PROJECT for
REDSTONE CORPORATION
Sealed BIDS are requested for work described in the project manuals for the above named projects prepared by Rio Verde Engineering, 201 West Pine Street, P.O. Box 642, Pinedale, Wyo., 82941.
Bids will be received by Rio Verde Engineering until 2 p.m. local time on March 18, 2005, at which time said BIDS will be publicly opened and read aloud.
The work consists of bidding each subdivision separately or combined with the following combined quantities: 6000 CY unclassified excavation, 4600 CY pit run, 3200 TN crushed base, 180 LF 6” waterline, 2475 LF 8” waterline, 780 LF 10” waterline, 2600 LF 10” PVC sewerline, 10 manholes, 36 sewer & water services, 8500 LF utility trench and miscellaneous appurtenances.
Copies of the project manual and the design drawings specifying the work to be performed may be obtained from Rio Verde Engineering.
BIDDERS shall be required to accompany each bid with a BID bond with sufficient surety, or a certified check, cashier’s check or bank draft upon some reputable bank payable to Redstone Corporation for at least 10 percent of the total amount of the BID. The bond, check or bank draft shall be forfeited as liquidated damages, if the BIDDER, upon the letting of the contract to him, fails to enter into the contract within ten days after it is presented to him for that purpose or fails to proceed with the performance of the contract. The bid bond, draft or check shall be retained by Redstone Corporation until proper bond to secure performance of the contract has been filed and approved. All the above to be in accordance with 15-1-112, Wyoming Statutes, 1977, July 1980 Supplement.
The right is reserved by Redstone Corporation to reject any and all BIDS, and to waive any irregularity or informality in the bidding. BIDS may not be withdrawn for 30 days after the date of opening.

TOWN OF PINEDALE )
The Town Council of the Town of Pinedale met in regular session, Monday, Feb. 28, 2005, at 6:30 p.m. in the town hall.  Those present: Rose Skinner, Barbara Boyce, Nylla Kunard, Miriam Carlson and Gary Heuck.  Also present: Judi Adler, representing the Green River Valley Winter Carnival; John Mackey; Ron Brown, public works drector; Ward Wise, mayor’s assistant; Steve Green; Janet Montgomery and Carmel Kail, representing the Pinedale Pathways Committee; William Kellen; Kay Oakley; Ruth Neely, municipal judge;  Bonnie Chambers, representing the Pinedale Planning and Zoning Board; Aaron Seehafer, representing Rio Verde Engineering; Tim Ruland, representing the Pinedale Roundup; and Rhonda Swain, representing the Sublette Examiner.
The meeting was brought to order.
Judi Adler, representing the Green River Valley Winter Carnival, requested permission to use the fishing pond in the town park for the winter carnival plunge. Motion by Carlson to allow the Green River Valley Winter Carnival to use the fishpond for the plunge and supply the town with a copy of their liability insurance for the event. Motion seconded. Motion carried unanimously.
Steve Green, representing Green Construction, discussed the need for the town and/or county to have a building inspector to clarify uniform building codes. No action taken.
Public hearing for the issuance of a new restaurant liquor license for 13th Strike Café , LLC dba 13th Strike Café was opened for discussion. No comments were received. Motion by Boyce to grant the new restaurant liquor license to 13th Strike Café located at the Entertainment Center. Motion seconded. Motion seconded. Motion carried unanimously.
Ruth Neely, Pinedale Municipal Court Judge, discussed the town enforcing parking tickets. Neely stated the town’s present ordinance requires a person must be presented with a ticket. Neely discussed talking to the town attorney about drawing up an ordinance to have the regulations make the vehicle owner responsible for parking issues and citations.
Carmel Kail and Janet Montgomery, representing the pathways committee, discussed plans to submit a request to the Sublette County Recreation Board asking the board to apply to Wyoming Department of Transportation for TEAS funding to build two paved pathways along Highway 191 and to commit funding for the required 9.51 percent local cost share. Motion by Kunard to write a letter of support for the pathway committee’s pathway projects along Highway 191.  Motion seconded. Motion carried unanimously. After discussion motion by Carlson to support the pathway committee on recommendations of sidewalks and walking paths within Pinedale. Motion seconded  Motion carried unanimously.
John Mackey discussed his concerns with the truck traffic on Pine Street.
Motion by Boyce to write a letter of support for Wednesday Escobar for Mrs. Wyoming 2005. Motion seconded. Motion carried unanimously.
Council was agreeable to allow the FFA to place a camper trailer temporarily, on the Chamber of Commerce’s property on the corner of Pine Street and North Tyler Avenue, for the purpose of selling raffle tickets.
Motion by Kunard to accept M & M Cleaning Service’s resignation and advertise for the cleaning of the town hall and the American Legion Park restrooms. Motion seconded. Motion carried unanimously.
Mayor Skinner stated with regret she presented Ward Wise’s resignation as the mayor’s assistant effective April 30. Motion by Boyce to accept Wise’s resignation. Motion seconded. Motion carried unanimously.
Motion by Carlson to approve Ordinance 368,  an ordinance annexing adjacent and contiguous land (Wrangler Annexation) to the Town of Pinedale, Wyoming, and establishing zoning therefore, on the second reading. Motion seconded. Motion carried unanimously.
Motion by Carlson to approve Ordinance 369, an ordinance of the Town of Pinedale, Wyoming amending Sections 13.043035 of the Pinedale Municipal Code by amending the quarterly rate for sewer services, on the 1st reading. Motion seconded. Motion carried unanimously.
Motion by Heuck to approve Ordinance 370, an ordinance of the Town of Pinedale, Wyoming amending Sections 13.04.010 and 13.04.020 of the Pinedale Municipal Code by establishing the water and sewer line connection fee by ordinance rather than by resolution, on the first reading. Motion seconded. Motion carried unanimously.
Motion by Heuck to approve Ordinance 371, an ordinance of the Town of Pinedale, Wyoming amending Section 6.04.090 of the Pinedale Municipal Code relating the amounts to be charged as impound fees, on the first reading.  Motion carried unanimously.
Bonnie Chambers, representing the Pinedale Planning and Zoning Board, presented a draft of the business community survey to be placed in the chamber of commerce’s newsletter with the council’s approval. Council was agreeable.
Aaron Seehafer, representing the 2004 Sewer and Water Rehabilitation Project, gave an update on the project.
Motion by Carlson to go into executive session to discuss legal and personnel matters. Motion seconded. Motion carried unanimously.
 Motion by Carlson to return to regular session. Motion seconded. Motion carried unanimously.
Motion by Boyce to allow the public works department to purchase a new computer not to exceed $2,300. Motion seconded. Motion carried unanimously.

ORDINANCE NO. 370
AN ORDINANCE OF THE TOWN OF PINEDALE, WYOMING AMENDING SECTIONS 13.04.010 and 13.04.020 OF THE PINEDALE MUNICIPAL CODE BY ESTABLISHING THE WATER AND SEWER LINE CONNECTION FEE BY ORDINANCE RATHER THAN BY RESOLUTION.
NOW, THEREFORE BE IT HERBY ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF PINEDALE, WYOMING, THAT SECTIONS 13.04.010 and 13.04.020 OF THE PINEDALE MUNICIPAL CODE IS HEREBY AMENDED TO READ AS FOLLOWS:
13.04.010 Application Required. No person or entity shall connect to or obtain water and/or sewer services from the town without first applying for and receiving a connection permit from the town. One of the prerequisites for the issuance of such a permit shall be the payment of a connection fee as established by Section 13.04.020.
13.04.020 Application; Contents, Fee.
A. Applicants for new water and/or sewer service shall furnish all information necessary for the water commissioners or other designated employee to evaluate and inspect the feasibility or need for such service. The water commissioner or other designated employee shall investigate and either approve or disapprove the application. The applicant must pay all fees set out herein, if the request for new service is approved.

Pipe fittings and connections used from the water or sewer main to the applicant’s property line shall be furnished by the applicant, must meet the approval of the public works supervisor, and shall be the property of the town.
This ordinance shall be in full force and effect from and after passage on three readings and publication according to law.

ORDINANCE NO. 371
AN ORDINANCE OF THE TOWN OF PINEDALE, WYOMING AMENDING SECTION 6.04.090 13.04.020 OF THE PINEDALE MUNICIPAL CODE RELATING THE AMOUNTS TO BE CHARGED AS IMPOUND FEES.
NOW, THEREFORE BE IT HERBY ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF PINEDALE, WYOMING, THAT SECTION 6.04.090 OF THE PINEDALE MUNICIPAL CODE IS HEREBY AMENDED TO READ AS FOLLOWS:
6.04.090 Impound fees.
6.04.009 Impoundment fees. The following charges shall be paid to the town clerk-treasurer or animal control officer:
A. For the impounding of any dog, $25.00.
B. For keeping any dog, $15.00 per day after the first day.
C. For veterinary services, the actual cost thereof.
D. For giving notice to the owner of any dog of its impoundment, $5.00.

Lloyd Reints & Robin Reints will file an application with the Sublette County Planning and Zoning Commission to subdivide 20.04 acres, zoned RRMH10, into two 10 acre plus lots, located in a portion of the NE 1/4 NE 1/4 Section 32, Township 33 North, Range 108 West.
