NOTICE OF HEARING
ON SUBLETTE COUNTY SCHOOL DISTRICT NUMBER ONE BUDGET
NOTICE OF INTENT TO LEVY FOR 2003-2004 GENERAL FUND BUDGET,
ONE-HALF (1/2) MILL FOR RECREATION EXPENDITURES, ONE-HALF (1/2) MILL FOR SUBLETTE B.O.C.E.S. AND CONSIDERATION OF UP TO 2/10THS OF A MILL FOR REGION V B.O.C.E.S. IN WILSON, WYOMING
Notice is hereby given that a public hearing on the proposed budget for Sublette County School District Number One for the fiscal year ending June 30, 2003, which is now being considered by the Board of Trustees of Sublette County School District Number One, will be held in Pinedale, Wyoming, on the 16th day of July, 2003, at eight o'clock p.m., at which time any and all persons interested may appear and be heard respecting such budget.
In addition to the statutory mandatory school levies, the Board of Trustees will consider the levying of 1/2 (.5) mill for the Sublette B.O.C.E.S. as permitted under Wyoming Statute 21-20-109(a). This mill rate was in effect during the 2002-2003 fiscal year and does not represent an increase in the tax rate for the ensuing 2003-2004 fiscal year. The Board of Trustees will also consider the levying of 1/2 (.5) recreation mill for the purpose of offsetting district general fund recreational expenditures as permitted under Wyoming Statute 18-9-201. This mill rate also was in effect during the 2002-2003 fiscal year and does not represent an increase in the tax rate for the ensuing 2003-2004 fiscal year. Finally, the Board of Trustees will consider the levying of up to 2/10ths of one mill for the purpose of supporting operations and programs of the Region V B.O.C.E.S. in Wilson, Wyoming. Implementation of this mill levy would represent an increase in the tax rate for the ensuing 2003-2004 fiscal year.
The hearing will be held in the school district's Board Room in the Auditorium/Administration building located at 101 East Hennick Street, Pinedale, Wyoming.

LEGAL NOTICE
In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1, Section 2(c) of the Solid Waste Rules and Regulations, Newpark Environmental Services has submitted a permit application for a new petroleum contaminated soil (PCS) treatment facility called the Newpark PCS treatment facility.
The purpose of this facility is to provide for the treatment of petroleum contaminated soils. The facility is approximately 4 acres in size and is located in the Sand Draw Industrial Park near the city of Boulder, Wyoming. More specifically the facility is located in section 32, Township 3lN, Range 107W, Sublette County, Wyoming. The total volumetric capacity of this facility is estimated to be 13 thousand cubic yards.
This notice is to announce that the Department of Environmental Quality, Solid and Hazardous Waste Division has received this application and determined that it is complete. The department is now in the process of conducting a detailed review of the application to determine if it is technically adequate. Comments on this application can be submitted in writing to the Department of Environmental Quality, David A Finley, Administrator, Solid and Hazardous Waste Division, 122 West 25th Street, Cheyenne, Wyoming 82002. Additional information on the permit application and the completeness review can be obtained at the above address.
The public comment period for this matter shall begin on July 3, 2003 (first date of publication) and end August 11, 2003 (first date of publication plus 37 days). The department may, at its discretion, conduct a public hearing on this permit application. A second public notice and comment period wil1 occur if the department issues a draft permit for this facility.

RESOLUTION OF INTENT
BE IT RESOLVED BY the Board of Directors of Mosquito Abatement District No. 2 that it intends to order improvements to be paid for by special assessment, specifically as follows:
The improvement proposed is to abate mosquito nuisance in Mosquito Abatement District No. 2.
The probable cost of $18,574 less a $3,300 carryover from 2002-2003 for a total of $15,274 is estimated by the Board of Directors, based on Mark Eatinger, Licensed Professional Engineer, as per the following estimate.

PUBLIC NOTICE
Notice is hereby given that a second Public Hearing will be held by the State Engineer to receive comments and evidence, as required by Wyoming Statute 41-3-1006(e) prior to granting or denying State-held instream flow water right applications. The public hearing will be held on July 28, 2003, in Pinedale, Wyoming, beginning at 9 a.m. at the Sublette County Library, 155 S. Tyler Ave., in the large meeting room (Lovatt Room). The State Engineer requests that anyone requiring auxiliary aids for disabilities contact the State Engineer's Office in advance by calling the Surface Water Division in Cheyenne at 777-6475 (mailing address: Herschler Building 4E, Cheyenne, WY 82002).
This is a re-hearing involving two (2) applications submitted to the State Engineer which encompasses the following:
TF No. 31 4/105, Pine Creek Instream Flow Segment Number 1, held by the Wyoming Water Development Commission; priority date of June 4, 2002 for 40 cfs throughout the entire year when natural direct flows are available at or near the downstream end of the stream segment, which segment is described as beginning at the base of Fremont Lake Dam in the SW1/4SW1/4 of Section 23, T.34N., R.109W., thence down Pine Creek to the point of ending at the confluence with the West Fork New Fork River in the NW1/4SE1/4 of section 15, T.33N., R.109W., for a total stream distance of 8.18 miles.
TF No. 31 5/70, Pine Creek Instream Flow Segment No. 1, held by the Wyoming Water Development Commission; priority date of April 2, 2002. This is a secondary application to use stored water to help maintain up to a 40 cfs flow rate throughout the entire year. The stored water will come from 952.95 acre-feet owned by the Game and Fish Commission in Fremont Lake and 4,800 acre-feet of the Town of Pinedale's storage in Fremont Lake during a valid lease term when flows are not available at or near the downstream end of the stream segment, which segment is described as beginning at the base of Fremont Lake Dam in the SW1/4SW1/4 of Section 23, T.34N., R.109W., thence down Pine Creek to the point of ending at the confluence with the West Fork New Fork River in the NW1/4SE1/4 of section 15, T.33N., R.109W., for a total stream distance of 8.18 miles.
This second hearing for the Pine Creek Instream Flows are scheduled due to questions regarding sufficient public notice for the December 19, 2002 hearing, as required by Wyoming Statute 41-3-1006(e). Public comments made during the December 19, 2002 hearing are of record and will be used in the decision making process. This re-hearing will be to gather only new public comment that was not heard at the December 19, 2002, hearing.
