NOTICE OF APPLICATION FOR RESTAURANT LIQUOR LICENSE
Notice is hereby given that on the 30th day of Sept. 2004, VMD, LLC dba Stage Stop filed an application for a new restaurant liquor license in the Office of the Clerk of the Town of Pinedale, Pinedale, Wyoming, for the following description: 44 West Pine Street, Pinedale, Wyoming, and protests, if any there be, against the license, will be heard at the hour of 7 p.m., Monday, Nov. 8, 2004, at the Town Hall, 210 West Pine Street, Pinedale, Wyoming.

NOTICE OF APPLICATION FOR
ZONE CHANGE
Zone change request by Jack and Cecilia Richardson to re-zone 61.8 acres, more or less, from A-1 (agriculture) to R-R (Rural Residential). The property is located in Section 11, T33N, R109W, Sublette County, and is Lot No. 7 of the Old Brazzill Ranch Large Tract Development.
The purpose of the rezone is to change existing Large Tract Lot No. 7 into 11 R-R lots.

NOTICE OF CONTRACTOR’S
SETTLEMENT
BIG PINEY-MARBLETON
AIRPORT BOARD
Notice is hereby given that on the 1st day of December, 2004, final settlement will be made with RS Bennett Construction Company, Inc. by the Big Piney-Marbleton Airport Board for AIP Project No. 3-56-0002-06 and State Project No. BPI-01B, and that any person, co-partnership, association or corporation who has an unpaid claim against said RS Bennett Construction Company, Inc. for or on account of the furnishing of labor, materials, team hire, sustenance, provision, provender or other supplies used or consumed by such contractor or any of the subcontractors in or about the performance of said work, may at any time up to the close of business on Nov. 30, 2004, file a verified statement of the amount due and unpaid on account of such claim with the Big Piney-Marbleton Airport Board.
Failure on the part of a claimant to file such statement prior to such final settlement will relieve said Big Piney-Marbleton Airport Board from all and any liability for such claimant’s claim.

OF THE STATE OF WYOMING
The following matters will come before this Commission on MONDAY, NOVEMBER 8, 2004, at 1:30 p.m. or as soon thereafter as the matters may be heard, or between the hours of 8 a.m. and 5 p.m. on any of the subsequent days during which the commission remains in session at the office of the State Oil and Gas Supervisor, 2211 King Boulevard, Casper, Wyoming.
Cause No. 9, Order No. 1, DOCKET NO. 584-2004, brought on the commission’s own motion to review a previous order of the commission identified as Cause No. 9, Order No. 1, Docket No. 611-2003, regarding treatment of drilling reserve and other produced water retention pits by Roughrider Water in Big Horn, Campbell, Carbon, Converse, Crook, Fremont, Hot Springs, Johnson, Laramie, Lincoln, Natrona, Niobrara, Park, Sheridan, Sublette, Uinta, Washakie and Weston counties, Wyoming.
The following matters will come before this Commission on TUESDAY, NOVEMBER 9, 2004, at 9 a.m. or as soon thereafter as the matters may be heard, or between the hours of 8 a.m. and 5 p.m. on any of the subsequent days during which the commission remains in session at the office of the State Oil and Gas Supervisor, 2211 King Boulevard, Casper, Wyoming.
Cause No. 3, Order No. 2, DOCKET NO. 508-2004, brought on the application of Anschutz Pinedale Corporation for an order authorizing the drilling of additional wells to test and produce from the Lance Pool, as defined in the commission’s order in Docket No. 136-2003, each such additional well proposed to be an increase in the density of wells permitted and provided by commission rules, Chapter 3, Section 2, from one well per quarter-quarter section (or lots of tracts substantially equivalent thereto), each such additional well to be located at the producing interval with the Lance pool, anywhere on the affected quarter-quarter section, not closer than 200 feet to the exterior boundary of the quarter-quarter section, and not closer than 400 feet to the producing interval within the Lance pool of any other well drilled to and producing from such Lance pool, such additional wells to be located, one such additional well on each quarter-quarter section (or lot or tract substantially equivalent thereto), within Lots 1 through 12 (W1/2) of Section 18, Lots 1 through 12 (W1/2) of Section 19 and all of Section 23, Township 32 North, Range 109 West, 6th P.M., and all of Section 16, Township 33 North, Range 109 West, 6th P.M., and to authorize unrestricted production from each such additional well from any portion of the Lance pool, as defined, all in the Pinedale Anticline area, Sublette County, Wyoming.
Cause No. 3, Order No. 2, DOCKET NO. 509-2004, brought on the application of Anschutz Pinedale Corporation for an order deleting the restriction contained in paragraph 5. of the Findings of Fact and in the next to the last paragraph of the order of the commission in Cause No. 3, Order No. 1, Docket No. 413-2003, as stipulated and agreed to by Questar Exploration and Production Company, the party who requested such restriction, and the applicant, Anschutz Pinedale Corporation, in a written stipulation, which agrees that the restriction previously ordered by the commission on the additional, in-fill locations proposed to be drilled by the applicant to the Lance pool, as defined in Docket No. 136-2003, in portions of Sections 21, 22 and 28, Township 32 North, Range 109 West, will be removed, thereby allowing such additional, in-fill wells authorized in Docket No. 413-2003. to be location at the producing interval within the Lance pool anywhere on the affected quarter-quarter section, not closer than 200 feet to the exterior boundary of the quarter-quarter section, and not closer than 400 feet to the producing interval within the Lance pool of any other well drilled to and producing from such Lance pool, as to the following quarter-quarter sections: NE1/4 SE1/4 of Section 21, NW1/4 SE1/4 of Section 21, SW1/4 SE1/4 of Section 21, NE1/4 SE1/4 of Section 22, NW1/4 SE1/4 of Section 22, NE1/4 SW1/4 of Section 22, NW1/4 SW1/4 of Section 22, and NW1/4 NE1/4 of Section 28, all in Township 32 North, Range 109 West, 6th P.M., Pinedale Anticline area, Sublette County, Wyoming.
Cause No. 3, Order No. 2, DOCKET NO. 517-2004, brought on the application of Petrogulf Corporation for an order authorizing additional wells so that there will be a density of two wells per approximate 40-acre quarter-quarter section in the Lance pool as defined in Docket No. 126-2003 for the W1/2 of Section 36, Township 32 North, Range 109 West, 6th P.M., Pinedale Field, Sublette County, Wyoming.
Cause No. 3, Order No. 2, DOCKET NO. 521-2004, brought on the amended application of McMurry Oil Company, a wholly owned subsidiary of EnCana Oil and Gas (U.S.A.), Inc., for an order: (1) Approving the drilling of additional wells to the Lance Pool for the Jonah Field described as follows: Allowing up to eight (8) wells in each 80-acre drilling and spacing unit in the following described lands: Sections 2 through 5, Sections 8 through 12, 14 through 17, 20 through 24 and 26 through 29, the NE1/4, N1/2 NW1/4, N1/2 SE1/4 of Section 13, and Sections 32 through 36, Township 29 North, Range 108 West, 6th P.M.; Sections 12 and 13, Township 28 North, Range 109 West, 6th P.M.; all of Section 7, the N1/2 of Section 8, the NW1/4 of Section 9 and the W1/2 of Section 18, Township 28 North, Range 108 West, 6th P.M.; and allowing up to six (6) wells in each 60-acre drilling and spacing unit in the following described lands: all of Section 1, Township 28 North, Range 109 West, 6th P.M.; the W1/2 of Section 3, and Sections 4 through 6, Township 28 North, Range 108 West, 6th P.M.; provided that the bottom hole location of each additional well at the producing interval be in a separate quarter quarter quarter section of each drilling and spacing unit and no closer than 330 feet from the boundary of a drilling and spacing unit except that wells may be drilled as an exception to the 330-foot setback upon attaching an affidavit to the application to drill certifying that ownership of proceeds of production and the cost bearing interests in the drilling and spacing unit towards which the well is moving is identical to the ownership of the proceeds of production and the cost bearing interests in the proposed well; (2) Providing exceptions to one bottom hole location in the producing interval in the quarter quarter quarter section by filing an affidavit by the operator that ownership of proceeds of production and the cost bearing interests in the drilling and spacing units that are adjacent or cornering to the quarter quarter quarter section that is to contain the additional well are identical to the ownership of proceeds of production and the cost bearing interests in the drilling and spacing unit containing the additional well and the other working interest owners in the drilling and spacing unit are in agreement with the location; (3) Amending Docket 228-98 and Docket 90-2000 (as amended by Docket 296-2003) to allow Cabrito and Corona Unit wells located in the 160 acres adjacent to the spaced lands to be drilled on a similar well density as the spaced lands (eight (8) wells in each equivalent 80-acre tract and six (6) wells on each equivalent 60-acre tract) and to provide for a 330-foot set back for unit wells drilled bordering the exterior boundaries of the Cabrito and Corona Units or the uncommitted tracts within the Cabrito and Corona units, covering the following described lands: the NW1/4 SW1/4, S1/2 S1/2 of Section 13, the E1/2 SE1/4 of Section 18, the E1/2 of Section 19, all of Section 25, the E1/2 of Section 30 and the E1/2, E1/2 SW1/4 of Section 31, Township 29 North, Range 108 West, 6th P.M.; the W1/2 SW1/4 of Section 18, the W1/2, NW1/4, SW1/4 of Section 19, the W1/2 of Section 30 and the NW1/4 of Section 31, Township 29 North, Range 107 West, 6th P.M.; the E1/2 E1/2, E1/2 SW1/4 of Section 2, the E1/2 of Section 11 and the E1/2 of Section 14, Township 28 North, Range 109 West, 6th P.M.; (4) Authorizing the supervisor, after notice, to approve directional drilling of the additional wells. This amended application changes the original application in Docket 521-2004 to define the bottom hole locations of the additional wells; to delete the 150-foot setback from the exterior boundary of each drilling and spacing unit; to delete the request to establish certain 10-acre drilling and spacing units; to delete the request to establish a minimum 300-foot interwell distance; to address the Cabrito and Corona Unit lands; and changes the lands covered by the original application by deleting the E1/2 of Section 7, the NE1/4, W1/2 SE1/4 of Section 18, Township 28 North, Range 109 West, 6th P.M.; and the N1/2 of Section 23, Township 29 North, Range 108 West, 6th P.M.; all in Sublette County, Wyoming.
Cause No. 11, Order No. 1, DOCKET NO. 547-2004, brought on the commission’s own motion to ask Ed Mosher to show cause why fines and/or civil penalties should not be levied for its failure to report Well No. 2 Metcalf Land Company, located in the NW1/4 SE1/4 of Section 28, Township 27 North, Range 113 West, 6th P.M., LaBarge Field, Sublette County, Wyoming, on Form 2, Operator’s Monthly Report of Wells in compliance with Chapter 3, Section 13, and maintain the well location in a workmanlike manner in compliance with Chapter 4, Section 4; to show cause why the No. 2 Metcalf should not be plugged and abandoned; to show cause why the owner’s bond should not be forfeited; and to take whatever other action which the commission deems appropriate
Cause No. 3, Order No. 1, DOCKET NO. 580-2004, brought on the application of Yates Petroleum Corporation for an order authorizing exception to the well location requirements of Chapter 3, Section 2(a) of the commission rules, and authorizing the drilling of up to two (2) Lance Pool wells per 40-acre quarter-quarter section and to produce such wells with no production limitations from the Lance Formation underlying the SW1/4, S1/2 NW1/4, SW1/4 NE1/4, W1/2 SE1/4 of Section 16, Township 30 North, Range 108 West, 6th P.M., Sublette County, Wyoming.
Any interested party is entitled to appear at the aforesaid time and place to be heard by the commission. The applications may be inspected in the office of the undersigned, 2211 King Boulevard, Casper, Wyoming, or on the Oil & Gas Commission website at http://wogcc.state.wy.us. If there are any protests, please make such known to the State Oil and Gas Supervisor at least three (3) working days before the hearing by filing a written objection.
