TAKE NOTICE that the FIRST NATIONAL BANK OF PINEDALE, a National Banking Organization, has filed a complaint against you in the above captioned matter in the District Court, Ninth Judicial District, SubletteCounty, Wyo., naming you as a defendant. This complaint alleges that you have defaulted under the terms of a certain promissory note executed by you and delivered and payable to the plaintiff, dated May 1, 2004, and in the original face amount of $232,657.10. The complaint asks for judgment in the face amount of said note, plus advances for insurance and taxes, plus accrued interest, reasonable attorney’s fees, late charges, accruing taxes and insurance and costs of suit. The complaint further asks that the mortgage given to secure said promissory notes, recorded in the office of the Sublette County Clerk at Book 100 of mortgages, page 476, be foreclosed and a decree be made for the sale of the involved real property according to law, that the proceeds of said sale, after deducting for the cost of sale be appliedin payment of the sums due plaintiff under the judgments requested in said complaint. The real property encumbered by said mortgage is described as:

Jerry Jensen, president, chaired this meeting held in theSublette County Commissioners Room, Pinedale, Wyo. Mary Lynn Worl, vice president, Walt Bousman, trustee, GarryEiden, trustee, and Randy Johnson, director, were in attendance. Bill Barney,secretary/treasurer, was absent. Jauna McGinnis, clerk, took the minutes.

CALL TO ORDER
Jerry Jensen called the meeting to order at 7:30 p.m. andset the agenda. Walt Bousmanmotioned to accept the agenda as amended. Seconded by Mary Lynn Worl and carried unanimously.
MINUTES/PHYSICAN CHECKS APPROVAL
Mary Lynn Worl motioned to accept the Sept. 12 regular andexecutive minutes as presented. Seconded by Walt Bousman and carried unanimously.
ELECTION OF OFFICERS
Walt Bousman motioned to keep the same officers. Seconded byGarry Eiden and carried unanimously.
PRIORITIZED ISSUES
EMS CME
Kris Bacheller addressed an issue with training suppliesstating they are being denied. The board discussed items they would approve.Jauna McGinnis stated training supplies have always been approved. Walt Bousmanmotioned to have supervisors sign all vouchers turned in by the EMS groups orthey will be returned. Seconded by Mary Lynn Worl and carried unanimously.
24-HOUR SCHEDULE REVIEW – Wil Gay reported a newschedule of 8 a.m. to 8 p.m. will help to alleviate fatigue for the paidservice personnel.
BPEMS – Katie Krieger reported problems with coveragefrom 6 p.m. to midnight and may change the schedule to solve it. She has oneEMT who might be willing to hire on and one EMT moving to the area soon. Theboard directed Katie Krieger to contact Jauna McGinnis if she would like tostart an advertisement. The advertisement would be for Big Piney andPinedale. Both EMS services are toreport in a month.
BACK-UP CALL SCHEDULE – Wil Gay reported this wouldtie in if the district goes to a 24-7 service to utilize the remainingvolunteers. Wil Gay and Katie Krieger are to bring a proposal from their groupsthat includes the amount of necessary personnel for two crews per day.
EMERGENCY STANDBY PAY – Questions regarding who tosend the bill to and what rate would be charged were discussed. A proposal isto be brought to the board from both groups.
MEALS – Wil Gay questioned the meal policy. JaunaMcGinnis clarified the intent and use of the policy.
MARBLETON-BIG PINEY CLINIC – The issue of bleed overof Pinedale calls was discussed. It was stated that dispatch can page. WaltBousman motioned to pursue the pager system for the physicians. Seconded byMary Lynn Worl and carried unanimously.
STRESS TEST MACHINE BID – Randy Johnson reported Dr.Burnett would not come up to the minimum bid. The board discussed storing theequipment. Garry Eiden stated he has donations to increase Dr. Burnett’s bid tomeet the $6500 minimum. Walt Bousman motioned to accept the new bid of $6500.Seconded by Mary Lynn Worl and carried unanimously. The board directed RandyJohnson to make arrangements with Wyoming Range Medical to get the equipmentmoved.
LAB TECH – Randy Johnson reported Michelle Overgaaghas indicated she would like to be an employee of the district. She would beeligible for retirement only. Mary Lynn Worl motioned to hire Michelle Overgaagas a part-time employee for the lab. Seconded by Walt Bousman and carriedunanimously.
PINEDALE CLINIC OFFICE SPACE – Wyoelectric will beginwork on the office space and finish the electrical red-line drawing. The rampdesign is still being decided.
BUILDING PROJECTS – Meeting notes for the designmeetings were distributed to the board. Davis Partnership is awaiting a siteselection for the Marbleton-Big Piney Clinic. Tony Chambers is trying toschedule us. The recent hurricanes will have an effect on the building pricesand a steel building was discussed. Davis Partnership will return the middle ofOctober. John Linn and Bill Schertz will be invited during this time. Plans forthe ambulance barn are now on the way to Tony Chambers for pricing. RandyJohnson met with Bill Schertz today to copy his plans for the boardmembers.
403b PLAN CHANGE – It has been discovered that thedistrict cannot participate in a 403b plan through Farm Bureau. A deferredcompensation plan through the Wyoming Retirement System is available. Anotheroption to start an IRA through Farm Bureau would be available also. Mary LynnWorl motioned to adopt the resolution for the Wyoming Retirement SystemDeferred Compensation Plan for the benefit of all district employees. Secondedby Walt Bousman and carried with Garry Eiden opposed. Jauna McGinnis wasdirected to send a letter to all employees with the two different optionsavailable.
HIPAA COMPLIANT REMODEL – Randy Johnson presented arequest by Dr. Boyle to remodel the front desk area to become HIPAA compliantin that it is needed for the rural health clinic designation. The board notedthis was an approved item that was later denied by the Pinedale Medical Clinic.A request to help with some OSHA items has been submitted to the office also.Discussion turned to whether or not this would be under the maintenancecontract. The contract was basically for emergency and any other items would beput on a to-do list. This remodel would not be under the maintenance contract.The board needs different solutions and to know whether or not the designationwill stay with the clinic.
SANDRA ROBERTS CONTRACT – Sandra Roberts needs to endher contract early. She has offered to work for the district two weeks at atime. She would like to work as an independent contractor rather than throughCompHealth. This would require the district to pay the placement fee with abreak-even point of six months. The board discussed the expectation for alonger period of time. This issue tabled until more information can beobtained.
GEOGRAPHIC DISTRIBUTION – Jerry Jensen clarified thisis designed to ensure the quickest response time to the scene, not to take awayfrom one service or the other.
RENTAL AGREEMENT – A rental agreement for locumhousing does not need to be renewed. It automatically rolled over to amonth-to-month lease.
PUBLIC COMMENTS
Bill Boender inquired whether or not the board was movingforward on acquiring property in Marbleton. Chairman Jensen reported lettershave been sent out to property owners to see if an interest existed forselling. It was noted the property out by the airport is not being consideredand has not been an option for a very long time.
EXECUTIVE SESSION – The board retired into executivesession at 9:25 p.m. Chairman Jensen brought the meeting back to order at 10:47p.m.
No action was taken from the executive session.
DISBURSEMENT APPROVAL
The check registers were reviewed for accountability ofchecks. No discrepancies were noted. Mary Lynn Worl motioned to pay the bills as presented. Seconded by WaltBousman and carried unanimously authorizing vouchers for vendors numbered 5560through 5605 totaling $73,036.74.
ADJOURNMENT
Without any further business, Mary Lynn Worl motioned toadjourn the meeting. Seconded by Garry Eiden and carried unanimously. Meeting adjourned 10:55 p.m.
