PUBLIC NOTICE
INVITATION TO BID
All interested parties are invited to submit sealed bids for miscellaneous used equipment and materials located at the Sublette County Shop. Bids should be submitted to the Sublette County Clerk's Office at the Courthouse in Pinedale, Wyoming, no later than 5 p.m., Monday, December 16, 2002. Bid opening will be at the regular meeting of the Board of County Commissioners on Tuesday, December 17, 2002, at 9:00 a.m. in the District Court Room of the Sublette County Courthouse. Detailed bid specifications are available on request at the Sublette County Clerk's Office.

PUBLIC NOTICE
The Sublette County Planning and Zoning Commission will meet Thursday, January 16, 2003, at 7:30 p.m. in the County Courthouse in Pinedale, Wyoming. At this time public hearing will be held for the following applications:
AGENDA
1. Zone change request by Billy Pape to rezone and reclassify 3.01 acres from A-1 (Agricultural) to R-R (Rural Residential). The property is located in a portion of Section 3, T33N, R109W, east of CB Lane and north of Fayette Pole Creek CR 23-121. The purpose of the zone change is to create a lot for a family member's home site.

PUBLIC NOTICE
NOTICE OF APPLICATION FOR A RESTAURANT LIQUOR LICENSE
Notice is hereby given that on the 6th day of December, 2002, Green River Lodge, Inc., dba Elk Ridge Lodge, filed an application for a restaurant liquor license, in the Office of the Clerk of the County of Sublette for the following described place located at 125 Rock Creek Road, being part of the SE1/4SW1/4, Section 26, T38N, R110W, and protests, if any there be, against the transfer of the license will be heard at the hour of 2:00 p.m., on the 6th day of January, 2003, in the District Room of the Sublette County Courthouse.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
DECEMBER 3, 2002
The Board of County Commissioners met in regular session on this date at 9:00 a.m. with Bill Cramer, Gordon Johnston, Betty Fear, Cat Urbigkit of the Sublette Examiner, Joe Wilhelm of the Pinedale Roundup, and Mary Lankford, County Clerk present.
The minutes of the preceding meeting of November 12, 2002, were ordered filed on motion by Commissioner Fear and seconded by Commissioner Johnston. The motion carried.
The official bonds for Curt Parsons, Treasurer for the School District #9 BOCES Board, in the amount of $50,000; Judith R. Adler, Chairman for the Hoback Ranches Service & Improvement District, in the amount of $5,000; Alice Griggs, Clerk for the Big Piney Cemetery District, in the amount of $2,000; and June Wassenberg, Treasurer for the Big Piney Cemetery District, in the amount of $2,000 were approved and ordered filed with the County Treasurer.
The following petitions and affidavits for abatements of taxes were presented on petition from the County Assessor and the State Board of Equalization: Kevin J. Pusey, Jr. dba Gros Ventre Grill, Inc., $26.41; Amoco Production Company, $35,513.81; Snyder Oil Corporation, $41,772.92; McMurry Oil Company, $9,427.26; Amoco Production Company, $50,879.66; Wexpro Company, $153.08; XTO Energy, Inc., $31,609.64; Texaco Exploration & Production, Inc., $1,354.84; and Griggs Oil, Inc., $224.29.
The board tentatively decided to change the first January meeting to Monday, January 6th.
Lance Koppenhafer, representing the Ag. Center, reported that the roof on the building is still not repaired. It was decided that Koppenhafer will contact the building manufacturer, a roof consultant, and the County Attorney to resolve the matter.
Mike Olson, representing EIR Electric, Inc., and Ben Davis, representing Davis Painting, discussed the bidding process and hiring practices of the County for the current construction projects.
Ken Marincic and Steve James, representing the Fair Board, discussed the 10 sets of bleachers given to the Fair Board by the Historical Society, with five sets of bleachers located at the Fair Grounds and the remaining five sets at the Rendezvous Grounds. It was reported that portable bleachers would be more useful for the Ag. Center than the donated bleachers, but that they were being used at the Fair Ground's Rodeo Grounds. The board decided to accept the ownership of the bleachers from the Fair Board and decide their location.
Vern Cox, High Country Counseling Director, requested $60,000 to remodel a local building for counseling services. The board referred Cox to the Rural Health Care District for funding.
Dr. Gene Wilson, Wyoming Technology Transfer Center Director, presented Mike McGinnis a plaque as the 2002 State Winner of the "You Show Us" Contest.
Mike McGinnis, Waste Management Superintendent, discussed the landfill operation and requested extending the hours of operation to include Mondays. The board approved the request effective January 1st. McGinnis reported that the County has received its DEQ permit renewal for the operation of the Marbleton Landfill. McGinnis reported on a trip to North Point, Utah to visit a balefill operation, and presented a nine-year income and expense report.
Louie Tomassi discussed the need to cover the ramp at the Southwest Sublette Pioneer's building in Marbleton.
Brad Waters, of Providence Architecture, and Mark Eatinger, of Rio Verde Engineering, discussed the senior citizen building project. Craig Crandall, adjacent property owner to the proposed project, stated his objection to any encroachments into the 60-foot easement on the south edge of the property. Waters informed the board that the final building site has not been determined.
Rick Foley, of Hogan and Associates and superintendent of the Big Piney Library Addition, with Waters discussed the project and reviewed a list of proposed changes for the board to consider funding. The board approved the funding, with the approval of the changes by the Library Building Committee.
The board recessed the meeting for an executive session with Sheriff Hank Ruland and Undersheriff Henry Schmidt to discuss a personnel matter.
The board reconvened the meeting.
It was moved by Commissioner Johnston and seconded by Commissioner Fear to enter into the proposed joint powers agreement for the Upper Green River Valley Joint Powers Board. The motion carried.
