TOO ALL PERSONS INTERESTED IN SAID ESTATE:
You are herby notified that on Jan. 17, 2003, the Last Will and Testament of said Decedent was admitted to probate by the above-named court and that Kurt C. Feltner was appointed personal representative thereof on Jan. 31, 2003. Any action to set aside said Will must be filed in court within three months from the date of the first publication of this notice, or thereafter be forever barred.
Notice is further given that all persons indebted to said Decedent or to said Estate are requested to make immediate payment to Kurt. C. Feltner, c/o Wood Law Office, P.O. Box 130, Pinedale, Wyo., 82941.
Creditors having claims against said Decedent of the Estate are required to file them in duplicate with the necessary vouchers in the office of the Clerk of the District Court, on or before three (3) months after the date of the first publication of this publication, and if such claims are not so filed, unless otherwise allowed or paid, they will be forever barred.

Separate sealed bids for deceleration and turning lanes, U.S. Highway 191 - Sublette County Road 23-190 intersection, will be received by Sublette County at the office of the Sublette County Clerk until 1 p.m. (local time) on March 20, 2003. The bids will be publicly opened and read aloud at the same office at 2 p.m. on the same date.

Copies of the contract documents may be obtained at the office of Nelson Engineering upon payment of $50 for each set. There will be no refunds for returned bid documents.
A pre-bid project showing will be conducted on March 13, 2003, at 1 p.m. (local time). Meet at the Sublette County Courthouse.
Bidders must be certified by the Wyoming Department of Transportation to complete grading and paving construction on Wyoming highways. Under the provisions of Wyoming Statutes 16-6-101 through 16-6-206, certified resident contractors shall be given a five percent (5%) bid preference. Bids must be accompanied by a bid bond or certified check in the amount of five percent (5%) of the maximum bid amount.
The owner reserves the right to refuse any and all bids.

PUBLIC NOTICE
At the regular meeting of the Board of County Commissioners held on
Friday, February 21, 2003, Mortenson, Stevens and Company, PC, presented the FY02 annual audit. The audit report is available for public inspection at the Office of the County Clerk, Sublette County Courthouse, Monday through Friday, 8 a.m. to 5 p.m.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
FEBRUARY 21, 2003
The Board of County Commissioners met in special session on this date at 9 a.m. with Gordon Johnston, Bill Cramer, Cat Urbigkit of the Sublette Examiner, Tim Ruland of the Pinedale Roundup, and Mary Lankford, county clerk, present.
Chairman Gordon Johnston led those present in the Pledge of Allegiance.
The minutes of the preceding meeting of Feb. 4, 2003, were ordered filed on motion by Commissioner Cramer and seconded by Chairman Johnston. The motion carried.
The official bonds for Alice Griggs, clerk/treasurer for the Town of Marbleton, in the amount of $50,000; Karla Holloway, treasurer for the Sublette County Fair Board, in the amount of $2,000; Richard Anderson, treasurer for the Sublette County Recreation Board, in the amount of $5,000; and Elizabeth N. Cheeney, bookkeeper for the Sublette County Recreation Board, in the amount of $5,000; were approved and ordered filed with the county treasurer.
John Mortenson of Mortenson, Stevens and Company, PC, presented the FY02 financial audit report. The management letter was reviewed. It was moved by Commissioner Cramer and seconded by Chairman Johnston to approve the FY02 audit report. The motion carried.
Mortenson discussed GASB 34 with the board. The board directed the county clerk to solicit proposals from possible consultants to assist with GASB 34 compliance. Dan Holgate, road and bridge superintendent, presented estimates for various road surface treatments for the new Industrial Site Road, a letter to WYDOT requesting materials from the Pape Pit, and the advertisement for bids for the deceleration and turning lanes for the project. The chairman signed the letter and the board approved the advertisement.
The board decided to donate two speed-limit signs to Big Country Ranches.
Scott Scherbel, representing Tri-Town Recycling, discussed a purchase and sales agreement from PacifiCorp for the purchase of property in Big Piney for Tri-Town Recycling. The board decided to table a decision until the next meeting.
Pat Schueler and Judy Andrikopoulos, representing the Green River Valley Museum, presented a proposal for $62,500 from museum reserve funds. It was moved by Commissioner Cramer and seconded by Chairman Johnston to fund the request. The motion carried, and the board directed the county clerk to publish the budget transfer.
Undersheriff Henry Schmidt discussed emergency management and the state mitigation plan.
It was moved by Commissioner Cramer and seconded by Chairman Johnston to approve and sign a service agreement with Conservation Partners, Inc. for the amount of $19,992.00. The motion carried.
It was moved by Commissioner Cramer and seconded by Chairman Johnston to appoint Travis Dellinger to an unexpired term on the Tri-Town Recycling Joint Powers Board. The motion carried.
It was moved by Commissioner Cramer and seconded by Chairman Johnston to designate
Community First National Bank as a depository for public funds. The motion carried.
In accordance with the public notice published in the Sublette Examiner on January 23, 2003, public hearing was held on Tuesday, Feb. 18, 2003, at 1 p.m., for the following:
1. It was moved by Commissioner Cramer and seconded by Chairman Johnston to accept and act upon the recommendation of the Planning and Zoning Commission. Upon vote, the motion carried, and the following resolution was adopted:

A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION AND
APPROVING THE APPLICATION BY BILLY J. PAPE TO RECLASSIFY AND REZONE 3.01 ACRES FROM A-1 DISTRICT TO R-R DISTRICT, LOCATED IN A PORTION OF SECTION 3, T33N, R109W.
Randy Bolgiano and Jim Bousman discussed West Nile Virus with the Board and encouraged the board to financially support the mosquito abatement districts. The board referred them to the County Health Officer.
The following petitions and affidavits of abatement of taxes were presented on petition from the County Assessor and the State of Wyoming Board of Equalization: Juanita Miller, $127.98; Petrogulf Corporation, $1.22; Ultra Resources, Inc., $185.53; Amoco Production Company, $1,056.85; and Enron Oil & Gas Company, $948.03.
The board reviewed its schedule of upcoming meetings. March meetings will be Friday, March 7, and Tuesday, March 18. April meetings will be Tuesday, April 1, and Thursday, April 17.
