Effective May 10, 2001, prior public school teaching experience will be allowed for all incoming staff and partial years of experience, 1/2 year or greater, will qualify as a full year.
To qualify for placement on the B.A. + 20 step, the teacher may have undergraduate hours in their field. Hours above the B.A. + 20 must be graduate hours in the teacher's field.
Graduate hours used for horizontal advancement must be earned after the most recent appropriate degree or step was conferred.
Undergraduate hours earned after May 1, 1996 may count towards horizontal advancement, if the class has the prior approval of the superintendent and it corresponds with the teacher's area of teaching responsibility or with a district staff development goal.

The Board of County Commissioners, Sublette County, Wyoming, will be accepting bids for the sale of a 7072CH John Deere Motorgrader. The unit is a 6-wheel drive with wing and plow snow equipment. Minimum bid is $82,000, with payment due from the successful bidder, in certified funds, by April 15, 2005. Sealed bids shall be submitted to the Sublette County Clerk, P.O. Box 250, 43 E. OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
MARCH 15, 2005
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse in Pinedale, Wyo., on this date at 9 a.m. with Betty Fear, Bill Cramer, John Linn, Bill Boender of the Sublette Examiner, Noah Brenner of the Pinedale Roundup, and Mary Lankford, county clerk, present.
Chairman Fear led those present in the Pledge of Allegiance.
The minutes of the preceding regular meeting of Feb. 15, 2005, were amended to include "A change order was proposed in the amount of $2,800 for a transformer, which Frank Grimes offered to pay half" in paragraph 11, and approved and ordered filed on motion by Commissioner Linn and seconded by Commissioner Cramer. The motion carried.
The official bonds for Peter Arambel, secretary-treasurer for the Sublette County Predatory Board, in the amount of $1,000; Randy Belton, treasurer for the Sublette County Fair Board, in the amount of $2,000; Kristel Blair, treasurer for the Meadow Canyon Service and Improvement District, in the amount of $10,000, and the Sublette County School District No. 1 BOCES Board were approved and ordered filed with the county treasurer.
Bonnie Chambers, representing Chambers Design-Build, presented a proposal for structural engineering from Sargent Engineers, Inc. for the county shop project. It was moved by Commissioner Cramer and seconded by Commissioner Linn to accept the proposal and authorize the chairman to sign the agreement. The motion carried. The site location was discussed and it was decided to have Travis Sour discuss a land trade with the Wrights, who own the adjoining property.
Travis Sour, Sublette County Road and Bridge superintendent, discussed paycheck stubs, presented progress reports, and discussed the deteriorating condition of the Daniel-Merna Road.
Carol Chidsey, representing the Discovery Center, discussed leasing property from the county for a playground. The board requested a survey of the proposed playground from Chidsey.
Dr. Charles Grove, representing School District No. 1, discussed the proposed aquatic center and joint powers board to provide for future maintenance of the facility. It is proposed that the school district will provide the funding and endow the joint powers board, which would eliminate any financial obligation from the county and the Town of Pinedale. The joint powers board would consist of one representative from Pinedale, one representative from Sublette County, and three representatives from School District No. 1. The board agreed to the concept.
The board continued its discussion with Ernie Kawa about retiree health insurance. The board informed Kawa that the retiree program started on Jan. 1, 2005, and since he retired on Dec. 1, 2003, he did not qualify.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to recess the meeting into executive session to discuss personnel. The motion carried.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to reconvene the meeting.
Rick Foley, representing Hogan and Associates, and Brad Waters, representing Providence Architecture, reported on the courthouse project. The fire marshal is tentatively scheduled for March 23 for another inspection. The detention pod should be complete in two to three weeks.
Commissioner Linn discussed ceiling fans for the Big Piney Library. Waters reported on the wiring and heating problems and their repair and indicated that fans would not be necessary, due to radiant floor heat. A noisy fan was discussed.
In accordance with the public notice published in the Sublette Examiner, public hearing was held for the relocation of Paradise County Road No. 23-136. There being no objections, the board ordered the resolution to be prepared.
In accordance with the public notice published in the Sublette Examiner on February 24, 2005, public hearing was held for the following:
It was moved by Commissioner Linn and seconded by Commissioner Cramer to approve the variance permit application by Garry Eiden Sr./Midway Mall to allow a 62.66 square foot sign, 24 feet in height where a 40 square foot sign, 20 feet in height is required on Lot 4, Pinemar Commercial Site Subdivision, with the following conditions:
a. There will be no signage on the gasoline canopy or pumps.
b. The applicant will remove the current free standing sign of approximately 8 foot x 8 foot or 64 square feet from Lot 4, leaving it as a light pole only.
The motion carried.
2. It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve the final plat for Old Brazzill Subdivision, Fourth Filing, by Jack and Cecilia Richardson, to subdivide 70.3 acres, more or less, zoned R-R, located in the S1/2, Section 11, T33N, R109W. The motion carried.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to recess the meeting into executive session to discuss pending and possible litigation. The motion carried.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to reconvene the meeting.
Gerald Mason, hearing officer, assumed the chair to begin the deliberations on the Wagstaff vs. Grindstone Cattle Company road issue. Mason informed those present that there would be no audience participation and that the county attorney would prepare the Findings of Fact and Conclusions of Law, with the final order to be approved by the Board of County Commissioners. Sharon Rose, attorney for Grindstone Cattle Company was present. No one was present to represent Wagstaff. Commissioner Cramer stated that he was not prepared to make a final decision today, and the rest of the board agreed.
The board agreed to a number of items to be included in the findings of fact and requested time to review the hearing transcript with the proposed findings of fact from the two parties. The hearing recessed until 10:30 a.m. on April 5.
Robyn Clover and Candy Peters, representing SAFV, discussed the location of a safe house in Pinedale. The board requested a proposal for the proposed facility.
John Blaha and TJ Hunt presented the Annual Wildland Fire Management Operating Plan. It was moved by Commissioner Cramer and seconded by Commissioner Linn to authorize the chairman to sign the plan. The motion carried.
Blaha discussed the difficulty in getting volunteers for the fire departments.
Joan Mitchell and LaVonne Stevens, representing the Southwest Sublette Pioneers presented a proposal for remodeling at the Marbleton center for storage, freezers and a cooler, in the amount of $20,520. The board approved the proposal.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to appoint Scott Sargent, Lincoln County and Prosecuting Attorney, as a special prosecutor in the investigation, charging, and if indicated, to prosecute a criminal complaint against Patricia Ellis. The motion carried.
County Attorney Van Graham reviewed new laws from the recent legislative session, including the Open Meetings Act and the Uniform Conservation Easement Act.
Ward Wise, representing the Town of Pinedale, reviewed the town's budget items, and discussed annexation and the trees at the Pinedale Fire Hall.
The board approved a request to add an investigator to the county attorney's office for trial and case preparation. The position will be coordinated with the Sublette County Sheriff's Office.
Joe Ahlstrom, Carol Chidsey and Richard Kail discussed the location and construction of a community recreation center in the Big Piney area. The communities have been surveyed with the results to be available within the week. It is proposed to find a location in the next 30 days. The board agreed to provide $40,000 from the current budget for conceptual planning and drawings.
Susie Michnevich discussed the Sage Grouse Working Group.
Commissioner Linn reported on the Coalition of Local Governments and the termination of Paul Kruse's contract.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve the issuance of a catering permit to the Silver Spur for a benefit at the Sublette County Fairgrounds on March 12, 2005. The motion carried.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to issue a malt beverage permit to the Daniel Community Club for the Aniel Daniel Chili Cookoff, April 2, 2005, at the Daniel Schoolhouse. The motion carried.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
MARCH 16, 2005
The Board of County Commissioners met in special session for a workshop in the Commissioners Meeting Room for the Sublette County Courthouse in Pinedale, Wyoming, on this date at 9 a.m. with Betty Fear, Bill Cramer, John Linn, Bill Boender of the Sublette Examiner, and Mary Lankford, county clerk, present.
Chairman Fear led those present in the Pledge of Allegiance.
Garry and Galen Eiden discussed the sorting requirements for the Pinedale Transfer Station when the balefill is operational. It was decided to request a permit for animal debris and construction debris at the Pinedale Transfer Station.
Frank Grimes, representing Nelson Engineering, and Rick Hoffman, Sublette County Waste Management superintendent, reviewed a cost analysis of the historical operation of the Marbleton Landfill and the proposed balefill.
Commissioner Linn presented a cost analysis he personally prepared on the operation of the proposed balefill.
Groundwater contamination, pit lining, liability and funding were discussed. Increasing charges to Teton County was discussed and it was decided to wait for one year of operation with the baler.
Grimes reported on the Feb. 23 meeting with the cage haulers. It was moved by Commissioner Linn and seconded by Commissioner Cramer to approve a change order for $29,000 for installation of track in the floor. The motion carried.
Hoffman discussed operating hours and will discuss them with Teton County. Hoffman reviewed wages.
Travis Sour, Sublette County Road and Bridge superintendent, reviewed the county shop site plan and wages. After discussion, it was moved by Commissioner Linn and seconded by Chairman Fear to advertise the 7072CH John Deere motorgrader for sale, with bids opened on April 5. The motion carried, with the vote being: Fear-aye, Linn-aye, and Cramer-nay.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to recess the meeting for an executive session to discuss personnel. The motion carried.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to reconvene the meeting. The motion carried.
Sheriff Hank Ruland and Undersheriff Henry Schmidt discussed out-of-county prisoners. Commissioner Linn was invited to tour the detention center.
Brad Waters, representing Providence Architecture, reviewed a "wish list" for Rendezvous Pointe.
Janet Montgomery reviewed the large tract lots, which are vacating from plats for tax purposes. A letter from the county attorney was reviewed.
There being no further business, the meeting was adjourned at 4:45 p.m.
