FY 2004 Budget Message
Total general fund revenues decrease to approximately one hundred thirty-eight thousand dollars. The Board of Trustees for Sublette County School District Number Nine and the Board of Trustees of Western Wyoming Community College formed this BOCES to conduct a joint cooperative undertaking of educational services. These services include, but will not be limited to, adult education, college credit courses for the community, including distance learning and high school concurrent enrollment, staff in-service, curriculum development, alignment and mapping services including software licensing, hardware replacement, upgrades as well as expansion to the network system.

LEGAL NOTICE
In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1, Section 2(c) of the Solid Waste Rules and Regulations, Newpark Environmental Services has submitted a permit application for a new petroleum contaminated soil (PCS) treatment facility called the Newpark PCS treatment facility.
The purpose of this facility is to provide for the treatment of petroleum contaminated soils. The facility is approximately 4 acres in size and is located in the Sand Draw Industrial Park near the city of Boulder, Wyoming. More specifically the facility is located in section 32, Township 3lN, Range 107W, Sublette County, Wyoming. The total volumetric capacity of this facility is estimated to be 13 thousand cubic yards.
This notice is to announce that the Department of Environmental Quality, Solid and Hazardous Waste Division has received this application and determined that it is complete. The department is now in the process of conducting a detailed review of the application to determine if it is technically adequate. Comments on this application can be submitted in writing to the Department of Environmental Quality, David A Finley, Administrator, Solid and Hazardous Waste Division, 122 West 25th Street, Cheyenne, Wyoming 82002. Additional information on the permit application and the completeness review can be obtained at the above address.
The public comment period for this matter shall begin on July 3, 2003 (first date of publication) and end August 11, 2003 (first date of publication plus 37 days). The department may, at its discretion, conduct a public hearing on this permit application. A second public notice and comment period wil1 occur if the department issues a draft permit for this facility.

Annexation summary report
Proposed Miller Addition to the
Town of Big Piney
This report is prepared in accordance with Wyoming Statute 15-1-402. The Town of Big Piney has received a Petition for Annexation to the Town of Big Piney from Miller Land and Livestock Company and has requested the Town of Big Piney consider this petition.
The petition will provide the sewer service by the construction of lines meeting State regulations when the lands are divided into lots and blocks. The water service will be provided by the extent water line belonging to the Town. If additional lines are needed upon the division of the lands into lots and blocks, they will be provided by the petitioner. The owners of the lots will pay hook-up fees as provided in the Ordinances of the Town when desiring services.
The streets will be constructed in accordance with Town specifications and will be located in conformity to the Master Plan of the area to be annexed. The location of the streets may be altered by mutual consent of the Town and petitioner.
A public hearing has been set on said petition on the eighth day of July 2003 at the hour of 7 p.m. in the Town Hall Council Chambers at the Town of Big Piney.
