ADVERTISEMENT FOR BIDS
Groathouse Construction, Inc. and Sublette County School District No. 1 will be accepting bids for the Bondurant and Pinedale Campus Project, Pinedale, Wyo. INVITATION FOR BIDS
Sublette County School District No. 1
Pinedale Elementary School Landscape and Playground Improvements
Notice is hereby given that the Sublette County School District No. 1 will receive sealed bids prior to 2 p.m. on Monday, May 5, 2003, at the district's administrative offices at 101 East Hennick, Pinedale, Wyoming. The project will generally consist of a new playground, hardscape and landscape improvements.
The drawings, along with bid and contract documents, are available at the office of VLA, Inc., 75 East Kelly Avenue, Jackson, Wyoming, 83001. The deposit for the bid documents is $25. However, the deposit will be refunded upon return of the documents in good condition within ten (10) days after the date of the bid opening.
No bids will be considered unless sealed and filed with the owner and accompanied by a certified check or bid bond payable to the owner for 5 percent of the bid amount (to be forfeited as liquidated damages in the event the bid be accepted and the bidder fails to enter promptly into a written contact and furnish the required documents).
The successful bidder must furnish performance and payment bonds, a letter of credit or other forms of guaranteed acceptable to the owner's attorney as authorized by Section 16-6-112, Wyoming Statutes 1977, guaranteeing the faithful performance of the contract and the payment of labor and materials thereunder. Such bonds or other forms of guarantee shall be in a sum equal to one hundred percent (100%) of the contract price, and in substance, form and execution shall be approved by the owner.
In accordance with Section 16-6-102, Wyoming Statutes 1977 Rep. Ed., preference shall be given to Wyoming contractors. Attention is also called to Section 16-6-103, Wyoming Statutes 1977 Rep. Ed., with respect to subcontractors to be used by a successful resident bidder.
In accordance with Section 16-6-104, Wyoming Statutes 1977 Rep. Ed., resident Wyoming laborers, workmen and mechanics, both skilled and unskilled, shall be used upon all work and provisions produced or manufactured in Wyoming, quality being equal to articles offered by competitors outside of Wyoming.
The attention of bidders is called to the requirements of Wyoming law pertaining to this contract, including without limiting the generality of the foregoing, Chapter 6 of Title 16, Chapter 9 of Title 27, and Chapter 6 Title 15; Wyoming Statues 1977 Rep. Ed.
The owner reserves the right to reject any or all bids and to waive informalities and irregularities in the proposals.

Request for Bids
Hereby take notice that the Sublette County Recreation Board is requesting bids for the maintenance of Shelter Park during the spring, summer and fall of 2003. Duties to include the overall maintenance of facilities, mowing and fertilizing grass, overseeing the sprinkler system, trash removal and generally insuring that the facilities are kept clean and safe.
Duties will begin in the Spring of 2003 when bidder turns on the sprinkler system and will conclude in the fall of 2003 when bidder turns off the sprinkler system. Mowing will be required weekly or more often as needed. Trash removal as needed.
Bids should be mailed to the Sublette County Recreation Board, Attn: Dave Bell, P.O. Box 1054, Pinedale, Wyo., 82941. Bids will be accepted until May 16th, 2003.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
APRIL 17, 2003
The Board of County Commissioners met in regular session at the county annex in Marbleton, on this date at 9 a.m. with Gordon Johnston, Bill Cramer, Betty Fear, Cat Urbigkit of the Sublette Examiner, Joe Wilhelm of the Pinedale Roundup, and Mary Lankford, county clerk, present.
Chairman Gordon Johnston led those present in the Pledge of Allegiance.
The minutes of the preceding meeting of April 1, 2003, were approved and ordered filed on motion by Commissioner Cramer and seconded by Commissioner Fear. The motion carried.
Dan Holgate, road and bridge superintendent, reported that the department will be installing hydrants for the county firemen, and that the bridge is complete and pit run is being hauled to the Industrial Site Road. Holgate reported that work will resume on the Paradise Road. Purchase of two "Walk and Runs" was discussed and approved. A letter from Paul Hagenstein concerning the Lee Ditch bridge was discussed. Holgate reported that he intends to rebuild and replace the Shelter Park cattleguard. Temporary summer employees and soy oil failures were discussed. Holgate presented a report on the cost of snow removal in the county by the county road department.
Paul Scherbel, county surveyor, presented the resolution and easements for First North County Road No. 23-224 for signature. Scherbel offered to meet with the residents of Big Country Ranches to discuss their roads. The board took no action on the offer.
Sheriff Hank Ruland and Undersheriff Henry Schmidt presented a proposed FY04 law enforcement budget, which will be presented to the towns for the metro contracts.
It was moved by Commissioner Cramer and seconded by Commissioner Fear to accept the payment of taxes from Cynthia Cornell and forgive the interest on the first half of taxes due to her mother, Joan Cornell's illness. The motion carried.
Aaron Seehafer, representing Rio Verde Engineering, presented the bids for the water and sewer project at the senior center. Two bids were received. It was moved by Commissioner Cramer and seconded by Commissioner Fear to award the bid to Teletractors, Inc. for the amount of $55,169.00, and to authorize County Clerk Mary Lankford to sign all documents pertaining to the project. The motion carried.
County Clerk Mary Lankford reported on the Letters of Intent and application process for a Homeland Security Grant.
The board approved a request from Dan Holgate to attend a search and rescue conference in Nevada, May 26 through June 1.
It was moved by Commissioner Fear and seconded by Chairman Johnston to authorize Commissioner Cramer to sign the award documents for the excavation and concrete for the senior center, which will be opened on Friday, April 18. The motion carried.
Annie Espenscheid, representing the Ag Center Committee, discussed a visit from Chief Buildings at the Ag Center. Chief Buildings will be making recommendations on repairs for the building. County Attorney Van Graham informed the board that the problems could be caused from design, materials or construction, and that once the suggested repairs should be made, the county should go to arbitration.
The board recessed into executive session for a conference call with John McKinley of Davis and Cannon to discuss ongoing litigation.
The board reconvened the meeting.
Barbara Burroughs and Kenda Tanner, representing The Learning Center, presented a review of their program.
It was moved by Commissioner Cramer and seconded by Commissioner Fear to approve the proposed rules for Rendezvous Meadows Golf Board and directed that they be advertised for adoption. The motion carried.
It was moved by Commissioner Cramer and seconded by Commissioner Fear to approve a request for leave from School District No. 1 for Jim Malkowski to attend the 2003 Wyoming School Boards Association Spring Conference in Casper on April 23 and 24, 2003. The motion carried.
The board decided to move its second July meeting from the 15th to the 22nd to coincide with the Final Budget Hearing on July 21.
All advertised zoning applications were withdrawn, prior to the meeting, and therefore, were not heard.
Scott Scherbel, representing Tri-Town Recycling, presented a proposal for the purchase of property in Marbleton. After discussion, it was moved by Commissioner Cramer and seconded by Commissioner Fear to make an offer of $115,000 for Lots 7, 8, and 9, Block 49, Marbleton Townsite, on the recommendation of the Tri-Town Recycling Board, subject to zoning and clear title. The motion carried.
Scherbel discussed a letter he had written to the board concerning the regulations and timetable for large tract development proposals. The board referred the letter to Joanne Garnett, county planner.
Susan Kramer, Sublette Citizens for Recycling, informed the board that the Household Hazardous Waste contract cost is $9,700, plus the cost of hauling whatever is collected. It is estimated that an additional $5,000 will be required for the program.
The board requested the county attorney review the contract, and approved the additional funding.
Mike McGinnis, waste management superintendent, and Frank Grimes, representing Nelson Engineering, presented an economic analysis of three balefill systems and equipment. McGinnis recommended the round baling system with plastic cover. The estimated cost for a pilot project for 30 days is $15,480 for the round baling system. The board supported the pilot project and directed McGinnis to pursue it.
Bernie Holz, member of the PDR Working Group, presented the work product of his group in a power point presentation. At the conclusion of the presentation, questions were asked by Jim Greenwood, Bill Kellen, Dan Budd, David Smith, Ron Davison, Gary Rees, Pam Hamilton, Eric Fairbanks, Dale Hill, Michael Nichols, Carol Chidsey, Jim Bousman, Monte Olsen, Bill Schertz, Doug Vickrey, Tom Delgado, Chuck Vitt and Lary Lozier. Holz, Tom Davenport, Nancy Espenscheid, all group members, and Marty Zeller, project consultant, responded to the questions. Chairman Johnston reviewed the letter received from the attorney general stating that the county is prohibited from donating funds to a private or non-profit entity, unless it receives a service, product or other adequate consideration in return for its outlay of money. Chairman Johnston suggested contacting the attorney general with other questions. Bob Harrower presented petitions against PDRs and requesting voting on them, and questioned the legality of funding the PDR Working Group. County Clerk Mary Lankford explained that there is no provision in the law for a binding vote, unless the public is voting on an optional tax question.
Comments in opposition of the proposed pilot project were made by Bob Harrower, Sue Ziegler, Jim Bousman, Jim Greenwood, Doug Vickrey, Ron Davison, Tony Gosar, Dale Hill and Mary Ann Moline. Comments in support of the proposed pilot project were made by Dick Noble, Gary Espenscheid, John Andrikopoulos, Bob Barnes, John J. Chrisman and Tucker Smith. Commissioner Fear commented on the "heat" that the PDR Working Group has received and that she is prepared to listen to suggestions from the public and take the criticism, and that the county appears to not be ready for PDRs. Randy Bolgiano commented on the board's willingness to consider issues, like water and mosquitoes.
Commissioner Cramer stated that he is unable to support the pilot project at this time, and the benefit to Sublette County needs to be proven to him. The board took no action on the proposed pilot project.
The board toured the new addition at the Big Piney Library.

Request for Bids
Sublette County Recreation Board is accepting bids for the ongoing sweeping and light maintenance of the Pinedale Pathway. The pathway is approximately 12,700 feet long and runs from the vicinity of the Pinedale Cemetery to the CCC Ponds parking lot.
Responsibilities include:
1. Weekly sweeping of the entire path beginning immediately and continuing until October or weather permits.
2. Light maintenance on the pathway including trash cleanup, all animal refuse cleanup, and other light maintenance as needed.
3. Some construction management, including ordering of signs, barriers and other traffic control devices.
