 and 12, 2005, a public hearing was held for the renewal of the following liquor licenses and permits:
It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve the renewal applications for the following retail liquor licenses: Green River Bar, Elkhorn Bar and The Place. The motion carried.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve the renewal application for the following restaurant liquor license: Lakeside Lodge. The motion carried.
It was moved by Commissioner Linn and seconded by Commissioner Cramer to approve the renewal applications for the following malt beverage permits: Hoback Village, Lakeside Beer Sales and Daniel Junction. The motion carried.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve the renewal application for a limited retail liquor license to the Pinedale Golf Club, Inc. The motion carried.
Jim Carbley and Bill Barney, representing Mosquito Abatement District No. 2, discussed their district's spraying activities. It was moved by Commissioner Linn and seconded by Commissioner Cramer to budget for a third spraying for the three mosquito abatement districts. The motion carried.
Joan Mitchell, representing the Southwest Sublette County Pioneers, requested $40,000 for their FY06 budget. The board tentatively approved the request.
Mindi Crabb, marketing director for the Sublette County Joint Tourism Promotion Board, presented a draft proposal for a visitor's center in Pinedale estimated to cost $538,000. The board requested a more conservative proposal.
Louie Tomassi requested the board consider equalizing the valuation between the two school districts. The board informed Tomassi that the request need to be approved and presented by the school districts, and that one had not been presented. The board discussed Tomassi's efforts with a dissolution petition for the Sublette County Rural Health Care District.
In accordance with the public notice published in the Sublette Examiner on April 21, 2005, public hearing was held for the following:
1. It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve the conditional use permit application by Hidden Heart Ranch, Inc. to operate a guest ranch and outfitting business on property zoned A-1, being 200 acres, more or less, located in a portion of Section 26, T34N, R108W. The motion carried.
2. It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve the preliminary plat application for Granite Peaks 2nd Filing to subdivide 35 acres, more or less, zoned R-R into ten lots, located in the SE1/4 of Section 29, T34N, R109W, with the following conditions:
a. The developers address the runoff of sediment at the entrance of Wild West Place and Ehman Lane.
b. The applicant submits Road Design Construction Drawings prior to the filing of the final plat.
The motion carried.
3. It was moved by Commissioner Linn and seconded by Commissioner Cramer to approve the preliminary plat application for Old Brazzill Ranch VI Filing to subdivide 61.8 acres, more or less, zoned R-R into nine lots, being Lot 7, Old Brazzill Large Tract, with the following conditions:
a. The County Attorney comments will be addressed on the final plat.
b. The applicant submits Road Design Construction Drawings prior to the filing of the final plat.
The motion carried.
4. It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve and act upon the recommendation of the Planning and Zoning Commission. Upon vote, the motion carried, and the following resolution was adopted:

A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION AND APPROVING THE APPLICATION OF ERIC A. Rick Hoffman, waste management superintendent, and Frank Grimes, representing Nelson Engineering, reported on balefill project. It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve Change Order No. 5 for $43,155.43. The motion carried.
Hoffman requested one free dump day at the Marbleton Landfill for the months of June, July and August. The board approved the request and approved changing the operating hours to 7 a.m. to 3 p.m. beginning June 1st. Hoffman discussed pricing for cages and the board requested a proposal for changing the current schedule.
Commissioner Linn inquired about hazardous waste disposal. Chairman Fear will contact Recycling.
Lil Penton and Rick Patton, representing the Pinedale Airport Board, discussed the airport-zoning overlay for airport protection at both airports in the county. The board reviewed the issue and referred the request for a resolution to the county attorney.
Randy Bolgiano and John Andrikopoulos reported on the Upper Green River Joint Water Board and requested funding for FY06 in the amount of $5,000. The board tentatively approved the request.
Frank James, fairgrounds manager, discussed twelve work items at the Sublette County Fairgrounds. Steve James, Wayne Barlow, Dan Bates and Boone Johnson of the fair board were present. It was reported that Rio Verde Engineering is preparing a drainage plan. The fair board was directed to hire employees to help with the fair and James will hire employees to work on projects. Budgets were requested from the fair board for fair items and the conduct of the fair. James will budget for all maintenance and utilities.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to award County Commissioners Scholarships to Hadley Quintard and Spencer Thoman of Big Piney High School, and Philip Storrud and Jennifer Ramsey of Pinedale High School. The motion carried.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to accept the viewers report on the Mantle Road Petition. The motion carried and the board scheduled the hearing on the petition for 3 p.m. on June 21, 2005. The board directed the county clerk to notify the parties.
