Eden Valley Development Corp. is accepting bids on the sale and removal of the corrals located at Mitch's Café in Farson, Wyoming.
Bids will be for all materials in the corrals. Materials consist of panels, gates, posts and loading chute. Posts must be pulled and the area cleared of all debris. Work must be completed by June 2, 2003. Payment must be made in full on award of bid.

PUBLIC NOTICE
The Sublette County Hi-Country Senior Center is seeking applications from contractors to pre-qualify for the bidding of contract work and/or the supplying of materials for the new Sublette County Hi-Country Senior Center project. The building will be a 10,250-square-foot, one-story, structural steel and Glu-Lam wood truss structure on a concrete slab foundation, located on the corner of West Magnolia Street and North Faler Avenue in Pinedale, Wyoming.
At this time, applications for pre-qualifying to bid are being accepted for EXCAVATION and CONCRETE FOUNDATION/FOOTING work and/or materials only. This will be the only solicitation for these bids through a pre-qualifying process. Chambers Design-Build, Inc. of Pinedale, Wyoming, will serve as Construction Manager at Risk. REQUEST FOR BIDS
Hereby take notice that the Pinedale Airport Board, acting on behalf of the Town of Pinedale, is requesting bids for the salvage rights and removal for all structures, interior fencing and corral from Lot Five (5) of the Airport Subdivision, Sublette County, Wyoming. Bids will be opened on April 7, 2003, at 6:30 p.m. at the Pinedale Town Hall. All bids must be on the authorized Bid Form and received at the Pinedale Town Hall no later than 5 p.m. on April 7, 2003, to be considered. Removal must be completed by Oct. 1, 2003. Within five business days of Notice of Award, the successful bidder shall deliver its signed contract, in the form attached to the Specifications, and pay the bid amount, to the Pinedale Town Hall. Structures include: Two-story log home with 3 bedrooms, 2 baths, attached double garage, detached barn and detached shed located at 24 Runway Lane, about 5 miles SE of Pinedale off Highway 191. SECTION 00020 - INVITATION TO BID
Notice is given hereby that SUBLETTE COUNTY SCHOOL DISTRICT No. 9 will accept bids for construction of BIG PINEY HIGH SCHOOL SWIMMING POOL RENOVATION according to Drawings and Specifications prepared By EDA Inc. Architects, 111 E. Broadway, Suite No. 200, Salt Lake City, Utah, 84111.
All contractors are required to attend a pre-bid meeting at the Big Piney High School Swimming Pool, 916 Piney Drive, Big Piney, Wyoming, on Wednesday, April 16, 2003, at 11 a.m. ATTENDANCE AT THIS PRE-BID MEETING IS MANDATORY. General contractors who do not attend the pre-bid meeting will not be eligible to submit a bid.
Sealed bids will be received at the Sublette County School District No. 9 Business Office, 115 South Nichols Street, Big Piney, Wyoming 83113. Sealed Bids will be received until: 4:00 p.m. (MDT), May 1, 2003. Bids will be opened and read aloud at that time and that place. Bids received after that time will not be accepted. Interested parties are invited to attend. Bids will be presented to the school board at a meeting which will be held at 7:00 p.m., May 1, 2003.

Bona fide general contract bidders may secure copies of the proposed contract documents from the office of the architect on the following basis:
Two copies of the project manual, including specifications, plus two sets of prints of the drawings, upon payment of $100 deposit, completely refundable, if both sets are returned to the architect, postpaid, in satisfactory condition, within five calendar days after bid opening.
Additional sets may be obtained for direct cost of printing. The contractor shall make his own arrangements for obtaining and paying for additional sets or portions of sets. The originals will be at:

Bid security in the amount of 5 percent (bid bond, certified check or cashier's check) of the base bid, drawn payable to the order of the owner listed above will be required to accompany the bid. ADVERTISEMENT FOR BIDS
Big Piney - Marbleton Fire Station, Big Piney and Marbleton, Wyo., is receiving sealed proposals for a Fire Station Addition. The work consists of a 2,300-square-foot metal building addition to the existing fire station. The work will be bid as one (1) project, and be awarded under one (1) general contract.
First copies of the contract documents will be on file after March 26, 2003, and open to public inspection in the office of Plan One/Architects, 65 Mercill Avenue, Jackson, Wyo. 83001.
Bidders may obtain one (1) set of contract documents from the office of the architect, upon deposit of fifty dollars and no/100 ($50). Make checks payable to "Plan One/Architects" and deliver to Plan One/Architects in Jackson, Wyo. A refund of deposits may be obtained by returning the contract documents in good condition within seven (7) days after the proposals have been opened.
A pre-bid conference will be held at the project site, Big Piney - Marbleton Fire Station on April 08, 2003, beginning at 2:30 p.m. This conference will be recommended but not mandatory for all prospective general contractors wishing to have their bid considered for the work.
All proposals must be accompanied by a bid bond or cashier's check in the amount of five percent (5 percent) of the maximum amount of the proposal. Successful bidder to provide a 100-percent performance and payment bond. Preference shall be given to Wyoming contractors as defined by Wyoming Statutes, 1977, Section 16-6-101, in accordance with the provisions Section 16-6-102. Attention is also called to the provisions of Section 16-6-103 with respect to sub-contractors by a successful bidder.

The owner reserves the privilege of rejecting any or all proposals, or waiving any irregularities or formalities in any proposal in the bidding. OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
MARCH 18, 2003
The Board of County Commissioners met in regular session on this date at 9 a.m. with Gordon Johnston, Bill Cramer, Betty Fear, Cat Urbigkit of the Sublette Examiner, Joe Wilhelm of the Pinedale Roundup, and Mary Lankford, county clerk, present.
Chairman Gordon Johnston led those present in the Pledge of Allegiance.
The minutes of the preceding meeting of March 7, 2003, were ordered filed on motion by Commissioner Fear and seconded by Chairman Johnston. The motion carried.
The official bonds for Annie E. Espenscheid, treasurer for the Sublette County Ag Center, in the amount of $35,000; and Leanne Rellstab, treasurer for the Sublette County Lodging Tax Joint Powers Board, in the amount of $5,000, were approved and ordered filed with the county treasurer.
Dan Holgate, road and bridge superintendent, reported on maintenance, washouts, a gravel agreement with M&N Equipment, progress on the senior center, drainage and erosion on the Pinedale Pathway, and the condition of road surfaces in the county.
The following petition and affidavit of abatement of taxes was presented on petition from the County Assessor and the State of Wyoming Board of Equalization: ICM, $274.17.
Chairman Johnston reported on the Green River Valley Cattlemen's Association meetings.
Commissioner Cramer inquired if the PDR Working Group is conducting public meetings. Chairman Johnston will contact Tom Davenport and remind him that the board directed them to have public meetings.
Tony Gosar volunteered for the Upper Green River Water Basin Joint Powers Board.
Gwen Schwab and Keith Raney, representing the Pinedale Hockey Association, discussed the building plans and fundraising for the proposed indoor hockey rink. Commissioners Fear and Cramer expressed their support for the project. The board directed the group to proceed with a timeline, plans, and to return to the April 1 meeting.
Sandy Anderson and Lucy Fandek, representing the Pinedale EMTs, discussed building an addition onto the Pinedale Ambulance Barn, and requested a survey of the property. The board advised them that part or all of the property has been surveyed and directed them to the county clerk for the survey. The board authorized the county clerk to have the property surveyed, if the survey is not complete.
Doug Vickrey, representing the Sublette County Sporting Association, discussed the possibility of purchasing the five sets of bleachers at the Pinedale Rodeo Grounds. After discussion, it was moved by Commissioner Cramer and seconded by Commissioner Fear to declare the bleachers to be surplus property and sell them to the Sporting Association for $10. The motion carried.
Vickrey discussed the PDR meetings and was advised that the board will conduct public meetings.
In accordance with the public notice published in the Sublette Examiner on February 20, 2003, public hearing was held for the following:
1. It was moved by Commissioner Fear and seconded by Commissioner Cramer to deny the proposed amendment to the Sublette County Zoning and Development Resolution to create a new zoning category for large tract developments with two or more tracts that are 35 to 80 acres in size. The motion carried, with the vote being: Cramer-aye, Fear-aye, and Johnston-nay.
2. It was moved by Commissioner Cramer and seconded by Commissioner Fear to accept and act upon the recommendation of the Planning and Zoning Commission. Upon vote, the motion carried, and the following resolution was adopted:
RESOLUTION NO. 03-764J
A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION AND APPROVING THE APPLICATION OF CURTIS FLUG/NEWPARK ENVIRONMENTAL SERVICES TO RECLASSIFY AND REZONE 18 ACRES, MORE OR LESS, FROM I-L DISTRICT TO I-H DISTRICT, BEING LOTS 17, 18, 19, AND 20 OF SAND DRAW INDUSTRIAL PARK, LOCATED IN A PORTION OF SECTION 32, T31N, R107W.
3. It was moved by Commissioner Cramer and seconded by Commissioner Fear to approve the conditional use application by Michael S. Looney to construct and rent additional mini-storage units on 3.09 acres located in a portion of Section 26, T34N, R111W, with the following condition:
a. Prior to issuing a permit for the commercial development, a landscaping plan shall be submitted and approved by the Sublette County Planning and Zoning Office. One plant unit (sample plant unit alternatives are available at the planning office) per 1,500 square feet of building area is required. Landscaping shall survive two years from planting or be replaced. The motion carried.
Rob Shaul expressed his support for zoning of large tract developments.
Garry Eiden presented a proposal for amending the Pinedale Transfer Station contract to include Mondays. It was moved by Commissioner Cramer and seconded by Commissioner Fear to amend the contract to include Monday operation for the additional amount of $800 per month for the remainder of the contract, effective March 24, 2003. The motion carried.
Eiden discussed a letter he had received from Mike McGinnis. The board requested a copy of the letter.
Bubba Larsen commented on large tract development and requested the board consider distributing free zoning regulations.
It was moved by Commissioner Cramer and seconded by Commissioner Fear to appoint Laurie Hartwig, Jennifer Binning, Kay Peterson, and Victoria Springer to the Certified Local Government Board. The motion carried.
The board denied vouchers submitted by Van Graham and Audrey Peterson.
