The project consists of the following work:
Preparation of the site to accommodate the construction of the proposed town hall.
Work will include installing a 4" fire line, 2" copper service line, 4" sewer line and 6" sewer line, including the installation of a new sewer manhole. Also, included in the work, is stockpiling topsoil (on site), backfilling an existing basement and minor grading of site.
Copies of the contract documents may be obtained at the office of Forsgren Associates, Inc. at the location noted above, upon payment of $25 for each set, non-refundable.
Each bidder will be required to submit, with his proposal, a certified check, or Bid Bond made payable without condition to the respective owner in the amount of not less than five percent (5%) of the bidder's maximum bid price as guarantee that such bidder will enter into a contract within fifteen (15) days after the date of the owner's notice of award.
Preference will be given to resident Wyoming contractors in the amount of five percent (5%) of the low bid in accordance with Wyoming Statute 16-6-101, et. seq.
Both a payment and performance bond of 100 percent is required.
The owner reserves the right to reject any or all bids or any part of any bid, to waive any formality in any bid, as its best interest may appear.

Jerry Jensen, president, chaired this meeting held in the County Commissioners Room, Pinedale, Wyo. Mary Lynn Worl, vice president, Bill Barney, secretary/treasurer, and Walt Bousman, trustee, Garry Eiden, trustee, and Randy Johnson, director, were in attendance. Jauna McGinnis, clerk, took the minutes.

CALL TO ORDER
Jerry Jensen called the meeting to order at 7:30 p.m. and set the agenda. Walt Bousman motioned to accept the agenda as read. Seconded by Mary Lynn Worl and carried unanimously.
MINUTES/PHYSICIANS CHECKS
After reviewing the physicians checks, Bill Barney motioned to approve the physician's checks as presented. Seconded by Walt Bousman and carried unanimously.
Jerry Jensen introduced Director Randy Johnson.
Mary Lynn Worl motioned to accept the March 14 regular meeting minutes as presented. Seconded by Walt Bousman and carried unanimously.
GENERAL BUSINESS
EMS CONCERNS
Andy McGinnis read a letter from Pinedale Emergency Medical Service in regards to perceived burden on Dr. Boyle due to the season, oilfield activity and shortage of physicians.A request was made to have the board contract with Dr. Doug Schmitz as a temporary medical director to alleviate the concerns.
Randy Johnson reported that Dr. Boyle is open to this temporary solution. Bill motioned to have Randy Johnson contact Dr. Schmitz in order to arrange this contract within the budget. It was noted that this affects Dr. Boyle's contract fee. Dr. Burnett requested a clarification of who was responsible to select the medical director. The use of one medical director was discussed.
Seconded by Walt Bousman and carried unanimously.
DOCTOR SEARCH COMMITTEE UPDATE
Joan Mitchell presented an update. The search has been narrowed down to three locum physicians, three mid-level locums and six permanent physicians.
PUBLIC COMMENT
Concerned citizens inquired why Dr. Alex was released and voiced they have nothing against Dr. Boyle. The board stated his contract is under Dr. Boyle. Randy Johnson reported Dr. Alex has options and is not excluding any options at this time. Concerned citizens requested the board to evaluate the current model of contracting with physicians.
PHYSICIAN BUSINESS
MARBLETON CLINIC-STAFFING/BENEFITS/CHARGES/CONTRACTS/OTHER
Both Geneal Bailey and Carol Mackie would like to remain as part of the staff. This will be discussed in executive session. It was decided to change the advertisement to include LPNs. The board is to be made aware of other staff that had positions at the clinic.
HELIPORT UPDATE
Jauna McGinnis reported that Jim Jackson was contacted by Tom Schultz. The heliport is on the schedule. Painting will be done when the weather gets better. It was reported that the lights are working now.
SOFTGOODS/EQUIPMENT INVENTORY SCHEDULE UPDATE
Randy Johnson and Jauna McGinnis are to coordinate with Dr. Burnett by Thursday or Friday.
EMERGENCY CONTRACT
Dr. Turner submitted a proposal at the last meeting. The details were discussed.
EXECUTIVE SESSION
The board retired into executive session with Dr. Turner, Dr. Burnett and Rich Anderson to discuss personnel issues at 8:54 p.m.
Jerry Jensen brought the meeting back to order at 9:31 stating no action was taken.
Discussion of the proposal continued. The decision needs to be made soon. Bill Barney motioned Randy Johnson to offer the job to Geneal Bailey and Carol Mackie and to discuss the expectations and protocol to work with Dr. Turner and any incoming locums. Seconded by Mary Lynn Worl and carried unanimously.
SPACE CONCERNS
Nora Farrand reported that the house would be a workable solution for the Pinedale clinic temporary space issue. Security issues were discussed. Walt Bousman motioned to proceed with zoning and if approved to purchase the house. Seconded by Garry Eiden and carried unanimously.
Shelving, equipment, phone line and electricity for the new space were discussed. No computers will be needed, only networking.
BUDGET CHANGES
A letter was submitted by Dr. Boyle regarding two budget changes. A budgeted bladder scanner has increased in price. The lab information system works in conjunction with the electronic medical records system that was denied in the budget process. Dr. Boyle requested to roll this item over to the next budget session. Bill Barney motioned to approve the purchase of the bladder scanner and roll over the lab information system to the 2006 budget. Seconded by Garry Eiden and carried unanimously.

TESTING
A draft policy was submitted by Ed Wood which needs approval of the board. This item tabled for review.
QUARTERS
Mary Lynn Worl and Randy Johnson attended the Sublette County Commissioners meeting and inquired if the old senior citizens building could be utilized as EMS quarters on a temporary basis. The request was denied. The board discussed the option of setting a trailer, a skid structure or purchase of housing. The board will explore avenues.
AMBULANCE BARN
It was also reported that the commissioners do not have a sense of urgency for the use of funds delegated to the ambulance barn, and have been informed of the board's plan to do a public information campaign.
JONAH FIELD FIRST RESPONDER
PROGRAM
Randy Johnson presented a request from Wil Gay for the funding of pagers for BECs in the Jonah Field.This issue tabled until Wil Gay is available for questioning and other research could be completed.
GENERAL BUSINESS
BUILDING PROJECTS UPDATE
The board discussed moving forward to assess the county feelings regarding the clinics. Davis Partnership submitted three placements for the ambulance barn that would not impede the current clinic building plans. Walt Bousman motioned that the ambulance be placed on the east side of the property, inquire with Chambers Design and Build for interest and engage pending approval of the county commissioners. Seconded by Bill Barney and carried unanimously.
TABLED ITEMS
The following items were tabled: Medicare Update, Audit Engagement Letter, BC/BS Participating Agreement and Newspaper/ Radio/Generator Maintenance Contracts.
ADMINISTRATIVE POSITION
Randy Johnson requested a position to reduce the workload in the office presently. Bill Barney motioned to hire a biller/administrative assistant at $14 or less. Seconded by Walt Bousman and carried with Garry Eiden opposed.
CONTINUATION OF MARBLETON
CLINIC
The board discussed the continuation of janitorial services in the Marbleton clinic. Joyce Kountz has been providing this service and submitted a proposal of $1,500/month. Bill Barney motioned to accept a counter proposal with a six-month term. Seconded by Garry Eiden and carried unanimously.
Amy Bell submitted a proposal for transcription services. Bill Barney motioned to engage Amy Bell. Seconded by Garry Eiden and carried unanimously.
The board discussed the charges for services. Randy Johnson and Jauna McGinnis are to determine the charge structure.
EXECUTIVE SESSION
The board retired into executive session at 11 p.m. to discuss personnel issues.
Jerry Jensen brought the meeting back to order at 11:30 p.m. stating no action taken.
Bill Barney motioned to offer the position to Geneal Bailey and Carol Mackie at $14/hour then raise it to $16/hour upon x-ray certification, plus the standard benefit package. Seconded by Walt Bousman and carried unanimously.
Bill Barney motioned to modify the health care coverage to include dependents. Seconded by Mary Lynn Worl and carried unanimously.
Bill Barney motioned to authorize Randy Johnson to use professional development funds to support Geneal Bailey and Carol Mackie for x-ray certification. Seconded by Garry Eiden and carried unanimously.
OTHER
The bathrooms in the Pinedale clinic still need exhaust fans. Since the building is on hold, Walt Bousman motioned to approve the installation of exhaust fans. Seconded by Mary Lynn Worl and carried unanimously.

The check registers were reviewed for accountability of checks. No discrepancies were noted. Mary Lynn Worl motioned to pay the bills as presented. Seconded by Walt Bousman and carried unanimously authorizing vouchers for payroll and vendors numbered 4785 through 4834, DD5089-1, DD5103-10 through DD5103-31, EFT5090-1, and EFT5104-1 totaling $165,400.27.

Cause No. 12, Order No. 1, DOCKET NO. 281-2005, brought on the petition of Anadarko Petroleum Corporation, EnCana Oil & Gas (USA), Inc., General Chemical Soda Ash Partners, OCI Wyoming, L.P., FMC Corporation and Solvay Minerals, Inc. pursuant to Wyoming Statute Section 16-3-106 and the commission's rules and regulations, for an amendment to portions of Chapter 1, Section 2 and Chapter 3, Sections 8, 18, 22m and 27 of the Commission's Rules and Regulations. Cause No. 3, Order No. 1, DOCKET NO. 308-2005, brought on the application of BP America Production Company for an order authorizing the drilling of forty-six (46) additional, infill wells, to be drilled on a 5-acre density and to test and produce from the Jonah Field Lance Pool in the SE1/4, E1/2 SW1/4 of Section 28, Township 29 North, Range 108 West, 6th P.M., and the N1/2, N1/2 S1/2 of Section 36, Township 39 North, Range 108 West, 6th P.M. (or lots or tracts substantially equivalent thereto); each of said proposed wells will be an increase in the density of wells to the Jonah Field Lance Pool over and above that currently authorized and at locations other than those currently provided for under the commission's prior orders in Dockets No. 228-98, No. 90-2000 and No. 521-2004; such additional wells requested to be located anywhere on the surface, but at the producing interval, no closer than 330 feet to the boundary of the involved 80-acre drilling and spacing units as more particularly described in the application; and to authorize unrestricted production from each such additional well from any portion of the Jonah Field Lance Pool, as defined by the Commission's order in Docket No. 84-2003, all in the Jonah Field, Sublette County, Wyoming.
Cause No. 3, Order No. 1, DOCKET NO. 321-2005, brought on the application of Encana Oil & Gas (USA) Inc. for an order authorizing an exception location for the Cabrito #69-19 well, located at surface 1200 feet FSL and 1980 feet FWL with a bottomhole location of 1178 feet FSL and 2250 feet FWL; the Cabrito No. 70-19 well, located at surface 1218 feet FSL and 1954 feet FWL with a bottomhole location of 1057 feet FSL and 1635 feet FWL; the Cabrito No. 75-19 well, located at surface 1209 feet FSL and 1967 feet FWL with a bottomhole location of 628 feet FSL and 1613 feet FWL; and the Cabrito No. 76-19 well, located at surface 1191 feet FSL and 1993 feet FWL with a bottomhole location of 633 feet FSL and 2285 feet FWL; all to be drilled to the Lance Formation underlying the SW1/4 of Section 19, Township 29 North, Range 107 West, 6th P.M., Sublette County, Wyoming.
Cause No. 1, Order No. 1, DOCKET NO. 323-2005, brought on the application of EOG Resources, Inc. for an order establishing an approximate 80-acre wellbore drilling and spacing unit for the production of oil, gas and associated hydrocarbons from the Baxter, Frontier and Bear River (Muddy) Formations underlying the SW1/4 of Lot 2, the NW1/4 of Lot 7, the NE1/4 of Lot 6 and the SE1/4 of Lot 3, all in Section 4, Township 26 North, Range 113 West, 6th P.M., Hogsback South Field, Lincoln and Sublette Counties, Wyoming.
Any interested party is entitled to appear at the aforesaid time and place to be heard by the commission. The applications may be inspected in the office of the undersigned, 2211 King Boulevard, Casper, Wyo., or on the Oil and Gas Commission website at http://wogcc.state.wy.us. If there are any protests, please make such known to the State Oil and Gas Supervisor at least three (3) working days before the hearing by filing a written objection.
