INVITATION FOR BIDS
2006 TOWN OF PINEDALE TYLER AVENUE WATERLINE REHABILITATION
TOWN OF PINEDALE, WYOMING
Sealed bids are requested for work described in the project manual for the 2006 Town of Pinedale Tyler Avenue Waterline Rehabilitation, dated Feb. 13, 2006, prepared by Rio Verde Engineering, 201 West Pine Street, P.O. Box 642, Pinedale, Wyo., 82941.
Bids will be received by the Town of Pinedale at 210 W. Pine Street, P.O. Box 709, Pinedale, Wyo., 82941, until 10 a.m. local time on March7, 2006, at which time said bids will be publicly opened and read aloud.
The work consists of replacing 4-inch, 6-inch, 8-inch & 10-inch waterline with 6,423 LF of 12-inch DIP waterline; 360 LF of 8-inch DIP; 60 LF of 6-inch DIP; 12 water main tie-in connections; 11 fire hydrantassemblies; two creek crossings; 4-7 foot diameter vaults; 1 U.S. Highway 191crossing and repair; 1,100 LF of 8-inch PVC sanitary sewer replacing VCP; 1 MHinstallation; five MH tie-in connections; 23,300 SY of 4-inch asphalt; 1,400 LF of 6-foot valley pan; 8,400 LF of 3-foot valley pan; along with miscellaneousvalves, fittings, and water and sewer service connections.
A mandatory pre-bid meeting will be conducted at 10 a.m.local time on Feb. 28, 2006, at which time an onsite inspection of the proposed work will be conducted and special considerations will be discussed. The meeting will be held at the Pinedale Town Hall. All prospective bidders must attend this meeting.
Copies of the project manual and the design drawings specifying the work to be performed may be obtained from Rio Verde Engineering, upon payment of $50 for each set of documents. There will be no refunds for return of the documents. Copiesare available for examination at the office of the engineer, Rio Verde Engineering.
Bidders shall be required to accompany each bid with a bid bond with sufficient surety, or a certified check, cashier’s check or bankdraft upon some reputable bank payable to the Town of Pinedale for at least 10 percent of the total amount of the bid. The bond, check or bank draft shall be forfeited as liquidated damages, if the bidder, upon the letting of the contract to him, fails to enter into the contract within 15 days after it is presented to him for that purpose or fails to proceed with the performance of the contract. The bid bond, draft or check shall be retained by the Town of Pinedale until proper bond to secure performance of the contract has been filed and approved. All the above to be inaccordance with 15-1-112, Wyoming Statutes, 1977, July 1980 Supplement.
The right is reserved by the Town of Pinedale to reject any and all bids, and to waive any irregularity or informality in the bidding. Bids may not be withdrawn for thirty days after the date of opening.

The town council of the Town of Pinedale met in regular session Monday Jan. 23, 2006, at 5:30 p.m., in the town hall. Those present: Rose Skinner, Barbara Boyce, Miriam Carlson, Nylla Kunard  and Gary Heuck. Also present: John Mortenson, representing Few Investments; Ashley Robbins; Arlene Robbins; Paul Hagenstein, representing the Pine Creek Ditch Association; John Mackey; Sally Mackey; Pat Bozner, representing the Corral Bar; Grace Anderson; Thomas Johnston, Sublette County Health Officer; Barbara Pfaff; Lil Penton, representing the Pinedale Airport Board; Gayle Kinnison, representing the IPSSSDR/Pinedale Stage Stop; Laurie Latta, mayor’s assistant; Ron Brown and Randy Hubbard, representing the public works department; Julie Early, animal control officer; Noah Brenner, representing the Pinedale Roundup; and Isabel Rucker, representing the Sublette Examiner.
Mayor Skinner brought the meeting to order. Motion by Carlson to approve the minutes of the January 9th meeting as written. Motion seconded. Motion carried unanimously.
Julie Early, animal control officer, reported the monthly activities of the animal control department. Mayor Skinner reported she had received complaints of the poor conditions and safety issues regarding the dogpound. Council discussed the temporary facility being used as a dog pound and the difficulty of the situation.
Ron Brown, public works director, reported the monthly activities of the public works department. Brown discussed the waterline leak at The Lodge at Pinedale. Mayor Skinner reported Rio Verde Engineering would be taking care of the bill for the repair of the waterline. 
The Sublette County Sheriff’s Office not present at scheduled time.
Laurie Latta, mayor’s assistant, reported her monthly activities.
Ruth Neely, Pinedale Municipal Court judge, reported the 2005 annual activities of the Pinedale Municipal Court.
Pat Bozner, representing the Corral Bar, requested March17th, St. Patrick’s Day; July 8th, Rendezvous Weekend; October 28th, Halloween; and December 31st, New Years Eve, as the four days each calendar year that retail liquor licensees may operate their dispensing rooms for a period of 24 hours. Motion by Heuck to grant the requested 24-hour openings for 2006. Motion seconded. Motion carried unanimously.
John Mortenson, representing Few Investments LLC, was present for the plat approval for the amended plat for lots 7, 8 and 9, and the creation of lots 12, 13 and 15, block 5, Triangle Addition. Paul Hagenstein, representing the Pine Creek Ditch Association, discussed his concerns with the drainage and the ditch. Laurie Latta, representing the Pinedale Planning and Zoning Board, reported the board had recommended the approval of the plat. Ron Brown, representing the public works department, stated the drainage plan was the natural drainage and would not change the ditch. After discussion, motion by Boyce to grant the approval of the amended plat for lots 7, 8 and 9, and the creation of lots 12, 13 and 15, block 5, Triangle Addition, with this to be noted on plat if sheet flow of storm water to the Lee Ditch is the drainage plan for lots 13 and 14, if the owners of lots 13 and 14 alter that plan as a result of construction, then it is their responsibility to ensure that erosion of the hillside by their storm water does not occur. Motion seconded. Motion carried unanimously.
Council opened the meeting for discussion of the environmental assessment for Lakeside Lodge Resort’s  master development plan. Dr. Tom Johnston, Sublette County Health Officer, stated his concern was with the water quality and the long-term safety of the town’s water supply. Grace Anderson, a concerned citizen, discussed her concerns. Sally Mackey, a concerned citizen, discussed her concerns and suggested the owners of Lakeside Lodge put up a bond in the amount of $10 million to ensure that a filtration system will be put in place if the leach fields fail. Mackey added that Fremont Lake’s water is the most valuable resource in this region. Paul Hagenstein, a concerned citizen, discussed his concerns with the number of boats on the lake and questioned who monitors them. After lengthy discussion, motion by Kunard to write a letter to the Forest Service commenting on the environmental assessment for Lakeside Lodge voicing the concerns of the town council and the community as heard at this January 23rd meeting. Motion seconded.  Motion carried unanimously.
Mayor Skinner presented the 2006 Tyler Avenue Waterline Rehabilitation Project.   After discussion, motion by Carlson to put the 2006 Tyler Avenue Waterline Rehabilitation Project out for bid right away. Motion seconded. Motion carried unanimously.
Mayor Skinner reported construction on the Town Shop/DogPound Project should start before the next town council meeting.
Randy Hubbard, representing the public works department, gave an update on the sewer lagoon rehabilitation project.
Lil Penton, representing the Pinedale Airport Board, reported on the activities at the airport. Motion by Carlson to approve assignment of the airport FBO lease from New Breed Aviation LLC to GoodwinAero, a Wyoming corporation, dba New Breed Aviation, subject to satisfactory assignment and assumption agreement and other documentation approved by the town attorney. Motion seconded. Motion carried unanimously. Motion by Heuck to consent to the Pinedale Airport Board entering into a five-year generalized agreement with Graham, Dietz and Associates for airport engineering services subject to review and approval of contract documents by Town Attorney Ed Wood. Motion seconded. Motion carried unanimously. Motion by Carlson consenting to the Pinedale Airport Board entering into a contract with K & G Enterprise for moving the 40’ x 64’ metal building from parcel 24 to the airport terminal area at a price of $18,000, provided all contract documents are approved by Town Attorney Ed Wood, and such action is approved by WyDOT-Aeronautics Division in connection with an 80-percent grant to be issued for the moving and for concrete floor, et al, at new site. Motion seconded. Motion carried unanimously.
Gayle Kinnison, representing the IPSSDR/Pinedale Stage Stop, reported on the upcoming event. Motion by Heuck to approve Bottoms Up Brewery’s applications for the Twenty-Four Hour Catering/Malt Beverage Permits for January 29th and January 31st. Motion seconded. Motion carried unanimously.
Mayor Skinner reported Rio Verde Engineering, representing Mr. Favazzo, had informed her the lift station and generator could not be installed in the Favazzo West Subdivision by the deadline the council had given. After discussion, motion by Boyce to grant an extension no later than the 27th of March to install the lift station and generator in the Favazzo West Subdivision. Motion seconded. Motion carried unanimously.    
Motion by Heuck to approve Ordinance 383, an ordinance of the Town of Pinedale, Wyoming, creating chapter 9.05 to address and control the location of sexually oriented businesses, on the second reading. Motion seconded. Motion carried unanimously.
Motion by Boyce to give the town’s proxy to Jack Roberts for the Highland Irrigation District. Motion seconded. Motion carried unanimously.  
Nylla Kunard reported on the new proposed visitors’ center to be located at the corner of Pine Street and North Tyler Avenue.
Motion by Kunard to accept Ben Davis’ proposal to paint the interior wood panel walls for the entire town hall, with the exception of the courtroom and the two walls in the lobby, for the sum of $6,744. Motion seconded. Motion carried unanimously.

Cause No. 11, Order No. 3, DOCKET NO. 3-2006, brought on the commission’s own motion to ask New Fork Energy, LLC, to show cause why it has not plugged and abandoned or produced the Scott No. 1 well, located in the SE1/4SW1/4 of Section 31, Township 32 North, Range 108 West, 6th P.M., Unnamed Field, Sublette County, Wyoming, in compliance with Chapter 3, Section 16 of the commission’s rules; to show cause why its bond should not be forfeited; andto take whatever other action which the commission deems appropriate.
