OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
NOVEMBER 12, 2002
The Board of County Commissioners met in special session on this date at 1 p.m. with Gordon Johnston, Betty Fear, Cat Urbigkit of the Sublette Examiner, Monte Olsen, and Mary Lankford, county clerk, present. Commissioner Bill Cramer was absent.
Commissioner Johnston assumed the chair.
The minutes of the preceding meeting of Nov. 1, 2002, were approved and ordered filed on motion by Commissioner Fear and seconded by Commissioner Johnston. The motion carried.
In accordance with the public notice published in the Sublette Examiner on Oct. 24, 2002, public hearing was held for the following:
1. It was moved by Commissioner Fear and seconded by Commissioner Johnston to accept and act upon the recommendation of the Planning and Zoning Commission. Upon vote, the motion carried, and the following resolution was adopted:
RESOLUTION NO. 02-753C
A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION AND
APPROVING THE APPLICATION OF MELVIN BAGLEY TO RECLASSIFY AND REZONE 35 ACRES FROM A-1 DISTRICT TO R-R DISTRICT, LOCATED IN SECTION 27, T34N, R109W, FORMERLY TRACT 2, GLACIER RIDGE LARGE TRACT DEVELOPMENT.
2. It was moved by Commissioner Fear and seconded by Commissioner Johnston to accept and act upon the recommendation of the Planning and Zoning Commission. Upon vote, the motion carried, and the following resolution was adopted:
RESOLUTION NO. 02-754C
A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION AND
APPROVING THE APPLICATION OF SUSAN PAPE RIGGS TO RECLASSIFY AND REZONE 3.87 ACRES FROM R-R 10 DISTRICT, LOCATED IN A PORTION OF LOT 2, MILLENNIUM LOT DIVISION, SECTION 27, T37N, R111W.
3. It was moved by Commissioner Fear and seconded by Commissioner Johnston to accept and act upon the recommendation of the Planning and Zoning Commission. Upon vote, the motion carried, and the following resolution was adopted:

A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION AND
DENYING THE APPLICATION OF CHARLES (BUCKY) NEELY TO RECLASSIFY AND REZONE .68 ACRES, MORE OR LESS, FROM R DISTRICT TO MFR DISTRICT, BEING LOTS 23 AND 33, BLOCK 5, AMENDED SHELTER PARK SUBDIVISION, SECTION 33, T34N, R109W.
4. It was moved by Commissioner Fear and seconded by Commissioner Johnston to accept and act upon the recommendation of the Planning and Zoning Commission. Upon vote, the motion carried, and the following resolution was adopted:

A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION ON
THE APPLICATION OF JACK RICHARDSON AND APPROVING THE RECLASSIFY AND REZONE 28.1 ACRES FROM A-1 DISTRICT TO R-R DISTRICT AND DENYING TO RECLASSIFY AND REZONE 2.23 ACRES FROM A-1 DISTRICT TO C-1 DISTRICT, LOCATED IN THE SE1/4 OF SECTION 10, T33N, R109W.
5. It was moved by Commissioner Fear and seconded by Commissioner Johnston to accept and act upon the recommendation of the Planning and Zoning Commission. Upon vote, the motion carried, and the following resolution was adopted:

A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION AND
APPROVING THE APPLICATION BY THE PLANNING AND ZONING COMMISSION TO AMEND THE SUBLETTE COUNTY ZONING AND DEVELOPMENT REGULATION RESOLUTION OF SUBLETTE COUNTY, WYOMING.
Joanne Garnett, county planner, discussed the need for staff to enforce zoning
regulations.
Monte Olsen, newly elected House Representative for District 22, discussed scheduling a meeting with the board before the legislative session, and reported on the Hoback Junction ID Team.
Dale Aronson, county attorney, presented a draft joint powers agreement for the Upper Green River Water Basin Joint Powers Board, and discussed his correspondence with the board.
It was moved by Commissioner Fear and seconded by Commissioner Johnston to approve a request from School District No.1 for leave for Cathy Saxton to attend the annual Wyoming School Board Association Convention in Casper on Nov. 19-22, 2002. The motion carried.
Commissioner Johnston discussed information on the drug court.

BEFORE THE OIL AND GAS
CONSERVATION COMMISSION OF THE STATE OF WYOMING
The following matters will come before this Commission on Tuesday, December 10, 2002, at 9 a.m. or as soon thereafter as the matters may be heard, or between the hours of 8 a.m. and 5 p.m. on any of the subsequent days during which the Commission remains in session at the office of the State Oil and Gas Supervisor, 777 West First Street, Casper, Wyoming:
Cause No. 3, Order No. 1, Docket No. 400-2002 brought on the application of Yates Petroleum Corporation for an order allowing the drilling of a second well to the Lance-Mesaverde Formation underlying the NE1/4, Section 9, Township 29 North, Range 107 West, 6th P.M. at a location 2,165' FNL and 1,950' FEL, with the Lance-Mesaverde Formation to be perforated between the depths of 10,700' and 12,300'; all in an unnamed field, Sublette County, Wyoming.
Cause No. 3, Order No. 1, Docket No. 410-2002 brought on the application of BP America Production Company for an order authorizing eleven additional wells to the Lance Formation in four separate project areas, each of which would be an increased density well on lands spaced or affected by prior orders in Docket Nos. 228-98, 229-98 and 90-2000, with such wells being allowed to have unrestricted production from any portion of the Lance Formation and being proposed for the NE1/4, Section 14, Township 28 North, Range 109 West; NE1/4 Section 30, NE1/4 Section 31, Township 29 North, Range 108 West; NW1/4, SE1/4 Section 22, Township 29 North, Range 108 West; W1/2 Section 30, Township 29 North, Range 107 West; E1/2, W1/2 Section 25, Township 29 North, Range 108 West 6th P.M.; and to authorize unrestricted production from each such additional well from any portion of the Lance Formation, Jonah Field, Sublette County, Wyoming.
Any interested party is entitled to appear at the time and place aforesaid to be heard by the Commission. The applications may be inspected in the office of the undersigned, 777 West First Street, Casper, Wyoming. If there are any protests, please make such known to the State Oil and Gas Supervisor at least three (3) working days before the hearing by filing a written objection.
