You are hereby notified that on Jan. 3, 2005, a Petition For Determination of Heirship was filed with the Ninth District Court, Sublette County, Wyoming. This Petition alleges that M. JAN BANKS, a/k/a MARIE JANNETT NESTOR-BANKS, a resident of Fresno County, State of California, died on Aug. 5, 2002, in Fresno, California, and that said decedent died seized of an interest in the following described real estate:
An undivided one-half (1/2) interest in that certain Mortgage Deed With Release of Homestead as recorded at Book 62 of Mortgages, Page 102, in the office of the County Clerk, Sublette County, Wyoming.
A parcel of land located in the E1/2SE1/4 of Section 13, Township 37 North, Range 110 West of the 6th P.M., Sublette County, Wyoming and more particularly described as follows:
Beginning at a point on the east line of said E1/2SE1/4, said point being located North, 1006.46 feet from the Southeast corner of said Section 13;
Thence S.75°15'16"W., a distance of 140.11 feet;
Thence S.35°25'04"W., a distance of 86.88 feet;
Thence West, a distance of 685.64 feet to a point on the east right of way of Wyoming State Highway No. 352;
Thence northeasterly along the arc of a curve on said right of way, said curve having a delta of 4°37'08", a radius of 2789.79 feet and an arc length of 224.90 feet;
Thence from the end of said curve N.18°36'57"E., along said east right of way a distance of 1628.18 feet to the north line of said E1/2SE1/4;
Thence S.89°22'00"E., along the north line of the E1/2SE1/4 a distance of 288.35 feet to the east 1/4 corner of said Section 13;
Thence S.00°11'42"E., along the east line of the said E1/2SE1/4, a distance of 80.27 feet to the west 1/4 of Section 18, Township 37 North, Range 109 West;
Thence south along the east line of said E1/2SE1/4 of Section 13, a distance of 1568.87 feet to the point of beginning;
The petition prays that the above court enter its decree determining the time of death of the decedent, determining the heirs of decedent and determining the right of descent of the above-described interests in the above-described real property.
This petition will come on for hearing before the above court, in the Sublette County Courthouse, Pinedale, Wyoming, on Feb. 10, 2005, at 10 a.m. for final determination and entry of Decree.

NOTICE IS HEREBY GIVEN pursuant to Wyoming statutes, annotated, sections 34-4-104 and 34-4-105 (2004), that a certain mortgage dated April 4, 2002, which was executed and delivered by Josephine M. The bids must be prepared on forms supplied by the Owner and filed with the Engineer, GDA Engineers, P.O. Box 338, 1508 Stampede Ave., Cody, Wyoming, 82414 not later than 2 p.m., Feb. 17, 2005.The bids will be publicly opened and read aloud at the said GDA Office in Cody, in the presence of the bidders and their representatives at that time and date.
The Bidder (proposer) must supply all the information required by the bid or proposal forms and specifications.
No bids will be received after the specified hour and date, and bids which are not prepared and filed in accordance with proposal requirements and conditions of the specifications may be rejected.
All bids must be accompanied either by a certified check, payable to the Pinedale Airport Board in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company. The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and provide the required bonds in accord with his bid within fifteen (15) days after date of notification of award.
The Wyoming Prevailing Wage Act of 1967 [§ 27-4-401 et seq] is applicable to this project, as well as all other applicable wage statutes and shall be complied with by the Contractor.
The proposed construction contract, together with detailed drawings and specifications for the construction of the work are available for inspection at the Pinedale Town Hall in Pinedale, Wyoming and may be inspected and obtained from the Engineers, Graham, Dietz and Associates, 1508 Stampede Avenue, P.O. Box 338, Cody, Wyoming 82414, upon payment of One Hundred Dollars ($100.00) non-refundable.
Bids may not be withdrawn after the time fixed for opening them. The Owner reserves the right to waive irregularities in the bids and reject any and all bids.
In accordance with the provisions of Section 16-6-102 and 16-6-103, Volume 3, Title 9 of the Wyoming Compiled Statutes, 1977 and Chapter XI - Rules of practice and procedure before the commissioner of labor concerning certification of resident contractors on Public Works Construction Projects filed May 15, 1990, with the Wyoming Secretary of State, preference will be given to Resident Wyoming Contractors in the manner outlined therein
Preference is hereby given to materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitor outside of the state. A successful resident bidder shall not subcontract more than twenty percent (20%) of the work covered by his contract to non-resident contractors.
The Bidder is advised that construction site aviation safety is of paramount importance. There is a Construction Operations Plan that is part of the project requirements and the Contractor will need to conduct his/her operations in strict compliance with this plan. There are penalty provisions outlined in the Construction Operations Plan for noncompliance by the Contractor's personnel. All costs associated with the Contractor's compliance with this operational plan will be considered incidental to and included in the prices bid for the actual work items of the bid schedule.
All bidders are advised to examine the site to become familiar with all site conditions. The Airport Board has made arrangements with WYDOT to have available for use a nearby source (gravel) should the Contractor want to make use of this source. This pit will also be utilized for a State overlay project. The project will be shown to interested Bidders on February 8, 2005 at 2 p.m. local time, beginning at the Airport.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
JANUARY 18, 2005
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse in Pinedale, Wyo., on this date at 9 a.m. with Betty Fear, Bill Cramer, John Linn, Cat Urbigkit of the Sublette Examiner, Noah Brenner of the Pinedale Roundup and Mary Lankford, county clerk, present.
Chairman Fear led those present in the Pledge of Allegiance.
The minutes of the preceding regular meeting of Jan. 4, 2005, were approved and ordered filed on motion by Commissioner Linn and seconded by Commissioner Cramer. The motion carried.
The board recessed the meeting for an executive session with County Attorney Van Graham to discuss ongoing litigation.
The board reconvened the meeting.
Travis Sour, road & bridge superintendent, presented the road maintenance priority list and a letter from John Mackey regarding the watering of the county road at the Goodwin property. Sour reported on snow plowing and snowcatchers. Commissioner Linn discussed bidding the sale of county equipment.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to adopt Resolution No. 05-833F directing the county clerk to give public notice for a public hearing to alter the Paradise County Road 23-136 on March 1, 2005 at 1 p.m. The motion carried.
Bob McCarty and 16 residents of the Big Country Ranches area discussed the school bus stop problem. The board expressed its concern for the safety of the children. The group discussed county roads and standards and the board advised them that their roads would need to be repaired to county standards before the county would accept them. After more discussion about the location of a bus stop, the board advised the group to contact the school district about possible locations, and that the board would authorize plowing of the bus stop.
Sheriff Hank Ruland and Undersheriff Henry Schmidt reported on the activity of the oversight committee and discussed a turn lane on U.S. Highway 191 to access Paradise County Road No. 23-136. WDOT Resident Engineer Bob Maxam reported that a turn lane is not planned by WDOT and would be three to four years before it could be included it the construction plan.
Bob Reese reported on the Pinedale Anticline Working Group activities and presented draft decisions and recommendations. Commissioner Linn expressed his concerns about the socio-economic group and its recommendations. Reese and Commissioner Linn will discuss the working group.
Rick Foley and Slim Perry, representing Hogan & Associates, reported on the courthouse project.
Laurie Hartwig, representing the Museum of the Mountain Man, reported on the recent water damage to the museum. The board authorized the county attorney to review the museum's insurance policy, if the Sublette County Historical Society desires.
In accordance with the public notice published in the Sublette Examiner on Dec. 23, 2004, public hearing was held for the following:
It was moved by Commissioner Cramer and seconded by Commissioner Linn to approve the Preliminary Plat for Old Brazzill, 4th Filing, to subdivide 70.3 acres, more or less, into twenty-one (21) lots, zoned R-R, located in the S1/2, Section 11, T33N, R109W, with the following conditions:
All corrections as noted in the staff report will be made to the Final Plat, (WDEQ On-Site Wells to be cased no less than 65 feet below land surface; surveying revisions as noted by Wilson Land Surveying and the GIS Coordinator; ditch going east will be shown on vicinity map as noted by the Pinedale Creek Ditch).
The applicant inquire into adding specific language addressing the wastewater-wetland concerns.
The motion carried.
Mary Brodie and Nylla Kunard, representing Rendezvous Pointe, discussed ice building up on the north side of the building. The board will have the Maintenance Department check the building-up. The board discussed the dishwasher, and decided that a different dishwasher should be leased.
Commissioner Linn reported on a meeting with the cage haulers at the Marbleton Landfill.
The board approved a request for leave from School District No. 1 for Jim Malkowski and ML Baxley to attend the legislative forum of the Wyoming School Boards Association on Jan. 24, 2005, in Cheyenne.
It was moved by Commissioner Cramer and seconded by Commissioner Linn to re-appoint Janet Montgomery to the CLG board for a three-year term. The motion carried.
It was moved by Commissioner Linn and seconded by Commissioner Cramer to re-appoint Randy Belton to the fair board for a five-year term. The motion carried.
The board discussed the term lengths and number of members of the fair board and decided to downsize the board at a later date.
The board discussed the weed and pest board membership.
Gary and Kale Hablutzel, representing EBMS, discussed a joint powers health insurance trust for a reinsurance pool.
It was moved by Commissioner Cramer and seconded by Chairman Fear for Sublette County to proceed with the PDR program, depending on the district court's decision in the pending litigation, because money has been budgeted for a pilot project. The motion carried, with the vote being: Fear-aye, Cramer-aye, and Linn-nay.
It was moved by Commissioner Linn and seconded by Commissioner Cramer to kill the PDR pilot project, by providing no more funding to the working group for the furtherance of the project. The motion failed, with the vote being: Fear-nay, Cramer-nay, and Linn-aye.
