OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
FEBRUARY 15, 2005
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse in Pinedale, Wyoming, on this date at 9 a.m. with Betty Fear, Bill Cramer, John Linn, Cat Urbigkit of the Sublette Examiner, Noah Brenner of the Pinedale Roundup, and Mary Lankford, county clerk, present.
Chairman Fear led those present in the Pledge of Allegiance.
The minutes of the preceding regular meeting of Feb. 1, 2005, were approved and ordered filed on motion by Commissioner Cramer and seconded by Commissioner Linn. The motion carried.
The official bonds were approved for the trustees and officers of Sublette County School District No. 9 and School District No. 9 BOCES Board and ordered filed with the county treasurer.
Travis Sour, road and bridge superintendent, reported on obtaining permission to plow Frontage Road. Sour presented a proposal from Rio Verde Engineering for engineering for Calpet County Road No. 23-134 for the upcoming budget. Commissioner Linn discussed bidding the engineering. The board decided to bid the engineering. Sour discussed the John Deere grader trade-in. Commissioner Linn discussed offering the grader to the public, through the bid process, and replace the trade-in with cash. The board discussed the current purchase with Caterpillar and requested more information before bidding the trade-in.
The board approved a request from Rob Shaul to plow the Sublette County Rodeo Grounds for the winter carnival on March 5, 2005.
Bob McCarty discussed developing a county transportation plan.
Ernie Kawa represented a letter concerning his eligibility for retiree health insurance. After discussion of Kawa's service, which ended in 2003, and the retiree health insurance, which was effective Jan. 1, 2005, Commissioner Linn made a motion to accept Kawa into the plan. The motion died, due to lack of a second. The board delayed a decision until March 15 to gather more information.
Gerald Mason, who will serve as the hearing officer for the Wagstaff vs. Grindstone Cattle Company road hearing, discussed procedure for the hearing scheduled for Feb. 16.
In accordance with W.S. 21-6-203, the Sublette County Boundary Board met. It was moved by Commissioner Fear and seconded by County Assessor Janet Montgomery to nominate and cast a unanimous ballot for Bill Cramer to be the chairman. The motion carried. It was moved by Commissioner Fear and seconded by Commissioner Cramer to nominate and cast a unanimous ballot for Janet Montgomery to be the secretary. The motion carried. The duties of the board were discussed. It was decided that the secretary would send a letter to the school districts about the board's meeting. The county boundary board meeting adjourned.
Rick Hoffman, waste management superintendent, and Frank Grimes, representing Nelson Engineering, reviewed the building project and reported that the baler and conveyor will arrive next week. Draft plans for accommodating cages were discussed and it was decided to circulate the drafts among the cage haulers. Commissioner Linn discussed the need to dig a new cell now and double line it. Chairman Fear commented that the landfill is operating according to DEQ regulations and would be reluctant to expend additional funds until DEQ requires it. The board decided to discuss hours of operation on March 15 and discussed wages.

It was moved by Commissioner Linn and seconded by Commissioner Cramer to approve and act upon the recommendation of Planning and Zoning Commission with the deletion of Chapter VI, Section 1(b)(1). Upon vote, the motion carried, and the following resolution was adopted:

County Assessor Janet Montgomery discussed vacation of lots in Forty Rod Ranches for tax reduction purposes. Montgomery requested funding for the continuation of rural addressing through her department, which the board approved.
The following abatement petitions and affidavits of abatement of taxes were presented on petition from the county assessor and the State of Wyoming Board of Equalization: Yates Petroleum Corporation, $1,679.23; Wexpro Company, $375.52; Anschutz Exploration Corporation, $1,200.18; and ExxonMobil Corporation, $248,001.69.
Montgomery discussed the need for a parking garage for county vehicles.
Todd Bishop and Dan Baxter, representing Kaiser and Company, with County Treasurer Roxanna Jensen, reviewed the county's investment report. Commissioner Linn inquired about expenses for investment management.
Commissioner Linn reported on the Big Piney Library and reported that ceiling fans are needed in the high ceilings. Commissioner Cramer stated that the Board should wait for the mechanical engineer's report before modifying the building.
Commissioner Linn questioned the Providence Architecture contract for the courthouse complex and stated that the contract should be terminated. The board directed the county clerk to prepare a financial review of the project for discussion.
Commissioner Linn discussed a written complaint procedure. It was moved by Commissioner Linn to ask the department heads to prepare a complaint form for all county complaints. The motion died due to lack of a second.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to appoint John G. Andrikopoulos to the Upper Green River Basin Joint Powers Water Board. The motion carried.
It was moved by Commissioner Linn and seconded by Commissioner Cramer to adopt Resolution No. 05-834F establishing the Boulder Mosquito Improvement District. The motion carried.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to designate the Bank of Pinedale as a depository of public funds. The motion carried.
Chairman Fear signed a letter to the District BLM manager designating Commissioner Linn as the county representative on the Pinedale Resource Management Plan.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to purchase a 2005 F-150 Ford pickup for $21,909 for the fairground caretaker and trade the county van for a 2005 Chevrolet Venture van for $19,150. The motion carried.
