NOTICE OF APPLICATION FOR RETAIL LIQUOR LICENSE
Notice is hereby given that on the 24th day of September 2002, John Copeland filed an application for a retail license in the office of the Town Clerk of the Town of Big Piney, Wyoming for the following described place and premises, to wit: Concrete block building located on lots 7 and 8 of Block 3 of the original Townsite of Big Piney, Wyoming, and protests if any against the issuance of this license will be heard November 5, 2002 at 7:00 p.m. at the Town Hall in the Council Chambers in Big Piney, Wyoming.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
OCTOBER 15, 2002
The Board of County Commissioners met in regular session in the Marbleton Annex on this date at 9 a.m. with Bill Cramer, Gordon Johnston, Betty Fear, Cat Urbigkit of the Sublette Examiner, Joe Wilhelm of the Pinedale Roundup, Dan Holgate, and Mary Lankford, County Clerk present.
The minutes of the preceding regular meeting of October 1, 2002, were approved and ordered filed on motion by Commissioner Johnston and seconded by Commissioner Fear. The motion carried.
The official bond was approved for Jerry A. Jensen, Trustee for the Sublette County Rural Health Care District, in the amount of $5,000, was approved and ordered filed with the county treasurer.
Dan Holgate, Road and Bridge Superintendent, reported on the Paradise Road project, maintenance, the Industrial Site Road project, and the South Piney Fish Creek Road. The board approved Holgate's request to purchase gravel from McMurry to finish the Paradise Road project.
Representative Louie Tomassi reported on an upcoming meeting with Lincoln County on the proposed joint powers board for water development.
Richard Gordon requested the county construct a fence on his west 15 acres of property. The board took no action on the request.
The board reviewed a letter from Sylvia Mocroft Sandoval regarding changing the name of Mocroft Lane to Mocroft "Road." The board decided to make no changes.
It was moved by Commissioner Fear and seconded by Commissioner Johnston to authorize the Chairman to notify Karen-Budd Falen to file a complaint in U.S. District Court concerning the Erramouspe County Road No. 23-225. The motion carried.
The board closed the meeting for a conference call in executive session with John McKinley of Davis and Cannon on continuing litigation.
The board reopened the meeting.
In accordance with the public notice published in the Sublette Examiner on September 26, 2002, public hearing was held for the following:
1. It was moved by Commissioner Johnston and seconded by Commissioner Fear to accept and act upon the recommendation of the Planning and Zoning Commission. Upon vote, the motion carried, and the following resolution was adopted:
RESOLUTION NO. 02-749C
A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION AND APPROVING THE APPLICATION OF LUCINDA NEELY TO RECLASSIFY AND REZONE 2.9 ACRES FROM R-R DISTRICT TO RM DISTRICT, BEING LOT 9 (LESS THE SOUTH 100 FEET), RENDEZVOUS SUBDIVISION, LOCATED IN A PORTION OF SECTION 3, T33N, R109W.
2. It was moved by Commissioner Johnston and seconded by Commissioner Fear to accept and act upon the recommendation of the Planning and Zoning Commission. Upon vote, the motion carried, and the following resolution was adopted:
RESOLUTION NO. 02-750C
A RESOLUTION ADOPTING THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION AND APPROVING THE APPLICATION OF BILLY J. PAPE TO RECLASSIFY AND REZONE 2 ACRES FROM A-1 DISTRICT TO R-R DISTRICT, LOCATED IN A PORTION OF SECTION 3, T33N, R109W.
It was moved by Commissioner Johnston and seconded by Commissioner Fear to adopt Resolution No. 02-752C waiving the requirements for platting as specified in Wyoming Statutes, 2001, Section 18-5-301 and the Rules and Regulations of the County of Sublette for the proposed Industrial Site Second Filing Subdivision. The motion carried.
It was moved by Commissioner Johnston and seconded by Commissioner Fear to approve and sign a general service contract with Pacific Power and Light to provide service to the Marbleton Landfill. The motion carried and the contract was signed.
The board reviewed correspondence from Karla Holloway of the Fair Board requesting the advance of an additional $25,000 to the fair board. The board denied the request.
Undersheriff Henry Schmidt discussed a WCCA grant application which was recently denied, and informed the board that the department received $43,177.00 from JAIBG.
