This note is now due and payable in full. Patricia Baca Sterck as holder of the note and as first and second holder of the respective mortgages has elected to declare the entire balances due and payable and to exercise her power to foreclose the mortgages by advertisement and sale as provided in the mortgages and under applicable law.
Therefore, take notice that, pursuant to the above-referenced mortgages and the laws of the State of Wyoming, the mortgages will be foreclosed and the property will be sold at public auction by the Sublette County Sheriff on Friday, May 6, 2005, at the hour of 10 a.m. at the flagpole at the Sublette County Courthouse 21 S. The project consists of the following work:
Preparation of the site to accommodate the construction of the proposed town hall.
Work will include installing a 4" fire line, 2" copper service line, 4" sewer line and 6" sewer line, including the installation of a new sewer manhole. Also, included in the work, is stockpiling topsoil (on site), backfilling an existing basement and minor grading of site.
Copies of the contract documents may be obtained at the office of Forsgren Associates, Inc. at the location noted above, upon payment of $25 for each set, non-refundable.
Each bidder will be required to submit, with his proposal, a certified check, or Bid Bond made payable without condition to the respective owner in the amount of not less than five percent (5%) of the bidder's maximum bid price as guarantee that such bidder will enter into a contract within fifteen (15) days after the date of the owner's notice of award.
Preference will be given to resident Wyoming contractors in the amount of five percent (5%) of the low bid in accordance with Wyoming Statute 16-6-101, et. seq.
Both a payment and performance bond of 100 percent is required.
The owner reserves the right to reject any or all bids or any part of any bid, to waive any formality in any bid, as its best interest may appear.

Jerry Jensen, president, chaired this meeting held in the Marbleton Fire Hall, Marbleton, Wyo. Mary Lynn Worl, vice president, Bill Barney, secretary/treasurer, and Walt Bousman, trustee, were in attendance. Garry Eiden, trustee, was absent. Jauna McGinnis, clerk, took the minutes.

CALL TO ORDER
Jerry Jensen called the meeting to order at 7 p.m. and set the agenda. Walt Bousman motioned to accept the agenda as read. Motion seconded by Mary Lynn Worl and carried unanimously.
MINUTES/PHYSICIAN CHECKS
After reviewing the physician checks, Walt Bousman motioned to approve the physician's checks as presented. Motion seconded by Mary Lynn Worl and carried unanimously.
Mary Lynn Worl motioned to accept the Feb.14 and 28 regular meeting minutes as presented. Motion seconded by Walt Bousman and carried unanimously.
PHYSICIAN BUSINESS
SPACE CONCERNS
Mary Lynn Worl reported Dr. Boyle is in need of temporary office space. Possible options were discussed. The board needs to know the amount of space needed. A phone line and extra phones are needed also. This will be researched.
HELIPORT
Jerry Jensen, Jauna McGinnis and Tom Schultz have tried several times to contact Jim Jackson of Intermountain Electric with no success.
BIG PINEY CLINIC-STAFFING
Mary Lynn Worl read several emergency care scenarios for discussion. She also reported on Dr. Boyle's concerns. Dr. Boyle would like to have a locum to help her with the increased load. She has indicated she would provide three from her staff to provide service in the Marbleton Clinic three days a week. It was then discussed how to staff, in that the number-one priority is emergency care. Walt Bousman motioned to inquire about available packages with locum companies to provide 24/7 emergency care, use the current staff that will remain, and provide for the missing staff. Motion seconded by Bill Barney and carried unanimously. The board then asked Dr. Burnett's permission to contact his remaining staff. Dr. Burnett granted permission. Geneal Bailey indicated to the board that she would like to stay.
EMS BUSINESS
BACKGROUND CHECKS/DRUG
TESTING
The policy is still under review by the lawyer. This item was tabled.
MOVING EXPENSES APPROVAL
David Potter submitted his moving expenses estimate. Bill Barney motioned to approve the moving expenses. Motion seconded by Mary Lynn Worl and carried unanimously.
OTHER
Katie Krieger reported she is waiting to hear from Larry Kness regarding the ambulance.
GENERAL BUSINESS
PHYSICIAN RECRUITING UPDATE
Mary Lynn Worl clarified that medical and allied fields would not be left out of the physician recruiting committee's decision process. CVs have been received in the office.
BUILDING MAINTENANCE
CONTRACTS
Two sealed bids were submitted. Jerry Jensen opened the bids and read the proposals from Pfisterer Enterprises and Merritt-Robbins, Inc. The board discussed the proposals.
Bill Barney motioned to accept Merritt-Robbins, Inc. bid with labor option 'B'. Motion seconded by Walt Bousman and carried unanimously.
BUILDING PROJECTS UPDATE
The survey for the Pinedale Medical Clinic will be finished this week and sent to JD Dreyer of Davis Partnership. Land options have not been pursued with the degree of uncertainty at this time. The board discussed how to obtain information for the Daniel clinic concept. Geneal Bailey suggested the board research the Driggs, Idaho, hospital set-up.
OTHER
The board discussed changing the malpractice and possibly offering separate contracts to all physicians within the clinics. The board will continue to explore other contractual arrangements.
Bill Barney motioned to pay 100 percent of the physicians' malpractice insurance as an addendum beginning the new fiscal year. Motion seconded by Walt Bousman and carried unanimously. It was clarified that any additional malpractice over the $45,000 allotted in the contract will be paid and prorated if the physician leaves.
BUILDING PROJECTS
The survey and which direction, regarding two clinics vs. one, to take was discussed. It was decided to delegate Randy Johnson to analyze the one clinic idea through surveys, public meetings, etc.
MEDICARE
There is no new information from Barbara Cubin's office. Mary Lynn Worl has done some research also.
MEDICARE NUMBER
The board discussed obtaining a Medicare number for the district to bill for the Marbleton Medical Clinic patients. Walt Bousman motioned to apply for a Medicare number. Motion seconded by Bill Barney and carried unanimously.
AMBULANCE RATES
The board discussed the effect of EMS salary increase has had on ambulance rates. This will be discussed and reassessed during the budget workshops.
BUDGET REQUESTS
It was mentioned that the budget requests are due by March 31.
OTHER
Jerry Jensen mentioned that he had given a list of items that Randy Johnson could be working on this month. Mr. Johnson was in the area for a couple of days and met with the Big Piney EMS and Pinedale EMS groups.
PUBLIC COMMENTS
Bill Schertz asked the board to inquire with the physicians what it would take to keep them. Bill Barney stated it has already been done. He then asked that the survey of the Pinedale Medical Clinic be given to Van Huffman and that no other architectural services be performed until the decision has been made regarding one clinic.
Joan Mitchell of Southwest Sublette County Pioneers addressed the board regarding the senior citizens concerns.
Bill Schertz inquired if he could have a copy of the survey when it is finished. The board indicated they would like to review it first to ensure that it is complete before releasing.
The board briefly discussed the direct deposit program.
DISBURSEMENT APPROVAL
The check registers were reviewed for accountability of checks. No discrepancies were noted. Mary Lynn Worl motioned to pay the bills as presented. Motion seconded by Walt Bousman and carried unanimously, authorizing vouchers for payroll and vendors numbered 4641 through 4728, DD5070-10 through DD5070-32, DD5088-1 through DD5088-3, EFT5073-972, EFT5073-1307, and EFT5089-335 totaling $170,917.97.
ADJOURNMENT
Without any further business, Mary Lynn Worl motioned to adjourn the meeting. Motion seconded by Walt Bousman and carried unanimously Meeting adjourned 9:05 p.m.

CALL TO ORDER

PHYSICIAN BUSINESS
SPACE CONCERNS/TELEPHONE
A minimum of 1,000 square feet is needed for the Pinedale Medical Clinic. Quotes and details for rental space were discussed.
A telephone line with two phones was discussed. Bill Barney motioned to approve the line and phones. Seconded by Mary Lynn Worl and carried unanimously.
EQUIPMENT DISPOSAL
A pulse oximeter purchased 14 years ago at the Pinedale Medical Clinic is not cost effective to repair. Bill Barney motioned to dispose of the pulse oximeter. Seconded by Mary Lynn Worl and carried unanimously.
HELIPORT
The lights have not been repaired. Contact with Jim Jackson has been unsuccessful. Bill Barney motioned to approach Mike Olson. Seconded by Garry Eiden and carried unanimously.
MARBLETON CLINIC-PHYSICIAN RECRUITING, INTERIM STAFFING,
PERSONNEL
Two letters from Dr. Burnett were read regarding a change in termination date to April 15 and a proposal to provide emergency services on a temporary basis. Bill Barney motioned to accept Dr. Burnett's letter of March 22 opting out at April 15. Seconded by Garry Eiden and carried unanimously.
The need for interim staffing to provide services at the Marbleton-Big Piney Clinic was discussed. Bill Barney motioned that Sublette County Rural Health Care District engage agency personnel to supplement locally available staff in order to re-open the Marbleton Clinic as soon after April 15 as possible. Seconded by Mary Lynn Worl and carried unanimously.
Bill Barney motioned to engage as many of the current staff that isn't committed to moving with Dr. Burnett to rejoin the operation when it is reconstituted. Seconded by Garry Eiden and carried unanimously.
Dr. Burnett recommended hiring an individual to be the custodian of the equipment. The board discussed this was implicit in the motion.
The board discussed housing in the area for locum tenens. Bill Barney has located two possibilities: a double wide on the Miller ranch and a cabin on the Barney ranch. Bill Barney requested someone else be involved with this process to determine fair market value. Geneal Bailey suggested two rooms could be used in the EMT trailer. An apartment building on the market and motels were discussed.
INVENTORY/SOFTGOODS
The board discussed the timeliness of the inventory. Dr. Burnett prefers to have it done by April 15. Randy Johnson is to contact Dr. Burnett to set up a time.
EMS BUSINESS
SICK DAY CONVERSION
Since vacation days were converted from hours to days, the sick days were discussed for conversion also. Bill Barney motioned to convert sick days to be in line with vacation days. Seconded by Mary Lynn Worl and carried unanimously.
BACKGROUND CHECKS/DRUG TESTING
A new law passed Feb. 10 mandating emergency response groups to have checks done automatically was discussed. It was decided the district will pay for the current employees. Screening will not be performed on new applicants until accepted by the group. Drug testing costs were discussed. The board is still awaiting response from legal counsel for the drug testing policy. Bill Barney motioned that EMT applicants approved by the EMS services for submission to the board will be required to undergo background and drug testing prior to actual submission at district expense. Existing employees will be required to submit to background and drug testing at district expense. Seconded by Garry Eiden and carried unanimously.
TEMPORARY PERSONNEL
Wil Gay requested one more position for the Memorial Day to Labor Day timeframe. Mary Lynn motioned to hire an extra EMT from Memorial Day to Labor Day as done last year at the intermediate level or higher. Seconded by Bill Barney and carried unanimously. Bill Barney motioned to hire for Big Piney EMS during the same timeframe. Seconded by Mary Lynn Worl and carried unanimously.
OTHER
Wil Gay questioned funding a dispatcher due to increased volume in the EMS. Jerry Jensen reported he has spoken to Bardy Bardin about this issue. He also did not believe it would increase leverage.
EXECUTIVE SESSION
The board retired into executive session with Wil Gay and Andy McGinnis at 8:30 p.m.
Jerry Jensen brought the meeting back to order at 9 p.m. stating no action taken.
QUARTERS
The board discussed finding alternative living quarters for the Pinedale EMS barn due to the usage of both males and females in the same space. Bill Barney motioned to have Jauna McGinnis to find supplementary accommodations to relieve the congestion in the ambulance barn with the board to engage for a month then reconsidered. GENERAL BUSINESS
DOCTOR SEARCH COMMITTEE
The board reviewed the letters from Scott Mackie, Bobbie Wade and Joan Mitchell. Bill Barney reported Dr. Alex would be willing to consult with the committee. Dr. Close would be willing to work with Randy Johnson. The direction for the committee is to review both locum and permanent cv's. The board then discussed how many should be on the committee.
Garry Eiden motioned to appoint Scott Mackie, Bobbie Wade, Joan Mitchell, Geneal Bailey to the Doctor Search Committee with board members Garry Eiden and Bill Barney and local physicians as consultants. Seconded by Mary Lynn Worl and carried unanimously.
The committee is chartered to find locums that will initially staff the Marbleton Clinic over a six month period and locate permanent physicians congruently. At least two physicians and two mid-level personnel are needed.
Dr. Burnett inquired how this new relationship would affect the Pinedale Medical Clinic. Jerry Jensen reported the board will be administrating the Marbleton Clinic and that Dr. Boyle still has a year on her contract.
Dr. Burnett also inquired about the medical director relationship with the Pinedale EMS and Big Piney EMS. Jerry Jensen reported he and Mary Lynn Worl discussed having one medical director for both services with Dr. Alex and Dr. Boyle in order to streamline both divisions to work together. The board will discuss this issue with both EMS divisions.
AREA SURVEYOR USAGE
Garry Eiden reported Paul Scherbel would appreciate the use of his surveyor services. It was reported that his services have been engaged several times in this land acquisition work.
BUILDING PROJECTS UPDATE
The board reviewed the Pinedale Medical Clinic survey and discussed the placement of the ambulance barn. The board discussed the commissioners urgency to make a decision. Bill motioned for the architect to consider the location on the north side of the clinic with an analysis of how it would work, then make a decision to take to the commissioners. Seconded by Mary Lynn Worl and carried unanimously. Jauna McGinnis is to contact JD Dreyer.
AUDIT ENGAGEMENT LETTER
Paul Stille of Leo Riley and Co. is awaiting a reply from Mortenson Stevens and Co. before a letter can be submitted.
MEDICARE UPDATE
No new information has been obtained.
MEDICARE NUMBER UPDATE
Jauna McGinnis reported a physician is needed to assign a UPIN number before the application can be sent to Medicare. Jerry Jensen signed the application.
MEETING TIME CHANGE
Mary Lynn Worl motioned that beginning with the next meeting the time be changed to 7:30 p.m. Seconded by Bill Barney and carried unanimously.
MAINTENANCE REPORT
Jerry Jensen suggested a report be given regarding the maintenance. No decision was made. Garry Eiden needed clarification about the duties of the maintenance contract. It was reiterated this contract is for building maintenance at this time. The board discussed ground maintenance in that the contract can be broadened to grounds maintenance.
BUDGET WORKSHOP
This item tabled to the next meeting.
SECRETARIAL/ADMINISTRATIVE
ASSISTANT
Jerry Jensen requested a statement from Randy Johnson regarding the need for the district office. It was decided to wait until the next meeting when he would be available.
PUBLIC COMMENT
Bill Schertz requested a copy of the survey. It was stated that it is inappropriate for the board to take guidance from him. The board gave permission for Mr. Schertz to obtain a copy of the survey from Rio Verde at his expense. Jauna McGinnis will call Rio Verde and make the request.
Pat Pfisterer questioned how the maintenance contract was awarded. Jerry Jensen reminded him that he spoke directly to him and informed what was expected.
OTHER EMS BUSINESS
Andy McGinnis stated there was a class offered in Jackson. Bill Barney motioned to pay mileage and meals for this class. Seconded by Mary Lynn Worl and carried unanimously.
DISBURSEMENT APPROVAL
The check registers were reviewed for accountability of checks. No discrepancies were noted. Mary Lynn Worl motioned to pay the bills as presented. Seconded by Bill Barney and carried unanimously authorizing vouchers for vendors numbered 4729 through 4744 totaling $10,184.73.
ADJOURNMENT
Without any further business, Bill Barney motioned to adjourn the meeting. Motion seconded by Garry Eiden and carried unanimously. Meeting adjourned 10:25 p.m.

BIG PINEY, WYOMING
In accordance with WS 21-13-103, Cancellation of Unpaid Warrants; Remedy of Holders, the treasurer of each school district shall on the first Monday in April of each year cancel all unpaid warrants of such school district which have been issued for a period exceeding twelve (12) months, and shall at the same time certify to the board of trustees of such school district the number and amount of each warrant which he has canceled. Such list of warrants shall be entered in a regular issue of a newspaper published in the county, during the month in which such warrants were canceled. Any person or persons holding a school district warrant which has been canceled under the provision of this section may present such warrant to the board of trustees of such school district at any subsequent time, not later than five (5) years after the date such warrant was canceled. The said board of trustees shall issue to the holder of such school district warrant, a new warrant covering the amount due on the original warrant at the time so canceled. ORDINANCE NO. 362
AN ORDINANCE OF THE TOWN OF PINEDALE, WYOMING CREATING SECTION 10.24.085 OF THE PINEDALE MUNICIPAL CODE CREATING A PRESUMPTION THAT THE OWNER OF AN UNOCCUPIED VEHICLE THAT IS ILLEGALLY PARKED WAS THE PERSON SO PARKING SAID VEHICLE.
NOW, THEREFORE BE IT HERBY ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF PINEDALE, WYOMING, THAT SECTION 10.24.085 OF THE PINEDALE MUNICIPAL CODE IS HEREBY CREATED TO READ AS FOLLOWS:
Presumption with respect to illegal parking. When any unoccupied vehicle is found parked in violation of any provision of this chapter or any other chapter of the Pinedale Municipal Code, there shall be a prima facie presumption that the registered owner of the vehicle parked the same or that the driver actually parking said vehicle was acting as the agent of the registered owner and the registered owner is responsible for such illegal parking. This prima facie presumption shall be established by proof that:
A. Described Vehicle. The particular vehicle described in the citation was parked in violation of this chapter or any other chapter of the Pinedale Municipal Code, and,
B. Registered Owner. The defendant named in the citation was the registered owner at the time in question
In the event that there shall be multiple registered owners of a vehicle parked in violation of this chapter or any other chapter of the Pinedale Municipal Code, the presumption may be applied against any one of the co-owners but in no event more than one.
This ordinance shall be in full force and effect from and after passage on three readings and publication according to law.
