The Board of County Commissioners of the County of Sublette has decided to alter the PARADISE COUNTY ROAD NO. 23-136 through Section 29, T31N, R109W.
All objections thereto or claims for damages by reason thereof must be filed in writing with the County Clerk before noon on the 1st day of March, 2005, or such road will be altered without reference to such objections or claims for damages.

Unofficial Minutes of the Regular Meeting
Marbleton Fire Hall
January 10, 2005, 7 p.m
Jerry Jensen, president, chaired this meeting held in the Marbleton Fire Hall, Marbleton, Wyo. Mary Lynn Worl, vice president, Bill Barney, secretary/treasurer, Walt Bousman and Garry Eiden, trustees, were in attendance. Jauna McGinnis, Clerk, took the minutes.

CALL TO ORDER
Jerry Jensen called the meeting to order at 7 p.m. and set the agenda.
Mary Lynn Worl motioned to accept the agenda with a request to get through the agenda at a reasonable hour this evening. Motion seconded by Bill Barney and carried unanimously.
MINUTES/PHYSICIAN CHECKS
Mary Lynn Worl motioned to accept the Dec. 13 regular minutes as presented. Motion seconded by Bill Barney and carried unanimously.
After reviewing the physician checks, Walt Bousman motioned to approve the physician’s checks. Motion seconded by Garry Eiden and carried unanimously.
PHYSICIAN BUSINESS
BUILDING MAINTENANCE UPDATE
Walt Bousman updated the board regarding the meeting with the Sublette County Commissioners.The commissioners are not interested in providing maintenance for the buildings leased by the district. The board discussed other options. No decision was made.
HELIPORT
Tom Schultz from Armstrong Consultants met with Bill Barney and ascertained that the blade down pressure was too great (higher than 30,000 pounds). The lights were designed to be cleaned with a floating blade. Bulbs recently broke when clinic personnel swept the snow off the lights and lights shorted out when water was used to clean the area. Jauna McGinnis is to contact Jim Jackson of Intermountain Electric Service to inquire whether or not the covers were replaced.
WAITING ROOM FURNITURE
The waiting room furniture has been replaced in the Marbleton Clinic. The board gave permission to dispose of the old furniture.
EMS BUSINESS
BACKGROUND CHECKS/DRUG TESTING
Mary Lynn Worl has begun research on this issue. It was noted that DCI will do the background checks. The board tabled this until more information can be obtained.
EMT SALARIES/ANNUAL REVIEW
The district attorney has suggested not to do an annual review. The board will correspond with medical directors and supervisors instead. It has been perceived that the board was not willing to look at a salary adjustment. It was noted the board has taken it under consideration and complied with the EMS request to compare it with Teton County. The analysis was discussed which indicated a 1.8 percent increase is needed in order to be in line with Teton County. The benefits of the county, the district and Teton County were discussed. The board would also like to examine added benefits.
Bill Barney motioned that all annual increases be applied on the month of the anniversary date of employment and be retroactive for those who have passed their date. Motion seconded by Garry Eiden and carried unanimously.
Andy McGinnis submitted a letter from the Pinedale EMS group requesting an 8.5 percent increase, which is what the county has received over the past three years. The board needs to analyze this request further.
Mary Lynn Worl motioned to put 1.8 percent on the base pay scale at this time and point, then examine the benefits and pay scale in June to make further adjustments. Motion seconded by Bill Barney and carried with Garry Eiden opposed.
Wil Gay verbally gave his resignation as of the 28th of this month.
Bill Barney motioned to have Jauna McGinnis verify base pay increases over time with the County by the next meeting. Motion seconded by Mary Lynn Worl and carried unanimously.
SUPERVISOR POSITION
Wil Gay requested to table this issue until the next meeting.
EMS COATS
Wil Gay requested the district pay for the coats rather than used as part of the uniform allowance.
Bill Barney motioned to pay for three-in-one coats as required to outfit the EMS services, to be replaced when necessary, with supervisors to make the judgment. Motion seconded by Mary Lynn Worl and carried unanimously.
24-7 CONTINUING EDUCATION
Wil Gay requested to continue the subscription for this continuing education for two years. Mary Lynn Worl motioned to renew the subscription for two years. Motion seconded by Walt Bousman and carried unanimously.
OILFIELD CLASS
Jacque Strike has attended a class developed by emergency management. Wil Gay suggested the Board contact Bob Hansen regarding Homeland Security funds for the EMTs to attend this class. This class will be ongoing.
OTHER
Kris Bacheller presented a certificate to each board member for a CPR class and a ride-along on the Pinedale ambulance.
CERTIFICATE OF OCCUPANCY
Rich Anderson reported he has spoken with the fire marshal indicating the occupancy certificate should be approved.
GENERAL BUSINESS
ASPEN REPEATER UPDATE
The console needs to be fixed, not the repeater. Wil Gay reported Motorola should be here tomorrow.
TOWN SANDING/PLOWING
Jerry Jensen reported he contacted the Town of Pinedale. Sanding and plowing the hill to the clinic is their first priority.
HEALTH INSURANCE UPDATE
Jauna McGinnis reported her research on other companies show it would not be advantageous to change. The district has the best rates and deductible. The board decided to stay as is.
DISTRICT CAR UPDATE
The car has been serviced and is ready to be used.
CONFERENCE CALLS
The board discussed setting up a conference call availability for board members who are absent. Bill motioned for Jauna McGinnis to come up with a protocol agreeable to the chairman. Motion seconded by Mary Lynn Worl and carried unanimously.
BILLING SOFTWARE UPGRADE
This issue was tabled until the next meeting.
KATHYLEEN WEATHERS
Kathyleen Weathers was not present. This was in reference to a request to have a motorized chair available. Mary Lynn Worl will contact this individual to see if Rendezvous Pointe may be able to do something.
CHAMBERS DESIGN
Bonnie Chambers presented an outline of services provided by their company. The board explained we have contracts with an architect and a general contractor. The board informed her that services may be needed for the Pinedale Ambulance barn.
BILL SCHERTZ
Bill Schertz presented new plans for the board to review.
DIRECTOR
Mary Lynn Worl reported the first interview has taken place. Other interviews will take place on January 13th, 17th, and 20th. The board discussed the process to have the interviewees meet the clinic and EMS personnel.
TABLED ITEMS
The board tabled community donations and policy and procedure meeting discussion.
BOARD MEETING INCREASE
The board discussed increasing the regular meetings to two per month on the 2nd and 4th Monday. Mary Lynn Worl motioned to have two meetings per month, starting in February, until deemed no longer necessary. Motion seconded by Bill Barney and carried unanimously. Bill Barney motioned that people can be on the agenda once a month with the exception of EMS and physicians. Motion seconded by Mary Lynn Worl and defeated with Bill Barney and Mary Lynn Worl in favor, Walt Bousman and Garry Eiden opposed, and Jerry Jensen breaking the tie as opposed.
AUDITOR
Jauna McGinnis has a list of auditors recommended by John Mortenson. She is to contact Mary Lankford to find out how their audit was performed with their new auditor. This will be tabled until the next meeting.
CALLING CARDS
The board discussed obtaining calling cards for board members to use for district purposes. It was also discussed lobbying for area wide service for Sublette County.
BUDGET
Jauna McGinnis requested the ability to send out the budget request letters. The requests will be due no later than March 31st.
PETTY CASH/INTERVIEWS
Jauna McGinnis requested to have petty cash available to Mary Lynn Worl during the interview process. Bill motioned that petty cash will be available for legitimate interview purposes upon presentation of receipts.
EXECUTIVE SESSION
The board retired into executive session to discuss land acquisition issues at 9:40 p.m.
Jerry Jensen brought the meeting back to order at 10:05. No action was taken.
OTHER
The board discussed Wil Gay’s resignation. No decision was made.
DISBURSEMENT APPROVAL
The check registers were reviewed for accountability of checks. No discrepancies were noted. Garry Eiden motioned to pay the bills as presented. Motion seconded by Mary Lynn Worl and carried unanimously authorizing vouchers for payroll and vendors numbered 4454 through 4544, DD5012-10 through DD5012-32, DD5027-1 through DD5027-4, EFT5013-1, and EFT5028-1, totaling $154,412.31.
ADJOURNMENT
Without any further business, Walt Bousman motioned to adjourn the meeting. Motion seconded by Gary Eiden and carried unanimously. Meeting adjourned 10:25 p.m.

The Town Council of the Town of Pinedale met in regular session, Monday, Jan. 31, 2005, at 6:30 p.m., in the Town Hall. Those present: Rose Skinner, Barbara Boyce, Nylla Kunard, Gary Heuck and Miriam Carlson. Also present: Mark Eatinger and Aaron Seehafer, representing Rio Verde Engineering; Ron Brown and Randy Hubbard, representing the public works department; Ward Wise, mayor’s assistant; Kay Oakley; Anna Gustafson, representing the Pinedale Roundup; and Rhonda Swain, representing the Sublette Examiner.
The meeting was brought to order. Motion by Carlson to approve the minutes of the December 10th meeting as written. Motion seconded. Motion carried unanimously.
Motion by Heuck to approve Pinedale Stage Stop/Gayle Kinnison’s Application for 24 Hour Catering/Malt Beverage Permit for February 1st at the American Legion Park. Motion seconded. Motion carried unanimously. Motion by Heuck to approve Pinedale State Stop/Gayle Kinnison’s Application for 24-hour cater/malt beverage permit for Jan. 30th Rendezvous Pointe. Motion seconded. Motion carried unanimously.
Ron Brown, public works director, gave an update on the new town shop and dog pound project.
Randy Hubbard, representing the public works department, gave an update on the Sewer Lagoon Rehabilitation Project.
Mayor Skinner gave a report on the town’s applications before the State Loan and Investment Board and gave an update on the legislative sessions.
Aaron Seehafer, representing the Sublette Avenue Sewer and Water Rehabilitation Project, presented the bids: Wilson Brothers Construction, Inc. $1,396,332.50; and Patrick Construction, Inc. $1,486,274.00. Seehafer recommended Wilson Brothers Construction. Heuck asked about permits for the project and asphalt requirements for street repair in the contract. After lengthy discussion motion by Boyce to award the bid to Wilson Brothers Construction, Inc. for the Sublette Avenue Sewer and Water Rehabilitation Project in the amount of $1,396,332.50. Motion seconded. Boyce voted aye, Carlson voted aye, Kunard voted aye and Heuck voted nay. Motion carried. Boyce requested Seehafer to look into the saving if three inches of asphalt were used instead of four inches. Motion by Boyce to have Mayor Skinner sign all the necessary contract documents for the project. Motion seconded. Boyce voted aye, Carlson voted aye, Kunard voted aye and Heuck voted nay. Motion carried.
Motion by Boyce to approve Ordinance 367, an ordinance of the Town of Pinedale, Wyoming amending Section 17.51.050 of the Pinedale Municipal Code amending the types of allowed signs in certain Zoning Districts, on the 3rd reading. Motion seconded. Motion carried unanimously.
Motion by Boyce to give the town’s proxy to Jack Roberts for the Highland Irrigation District. Motion seconded. Motion carried unanimously.
Motion by Heuck to advertise for a Pinedale Planning and Zoning Board Member and Pinedale Airport Board Member and reappointment Barbara Boyce to the Airport Board. Motion seconded. Carlson voted aye, Kunard voted aye, Heuck voted aye and Boyce abstained. Motion carried.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
FEBRUARY 1, 2005
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse in Pinedale, Wyo., on this date at 9 a.m. with Bill Cramer, John Linn, Cat Urbigkit of the Sublette Examiner, Noah Brenner of the Pinedale Roundup, and Mary Lankford, county clerk, present. Chairman Betty Fear was absent.
Commissioner Bill Cramer assumed the chair.
Commissioner Cramer led those present in the Pledge of Allegiance.
The minutes of the preceding regular meeting of Jan. 18, 2005, were approved and ordered filed on motion by Commissioner Linn and seconded by Commissioner Cramer. The motion carried.
The official bonds for Adrianne Peterson, treasurer for the Weed and Pest District, in the amount of $3,000; Alice Griggs, clerk/treasurer for the Town of Marbleton, in the amount of $50,000; and Millie Pape, secretary/treasurer for the Sublette County Historical Society, in the amount of $1,500, were approved and ordered filed with the county treasurer.
Dr. Chuck Grove and John Overgaag, representing School District No. 1, reported that Roger Jewell has agreed to provide a location for a school bus stop on Meadowlark Lane. Dr. Grove requested that the county plow snow on the Frontage Road for .8 miles from Blair to Dale roads. The board agreed to plow Frontage Road and discussed school bus stop designations.
Travis Sour, road and bridge superintendent, reported on waterline work at the Sublette County Fairgrounds. The board discussed dust control by Eric Fairbanks on County Road No. 23-133 near the Goodwin property. The board authorized Fairbanks to water the road, under the supervision of the road and bridge superintendent, and directed the county clerk to notify John Mackey, the Goodwin’s counsel.
Lance Koppenhafer, representing the Ag. Center, discussed hiring a part-time employee and reported that the lean-to is not leaking now.
It was moved by Commissioner Linn and seconded by Commissioner Cramer to appoint John Copeland to the Weed and Pest District Board. The motion carried.
Eric Peterson requested a letter of support for the Sublette County Leadership Institute. The board signed the letter.
Bonnie and Tony Chambers, representing Chambers Design-Build, presented a draft plan for a new county road and bridge shop. Site issues, highway approach, and fuel tank locations were discussed. The board approved continuing the planning process.
Sheriff Hank Ruland and Undersheriff Henry Schmidt reported on the oversight committee.
Doug Mason, representing Mantle Ranch Real Estate LP, presented a petition for the establishment of a private road through the E1/2NE1/4, N1/2SE1/4, SE1/4SE1/4, of Section 26, T34N, R108W, owned by Main Pass LLC. The Board determined that all required notices had been given, that the access is necessary, and appointed Gordon Johnston, Paul Hagenstein, and Monte Skinner as viewers, upon their acceptance. Alternate viewers are Ross Hocker and Jim McLellan.
The board recessed the meeting for an Executive Session with Undersheriff Henry Schmidt, Deputy Mike Moyer, and Deputy County Attorney Marilyn Filkins to discuss a personnel matter.
The board reconvened the meeting.
Rick Foley, representing Hogan and Associates, Brad Waters, representing Providence Architecture, and Randy Logan, representing Spectrum Engineering, discussed an evaluation of the Big Piney Library mechanical problems and the punch list from the Library Board. Waters will prepare a report on Logan’s evaluation and other items on the punch list that have not been addressed by Hogan.
Foley reported that Hogan has extended the lease at the NAPA Building until March 10 with the county clerk and treasurer scheduled to move March 2nd. The fore marshal inspection is scheduled for Feb. 25. The board recessed the meeting to walk through the project.
Tony Chambers, representing Chambers Design-Build, and Brad Waters discussed the list from Rendezvous Pointe. Waters had divided the list between his company and Chambers. The board reviewed all items on the list and Waters and Chambers reported on their completion. The board advised the members of the senior citizens board to prepare a “wish list” for future items for budgeting purposes.
The board reviewed the dishwasher and north side of building issues.
The board directed the county clerk to send thank you letters to the building committee for their contribution to the project and the completion of their duties. The board requested that future building and maintenance requests come from Diane Alexander and the Senior Citizens Board of Directors.
Frank James, fairgrounds caretaker, reported on the waterline installation, scheduling, and discussed the fairgrounds truck.
The board approved a request for leave for Jim Malkowski to attend the 2004 Wyoming High School Activities Association meeting in Casper on Jan. 8 and 9, 2005.
