TO ALL PERSONS INTERESTED IN SAID ESTATE:
You are hereby notified that on Nov. 15, 2005, the last will and testament of said decedent was admitted to probate by the above-named court and that KEITH E. McNINCH, JR. was appointed personal representative there of onNov. 15, 2005. Any action to set aside said will must be filed in said court within three months from the date of the first publication of this notice, or thereafter be forever barred.
Notice is further given that all persons indebted to said decedent or to said estate are requested to make immediate payment to KEITH E.McNINCH, JR., c/o Wood Law Office, P.O. Box 130, Pinedale, Wyo., 82941.
Creditors having claims against said decedent or the estate are required to file them in duplicate with the necessary vouchers in the office of the Clerk of the District Court, on or before three (3) months after the date of the first publication of this notice, and if such claims are not so filed, unless otherwise allowed or paid, they will be forever barred.

Practice Field Improvements
Notice is hereby given that the Sublette County School District No.1 has accepted as completed according to plans, specifications and rules governing the work performed under that contract dated July 7, 2005, between Sublette County School District No. 1 and Teletractors, Inc., the general contractor; that work under said contract, known as the Practice Field Improvement Project, is complete and the contractor is entitled to final payment therefore.
Notice is further given that subsequent to the forty-first (41st) day after the first publication of this notice, to wit, Jan. 24, 2006,the Sublette County School District No. 1 will pay said contractor the full amount remaining due and unpaid under the contract.

The town council of the Town of Pinedale met in regular session Monday, Nov. 28, 2005, at 5:30 p.m. in the town hall. Those present: Rose Skinner, Barbara Boyce, Nylla Kunard, Gary Heuck and Miriam Carlson. Also present: P. J. Paulos; R. Babcock; E. B. Babcock; Connie Babcock; James Babcock; Don Baldwin; Glenn E. Allen; Ron Hosler; Dwain Fish; Jody Wilson; Karen Stewart; Mark Eatinger, representing Rio Verde Engineering; Karen Rozzell; Kris Bacheller; Gwen Schwab; Mike Schwab; Karen Murdock; Pat Morgan, representing the Pinedale Elementary School; Ana Cuprill; Ed Wood, town attorney; Lil Penton, representing the Pinedale Airport Board; Laurie Latta, mayor's assistant; Ron Brown, public works director; Debbie Munson, representing the Pinedale Roundup; and Isabel Rucker, representing the Sublette Examiner.
Mayor Skinner brought the meeting to order. Motion by Heuck to approve the minutes of the Nov. 14 meeting as written. Motion seconded. Motion carried unanimously.
Dwain Fish, a local builder, discussed his concerns with building going on in the area and the need of a building inspector. Council discussed concerns with the cost of a building inspector. After lengthy discussion, motion by Kunard to have Dwain Fish form a committee to investigate and research a building inspector. Motion seconded. Motion carried unanimously.
Motion by Heuck to approve the Corral Bar's application fora twenty-four-hour catering/malt beverage permit for EnCana on Dec. 7. Motion seconded. Motion carried unanimously.
Motion by Carlson to approve the Corral Bar's applicationfor a twenty-four-hour catering/malt beverage permit for Black Horse Construction on Dec.16. Motion seconded. Motion carried unanimously.
Ed Wood, town attorney, gave an update on the new town shop/dog pound project. After discussion, motion by Boyce to pay $34,421.74 to the bonding company for checks originally paid to KM Construction contingent on Ed Wood's final approval. Motion seconded. Motion carried unanimously.
Pat Morgan, Pinedale Elementary School principal, discussed safety concerns with traffic problems at the elementary school and crossing Pine Street. Karen Murdock, representing the Pinedale Elementary School PTO, stated the safety concerns with traffic and crossing Pine Street are community problems. After lengthy discussion, the council agreed to work with school officials regarding the concerns.
Gwen Schwab, a resident of Rendezvous Street, reported the residents of Rendezvous Street would like to re-zone their neighborhood form R-2 to R-1. Ed Wood, town attorney, explained that the street's residents would need to file a permit to re-zone with the town, it would initially go to the town's planning and zoning board for review and then to the council for a vote.
Lil Penton, representing the Pinedale Airport Board, gave an update on airport activities. Motion by Carlson to consent to the Pinedale Airport Board's execution and delivery of lease extensions for a term not exceeding five years from the expiration date of each lease with respect to 11 hangar lot lease as presented, with Town Attorney Ed Woods' approval. Motion seconded. Motion carried unanimously.
Motion by Heuck to approve the sign leases as presented. Motion seconded. Motion carried unanimously. Motion by Boyce to approve spending an additional $5,000 on parcel 25 home improvements which are not covered by their FY2006 budget, it being understood the board may draw on reserves held by the town if required. Motion seconded. Motionc arried unanimously.
Mark Eatinger, representing Rio Verde Engineering, requested Bohan's final amended plat of lots 1 through 8 east of the Lee Ditch centerline, block 4, Triangle Addition, be pulled off of the table and approved. After discussion, motion by Heuck to put Bohan's drainage plan and plat approval on the town council agenda for Dec. 12. Motion seconded. Motion carried unanimously.
Mayor Skinner discussed Nelson Engineering's request for a letter for their permit to construct application to DEQ that the Town of Pinedale has adequate sewer and water system capacity to meet the required flows for the development of a bus barn, eight residential lots and eight commercial lots as proposed by Sublette County School District No. 1. After lengthy discussion, motion by Heuck to send a letter to Nelson Engineering stating the Town of Pinedale has adequate sewer and water system capacity to meet the required flows and all utilities must be built to the town's standards and specifications and be approved by the town council. Motion seconded. Motion carried unanimously.
Council agreed to send a letter to the developers on Cole Avenue requesting they repair and maintain the trenches dug across Cole Avenue until such time next spring when weather permits permanent replacement of the surface of the street and remove everything which is on the town right-of-way and bring up to a clean condition.
Motion by Carlson to approve Ordinance 377, an ordinance of the Town of Pinedale, Wyoming, creating section 10.24.086 of the Pinedale Municipal Code prohibiting the parking of truck-tractors and certain trailers in certain zone areas of the Town of Pinedale, on third reading. Motion seconded. James Babcock, a truck owner/operator, stated he was opposed to the ordinance, Babcock discussed the need for his truck to be plugged in during the winter months and nowhere in town to park it besides his residence. Don Baldwin, a truck owner/operator, questioned zoning and parking. Dave Vlcek, a concerned citizen favoring the ordinance, discussed the safety, existing ordinance being ignored, zoning, weight load on town streets and aesthetics. Ana Cuprill, a concerned citizen favoring the ordinance, discussed her concerns with semi-trucks on residential streets being a safety problem and nuisance. Connie Babcock, a local resident, stated she was opposed to the ordinance and that it would cause a hardship on truckers. James Babcock presented the council with additional signed petitions opposing the ordinance. Kurt Babcock, a local resident, opposed the ordinance as it is and suggested not allowing trailers on the street but allowing tractors in the drive-ways. Jody Wilson, a local resident, stated she opposed the ordinance and questioned where parking would be available. The question was called for. Kunard voted aye, Carlson voted aye, Boyce voted aye and Heuck voted nay. Motion carried.
Motion by Heuck to approve Ordinance 380, an ordinance of the Town of Pinedale, Wyoming, amending section 17.65.060 (H) of chapter 17.65 of the Pinedale Municipal Code to modify the minimum width of a town house unit lot, on the second reading. Motion seconded. Motion carried unanimously.
Motion by Kunard to approve Ordinance 381, an ordinance ofthe Town of Pinedale, Wyoming, amending portions of section 17.65.06 of chapter 17.65 of the Pinedale Municipal Code to provide that the 2003 international building code and 2003 international fire code and all supplements thereto applying to said provisions, on the second reading. Motion seconded. Motion carried unanimously.
Motion by Carlson to approve Ordinance 382, an ordinance of the Town of Pinedale, Wyoming amending portions of chapter 15.30 of the Pinedale Municipal Code to adopt the 2003 international building code and 2003 international fire code and all supplements thereto as the standard within the Town of Pinedale, on the second reading. Motion seconded. Motion carried unanimously.
Motion by Carlson to have only one meeting in the month of December, the 12th. Motion seconded. Motion carried unanimously.
